OCVI All animals must have a Certificate of Veterinary Inspection (OCVI) within 30 days of entry with individual permanent identification (ID) (Equine require color and markings on the OCVI), with the following exceptions (See Exceptions List): - Slaughter Animals: Animals consigned to a USDA Approved Livestock Facility or USDA Approved Slaughtering establishments are exempt from OCVI and testing. - VS 1-27: Animals entering Florida with destination to an USDA Import/Export Center on a VS 1-27 are exempt from OCVI and testing requirements. Owner-Shipper Statement: Animals which are not required to be accompanied by an OCVI for importation, as exempted by this Page 11 of 133 Interstate Movement Requirements Phone (850) 410-0900; Fax (850) 410-0946 chapter, must be accompanied by an Owner-Shipper Statement signed by the owner or agent as evidence of ownership or authority for possession of the transported animals. These documents must disclose: (a) The name and address of the consignor; (b) The name and address of the consignee; (c) The physical address of the point of origin; (d) The physical address of the point of destination; (e) The number of animals covered by the statement; (f) A description of the animals and Official Individual Identification as required by 5C-3.002(1) F.A.C., or other identification sufficient to identify them for any and all purposes; and (g) A Prior Permission number, if required. Example of an Owner-Shipper Statement which has all requested information is FDACS 09279. Violations / Quarantines: Make images of the Quarantines, Advisory Notices and Refuse Entry documents and all other paperwork associated with violations. Please include the destination physical address and phone number of the owner or person caring for the animals. Cattle All Shipments originating from states with less than TB free status require a prior permit from this office. List of positive TB states. All shipments originating from states with less than a Certified Brucellosis Free Status require a prior permit from this office. List of states with less than free status. Dairy Tuberculosis (TB): Negative Test required on dairy cattle 6 months of age or older, within 30 days of entry unless exempted by one of the following: - Originate from an accredited free herd in a TB free state or area; or - Entering Florida from adjacent states (GA or AL) under common ownership, from closed, tested herd and the distance between premises is 50 miles or less. Brucellosis: Negative Test required within 30 days unless exempted by one of the following: - Originate from a Free State, Free Area or Certified Brucellosis Free Herd; - Official brucellosis vaccinated animals under 18 months of age; or - Steers or spayed heifers; or - Consigned directly to a recognized slaughter establishment Beef Tuberculosis (TB): Test within 30 days and a prior permission number from this office, if from less than TB free state. List of positive TB states. Brucellosis: Test within 30 days and a prior permission number, if from less than free state. List of states with less than free status. Rodeo Bulls Only: Brucellosis: Test within 12 months if 18 months or older. Cattle imports from Georgia can enter on Ga. Form 29 Permit and Alabama can enter with a bill of sale when coming from a USDA Approved Livestock Facility. Horses EQUIDAE: (Horses, Mules, Asses and Other Equine) All horses (equidae) must have a negative EIA test within 12 mo. (6 mo. of age with negative Coggins dam are exempt). The Official Certificate of Veterinary Inspection (OCVI) must have the name of the laboratory, accession number, test results, date and temperature recorded, issued within 30 days. GlobalVetLink EECVI formerly know as “Go Pass” is one document that extend the OCVI from 30 days to 6 months and a permit for each movement from origin to destination on date of movement is required. All horses originating from an Equine Piroplasmosis (EP) endemic area must have a negative EP test and have a veterinary statement on the OCVI, “All animals identified on this certificate have not been on a premises found positive for Theileria equi or Babesia caballi or under quarantine within the past 30 days, have been inspected and found free of ticks, and have been thoroughly treated with an approved acaricide labeled for use in equine within 14 days of entry”. Currently the only areas deemed to be endemic for EP are certain counties in Texas, Puerto Rico and the US Virgin Islands. SWINE The OCVI or owner-shipper statement must contain the Official Individual Identification on all swine, six (6) months of age or older. Prior Permission Number. A Prior Permission Number is required on all swine imported into Florida. The Prior Permission Number must be written on the OCVI or Owner-Shipper Statement accompanying the animals. Testing Requirements-All swine six (6) months of age or older, not consigned directly to a USDA Approved Slaughter Facility, must comply with the following test requirements for Brucellosis and Pseudorabies: Page 13 of 133 Interstate Movement Requirements Phone (850) 410-0900; Fax (850) 410-0946 Brucellosis Test All swine six (6) months of age or older Imported into Florida must: a. Originate from herds not known to be infected with or exposed to brucellosis and be accompanied by