Effective facilities management in educational institutions is essential for creating an environment conducive to teaching, learning, and research. Properly maintained buildings, hygienic restrooms, and well-managed communal spaces contribute significantly to the overall academic experience. Campus buildings, in particular, demand rigorous upkeep to create an organized, safe, and inviting atmosphere conducive to learning. Maintaining cleanliness and sanitation standards is essential for the health of students, faculty, and staff. Nonetheless, it can be quite difficult to uphold proper cleanliness in these settings, especially when the housekeeping staff is overwhelmed or does not have the right equipment, support, and guidelines to do their job effectively. Facilities in universities mostly lack proper sanitation practices. Communal restrooms in universities are designed for use, but they are not cleaned properly by the housekeeping staff due to the lack of cleaning standards. Moreover, a lack of water as well as clogged toilets leads to unpleasant odors and discourages students from using the restrooms when necessary, leading to potential health issues like intestinal inflammation, constipation, urinary tract infections, kidney failure, and more. It is crucial for educational institutions to maintain proper cleaning standards in the cafeteria, as unsanitary conditions can lead to water-related illnesses such as cholera, diarrhea, typhoid, and food poisoning. These health risks not only affect the individuals but also hinder students' academic performance through absenteeism, fatigue, and reduced cognitive function. ### Objectives of the Study This capstone project is aimed at developing a progressive web application for housekeeping staff within an educational institution to send progress reports and for supervisors to evaluate staff's performance. - Analyze the database and Progressive Web Application (PWA) programming concepts. - Design SPARK tailored to the needs and workflows of housekeeping staff and supervisors. - Develop SPARK according to design specifications. - Evaluate the proposed progressive web application, SPARK through ISO/IEC 25010 which will be used to assess various quality attributes of the PWA, such as performance efficiency (loading speed), usability (user interface and experience), and reliability (handling offline scenarios). ## Chapter II: Review of Related Literature ### Progressive Web Application Native applications are considered the traditional approach toward launching a mobile-based application into the market. Their availability can be guaranteed either from the App Store or from the Play Store, installed in devices for development and testing purposes. However, application development through any native app requires considerable investments in both cost and time. Most startups do not possess all those resources and hence face delays in product delivery processes. Therefore, in such scenarios, Progressive Web Application Development acts like a boon because it takes way less time and effort for development compared to a native app. In principle, a PWA is a web interface, which looks and behaves identically to a native mobile application. It can be used in the development of applications. ### Web-Based Application A software program stored on a remote server and using web technologies and browsers to deliver functions for users over a network through a browser client is known as a web-based application. ### Employee Monitoring Employee monitoring, as defined by Wikipedia, refers to the practice of employers observing employee activities through various surveillance techniques. Employers employed managers to supervise employees, ensuring their diligence and productivity. The presence of oversight served as a motivational factor, encouraging employees to maintain their work ethic. Furthermore, managers were tasked with documenting the actual amount of work completed by each employee, facilitating accountability. ### Performance Evaluation Performance management is a method for making sure employees concentrate on their tasks in ways that help the company reach its goals is crucial for any business. ### Review of Related Studies: #### LOCAL - **Housekeeping Standard Practices of Resorts in Bohol, Philippines** This research done in Anda, Bohol, aims to assess how housekeeping services in specific resorts contribute to guest satisfaction and the overall reputation of the hotel. The study highlights how crucial it is for room attendants to follow standard housekeeping practices to maintain efficiency and proficiency. - **Enhanced Faculty Performance Evaluation System with Data Analytics** This research conducted at the main campus of Ilocos Sur Polytechnic State College is a thorough attempt to update and improve the faculty performance assessment with the incorporation of data analytics in an internet-based platform. The researchers used the Agile framework for software development along with descriptive and developmental research methods to build a strong evaluation platform. - **PEEVSY: A Web-Based Performance Evaluation System For Cagayan State University** This research carried out at Cagayan State University (CSU) highlights the school's dedication to improving educational standards by implementing Outcomes-Based Education (OBE). - **Management Practice and Employee Performance of Selected Private Higher Education Institutions in Calamba City, Laguna** This study investigates the complex connection between management practices and employee performance in specific private higher education institutions in Calamba City. It highlights the use of advanced monitoring systems by employers to improve productivity, maintain regulatory compliance, and safeguard company assets. - **Electronic Performance Monitoring in the Digital Workplace** This research shows the various effects of EPM, uncovering positive results and negative consequences in various organizational settings. - **The Effect of The Task Management System on The Employee's Performance of The Audit Board at The Head Office** The research centers on evaluating the effects of a task management system introduced by the Financial Audit Agency of Indonesia (BPK) on the efficiency of its staff. ## Chapter III: Methodology ### Research Procedure The researchers and end-users collaborate to define the scope and ultimate objective of the system development. The assessment of requirements will primarily establish the constraints of the system design, based on end user narratives. Following that, the identified features will be converted into code that was based on effective programming principles. During the testing stage, the system will be carried out to validate specific features and acceptance tests will be used to assess whether the whole system met the initial user requirements. ### Internet Research The internet has greatly changed how research is done, providing extensive access to information and allowing new approaches in various academic fields. One of the main purposes of the internet in research is its function in aiding data gathering. Digital archives and repositories provide access to historical documents, scientific papers, and datasets that were previously inaccessible, enabling comprehensive literature reviews and meta-analyses. ### Interview The primary purpose of interviews is to gather qualitative data through direct interaction with participants. They are particularly valuable in exploring complex phenomena and understanding diverse viewpoints. Interviews offer several advantages, including rich qualitative data, contextual understanding, and the ability to capture nuances and emotions. ### Online Survey Structured questionnaires conducted over the internet, known as online surveys, allow researchers to efficiently gather data from a wide range of participants worldwide. ### Research Design This research study will use both descriptive and developmental research designs to gain a thorough comprehension of the phenomenon being studied. ### Research Methodology Research methodology involves a structured method to examine and study a particular subject or issue in order to produce fresh understandings or information. The research methodology utilized in a study is essential for establishing its credibility, reliability, and validity, providing a structured framework to lead researchers in collecting, analyzing, and interpreting data. ### Agile Software Development Life Cycle The development of the progressive web application will be carried out following the Agile Software Development Life Cycle methodology, which encompasses a set of workflow techniques and methods. The Agile Software Development Life Cycle is an iterative and incremental approach to web development that emphasizes flexibility, collaboration, and rapid delivery of working software. ## Chapter IV: Results and Discussion This chapter gives a detailed look at the development process of the system which seeks to fulfill the required objectives of the SPARK Progressive Web Application (PWA) with research findings and data insights. ### Analyze the database and Progressive Web Application (PWA) programming concepts. In this section, the researchers focus on the first objective, which involves analyzing the database and PWA programming concepts. ### Design SPARK tailored to the needs and workflows of housekeeping staff and supervisors. The second objective of this research is to design a progress monitoring system for the Building and Maintenance Department at the University of Batangas. The objective of this system is to enhance operations by designing a progressive web application for real-time monitoring of task progress done by the housekeeping staff. The researchers used various methods in creating the progressive web application, in order to achieve their goal.
