SOP HOLLYWOOD POLICE DEPARTMENT #106 GRIEVANCE & ARBITRATION ORIGINATION DATE: 11/01/2001 REVISED DATE: 12/08/2023 APPROVED: CHIEF OF POLICE, JEFF DEVLIN PURPOSE: To provide guidelines for Grievance & Arbitration procedures per the current Collective Bargaining Agreement and AFSME Employee Organization Agreements. SCOPE: This SOP applies to all Members of the Department. POLICY: The purpose of this SOP is to ensure a fair but formal procedure for dealing with Grievances that arise between Members and Management. It is recognized that a formal method that allows Members to realize their grievances with Management fairly and expeditiously is an element that can help reduce personnel dissatisfaction, improve morale, identify problems in the Organization, and increase employee perceptions of the organization. Grievance Steps: The following employee contracts govern the guidelines for grievance and arbitration procedures. 1. Sworn Members will be guided per the current F.O.P Collective Bargaining Agreement pertaining to Article 15, titled Grievance Procedures and Arbitration. 2. Non-sworn members (General, Supervisory, Professional) will be guided per the current AFSCME Employee Organization Agreements pertaining to Articles 29, 12, and 16 titled Grievance Procedures and Arbitration. SOP 106 Grievance & Arbitration Page 1 of 2 B. Coordinating the Grievance Process: The Office of the Chief of Police will be responsible for the management and coordination of the grievance process. The following response will be made in writing when a grievance is presented: 1. Acknowledging the receipt of the grievance by noting the time, date, and person receiving the grievance. 2. Affirming or denying the allegations in the grievance in writing. 3. Identifying the remedy or adjustment, if any, to be made to resolve the grievance. C. Grievance Records: The Office of the Chief of Police will be responsible for the management and control of grievance records. Grievance records are subject to disclosure under 119.07 f.s. II. APPEALING OF GRIEVANCE DECISIONS Guided per the current F.O.P Collective Bargaining Agreement and current AFSCME Employee Organization Agreements. III. DEFINITIONS: A. GRIEVANCE: A procedure designed to resolve differences in identified matters due to an actual or supposed circumstance regarded as cause for protest. SOP 106 Grievance & Arbitration Page 2 of 2