proof of an official negative brucellosis test, conducted within thirty (30) days prior to Importation, or b. Originate directly from a Validated Brucellosis-Free Herd. The Validated Brucellosis-Free Herd number and the date of the last certification test within the past twelve (12) months must be written on the OCVI. Pseudorabies Test All swine six (6) months of age or older Imported into Florida must: a. Originate from a herd not known to be infected with or exposed to pseudorabies and be accompanied by proof of an official negative pseudorabies test, conducted within thirty (30) days prior to Importation. b. Originate directly from a Qualified Pseudorabies-Negative Herd. The Qualified Pseudorabies-Negative Herd number and the date of the last certfication test within the past twelve (12) months must be written on the OCVI. c. Originate from a Pseudorabies-Monitored Feeder Pig Herd (MFPH). Feral Swine may not be imported into Florida Goats & Sheep All goats and sheep must be identified with a USDA National Scrapie Eradication Program official ID. This may include Official USDA Scrape ear tags, breed registry tattoos, if accompanied by the breed registration certificate or implanted electronic chips that conform to ISO standards. (Scrapie Rule: 5C-29) OCVI must state that each animal is free of clinical signs of the diseases: caseous lymphadenitis, contagious ecthyma (Orf), chlamydial keratoconjunctivitis, scabies, scrapie, and contagious foot rot. Rule section 5C-3.005 Dairy Goats Only-Testing Requirements Tuberculosis: Dairy goats 6 months of age or older- must originate from an Accredited TB-Free Herd or test negative to a TB test within 90 days prior to importation. When originating from an accredited TB-free herd; the accreditation number and date of the last herd test (within the previous 12 months) must be on the OCVI. Brucellosis: Dairy goats 6 months of age or older- must originate from a Certified Brucellosis-Free Herd or test negative to a brucellosis test within 90 days prior to importation. Such movements must be accompanied by evidence of ownership, or authority of possession, or a notarized affidavit of authority to transport. Swine (Feral) (Swine that have lived all (wild) or any part (feral) of their lives as free-roaming animals.) The transporter must have a Feral Swine Dealer Card, issued by DAI. Llamas Llamas may move from farm to farm without restriction. Such movements must be accompanied by (New World evidence of ownership, or authority of possession, or a notarized affidavit of authority to transport. Quarantine Follow Up Request Procedure: When OALE officers issue a quarantine were follow up falls under DAI authority and the OALE officer requests follow up of quarantine release, those officers are to place their email address in the bottom right corner of the OALE Notice of Quarantine document. The email request shall be noticed by the DAI inspector assigned to follow up on the OALE issued quarantine and the DAI inspector is to copy the email provided into the release of quarantine email distribution at time of completion. Cattle: Cattle presented for exhibition must have an Official Certificate of Veterinary Inspection (OCVI) dated not more than 90 days prior to presentation. All adult cattle, 18 months of age and over, are required to be officially identified. Forms of acceptable ID are: USDA-approved metal ear tag, breed registry brand or tattoo (if accompanied by registry papers). There are no testing requirements on Florida origin cattle. Market Class Animals (Cattle and Swine): A market class sale as defined in Chapter 5C-4, Admission of Animals for Exhibition is: “An exhibition class consisting of finished fed animals where all animals in the class go directly to slaughter immediately following the exhibition.” For market class shows, all animals entering the show are exempt from OCVI and test requirements. Prior to acceptance for exhibition, market class animals must be inspected by a licensed, accredited veterinarian or a Department representative. Swine: Swine presented for exhibition must be accompanied by an OCVI dated not more than 90 days prior to presentation. Breeding Swine testing requirements are: Brucellosis: Breeding swine 6 months of age or older, excluding barrows and gilts in market classes, must originate from a Validated Brucellosis-Free Herd or from a Commercial Production Swine Herd, as defined in Chapter 5C-4.0015(4), or must be negative to a brucellosis test within 90 days of presentation. If from a validated herd, the herd number must be recorded on the OCVI. Pseudorabies: Breeding swine 6 months of age or older, excluding barrows and gilts in market classes, must originate from a Commercial Production Swine Herd, or be negative to a pseudorabies test within 90 days of the day of exhibition. If from a qualified herd, the herd number must be recorded on the OCVI. Isolation: Swine returning to the farm from exhibitions must be isolated from other swine at least 30 days before being returned to the herd. Breeding swine for exhibition must be maintained in isolation between exhibitions or move directly between exhibitions. NOTE: Market or breeding swine which do not meet eligibility requirements and are not entered into a show may return to the farm of origin without restrictions. The OCVI must include a complete description of the animal(s) including, breed, sex, age, color, markings, and acceptable ID. Forms of acceptable ID are: USDA-approved metal ear tag, neck band, microchip implant, leg band, brand, or photograph of the animal signed by the veterinarian. As the use of electronic documents by veterinarians and owners is increasing, the Division of Animal Industry is accepting electronic documents as a matter of convenience for industry. The electronic document must be an officially approved document by the State Animal Health Official in the animal’s state of origin. It is the responsibility of the hauler to present the required movement document(s) to the Department Representative. Failure to access the document from virtual location is equal to not having a document. Electronic documents must be presented in original PDF form. Pictures, jpeg or other format types of an electronic document are not accepted. Color prints of the original electronic document are accepted as an original document. Signatures on PDF images may not appear on an iPhone. It is the responsibility of the hauler to present the electronic image in its original form with all fields displaying properly, including but not limited to document signatures. The application PDF Viewer may help those using an iPhone. Electronic documents must contain all the information required to meet Florida’s movement and entry requirements. Requirements of the digital device display Screen size must measure at least 3.5 inches diagonally. Electronic document must be presented on a digital devise that clearly displays the document. Screen defect such as cracks, scratches, bubbles, water damage or LCD malfunction may make the document unusable at the discretion of the Department Representative. ACCEPTANCE PROCEDURE AT INTERDICTION STATION The document should be presented on the hauler’s digital device to an Agriculture Law Enforcement Officer. The officer will ensure the electronic document(s) presented accurately represent the animals in transport. If all documents presented qualify the animal(s) as meeting all movement requirements, the officer should record any pertinent information and scan documents into the CITS system or enter pertinent information in the notes section. Information to be collected if available, should include, ▪ The Date, ▪ Owners name (last name, first name), ▪ Document provider (GVL, VSPS or other approved electronic provider), ▪ Applicable document control number, if available, including: Page 28 of 133 o OCVI certificate number (if applicable), o Permit number (if applicable), o EIA Accession Number(s) or EIA document number o Passport/Equine Event Extension number, If a violation occurs, the OALE Officer should follow the Ag Law Manual on the course of action to pursue. If fraudulent documents are suspected, the officer should attempt to obtain a copy of the document via email, text or SMS message. If unable to obtain a copy, record date, time, owners name, contact number, email address (if available), document provider (GVL, mCVI, ICVI, VSPS), OCVI certificate number (if applicable), Permit number (if applicable), EIA Accession Number(s) on refuse entry form and refuse entry. Electronic OCVI and EIA Document Examples The USDA and private companies have electronic versions of the livestock OCVI and EIA Test Charts. More veterinarians are beginning to use these documents so an example of each is being provided below. Please note that the electronic version of the Coggins Test form (Form VS 10-11) will have the wording, “Part 1-Veterinarian/Submitter” at the bottom. The original (or carbon copy of the original) or electronic document presented as original pdf are the preferred documents for determining the eligibility of animals for entry into the state. However in some cases, beyond the control of the driver/owner, it is virtually impossible to present the “original/carbon copy“. In such cases a faxed or reproduced copy of the “original/carbon copy” may be acceptable. When such instances occur, the following guidelines will be used to determine acceptance of a faxed or reproduced copy of an OCVI in lieu of an “original/carbon copy”. Guidelines: Advise driver/owner that faxed or reproduced copies are often subject to be questioned and verification of documents could result in delays in shipment. Accept faxed or reproduced copies if there appears to be no evidence that the document has been altered and that the copy presented for review is complete, accurate and legible. Do not accept faxed or reproduced copies of blank forms which has entries filled in or which horses or other information has been added. Do not accept faxed or reproduced copies which have clearly been altered or which are not complete, accurate and legible. If verification of authenticity of faxed or reproduced copies is needed: ► Contact DAI during normal work hours (850/410-0900) to verify the document with the originating veterinarian. ► During off hours, the OALE officer on duty may call the originating veterinarian to verify the document. ► Document verification should be accomplished by having the originating veterinarian fax a copy of the original to DAI or the OALE station for comparison with the presented faxed or reproduced copy.
