Achievements in FY 2023-24 The Department has issued instructions, guided, extended hand holding support and organized trainings to Regional Offices, Training Establishments and Head Office Departments for on boarding on GeM and CPPP Portal. 2. New Initiatives / Activities / Projects i. The procurement policy has been revised and made operational. ii. Long term MoU with CPWD – A long term MoU has been executed with CPWD facilitating Execution of new and renovation projects at RO/HO. iii. NABARD Expenditure Rules has been revised and made operational. iv. On boarding on CPPP portal for e-procurement of works has been made operational v. AV system at 7th floor, HO – The audio-visual system in various wings of the seventh floor including the Conference Hall and the board room have been revamped with state-of-the-art system. vi. Sector-wise accessibility guidelines for infrastructure & services for all AIFIs was formulated by us as the Nodal institution for AIFIs. vii. HVAC at HO – The estimate of ₹9.45 cr submitted by CPWD for the replacement of HVAC system at HO building has been approved by us. CPWD has floated the tender for this work. viii. Digitization of work - NABREFRESH portal for requisition of refreshments for events by the HO department and NABSARATHI portal for requisition of vehicle and settlement of bills was implemented. ix. Conveyance deed - Execution of Conveyance deed for Bazullah Road SQ, Chennai was done. x. Tender for RFID based inventory management has been floated. xi. Renovation of SQ/RO at Rajasthan, Haryana, Maharashtra, Punjab, Kerala have been taken up. xii. Other Initiatives During the year 2023-2024 (for reference year 2022-2023), 26 Regional Offices, 17 HO Departments, 7 Subsidiaries and 2 Training Establishments were inspected. Credit Audit of High Value Loan accounts spread across 07 states was undertaken. Outsourcing of CAC work for the period 01 April 2023 to 31 March 2026 has been completed through GeM portal. Department has initiated Risk-Based Internal Inspection and Audit (RBIIA). The RBIIA aims to create a risk profile database of all ROs and HO Departments based on the premise of a risk matrix that would rate crucial risk parameters of inherent business risk and control put in place for monitoring them. Two pilot inspections of Regional Offices viz., Gujarat and Maharashtra were conducted under RBIIA software. Credit Audit Policy, Whistle Blower Policy, KYC Policy and IS Audit policy were revisited considering RBI guidelines and got approved by Audit Committee of the Board. Capacity building programmes were conducted for the Concurrent Audit Cell in the ROs and feedback from the programmes was shared to reduce instances of human error. 73 For Internal Use only 9. HR related Developments 1. Recruitment / Reservation The bank had advertised 150 vacancies for the post of Assistant Manager (RDBS) through Direct Recruitment and 145 officers have been selected for joining the services of the Bank. The officers are expected to join in the first quarter of FY 2024-25. 173 Development Assistants joined the bank during the FY 2023-24. Quarterly meetings with the All-India NABARD Progressive Employees’ Welfare Association (AINPEWA) and Half Yearly Meetings with NABARD OBC Employees Welfare Association (NBOEWA) were conducted regularly and all the issues raised by the Associations were resolved amicably. 2. Staff – Promotion For Panel Year 2024, a total of 286 officers were empaneled for promotion across grades (76 from Grade A to Grade B, 88 from Grade B to Grade C, 63 from Grade C to Grade D, 33 from Grade D to Grade E and 26 from Grade E to Grade F). Promotion exercise of employees in Group ‘B’ to Grade ‘A’ (RDBS) for the panel year 2023 was undertaken and 26 Group B employee were promoted as Assistant Managers in Rural Development Banking Service (RDBS). Twenty-four (24) Group ‘C’ staff were promoted as Assistant Care Takers (ACTs) in Group ‘B’ and 03 ACTs were promoted as Care Takers (CTs). Ten (10) Group ‘C’ staff were granted switchover from Maintenance Attendant to Office Attendant. 3. Industrial Relations The supplementary Memorandum of Settlement between AINBEA and the Bank was signed on 13 July 2023 on revision of Grade Allowance and the Administrative Circular issued on Grade Allowance and Learning Allowance. The arrears for the same were calculated and paid to staff and retirees. GoI also granted its approval to the “Revision of Pension of pre-01.11.2017 ex-RBI retirees of NABARD” and the same was implemented during the year. Accordingly, pension updation of 1549 RBI retirees of NABARD was undertaken. Regular Meetings were held with various Association viz. All India NABARD Officers’ Association (AINBOA), All India NABARD Employees’ Association (AINBEA), NABARD Progressive Employees’ Welfare Association (AINPEWA), and the Retired Staff Welfare Association for discussing issues related to service conditions, welfare measures, etc. 4. Life insurance cover available to Groups of employees under GTIP The bank continued to provide life insurance cover to its employees under the Group Term Insurance Policy for employees. The coverage amount provided is ₹ 50 Lakh for officers, ₹ 25 lakh for employees in Group B employees and ₹ 12.50 lakh for employees in Group C. 5. Training 232 training programmes conducted for the benefit of 3417 staff of NABARD. 74 For Internal Use only 65 officers have been deputed for exposure to various international visits / foreign training programmes / conferences. A specialised training programme on Leadership Excellence at NABARD (LEAN) has been conducted in collaboration with IIM Ahmedabad for 35 senior office₹ More than 250 officers have been deputed to specialized training programmes in the areas of technology, data analytics, project appraisal and management, leadership and strategic thinking, etc being organized by various institutions. Fifty-seven (57) employees took up professional and distant learning courses from reputed institutes under Incentive Study Scheme. 6. Housing Loans Housing loan of ₹ 59.18 crore was sanctioned to 103 employees for purchase of residential accommodation while an amount of ₹ 49.10 crore was disbursed in the financial year 2023-24. The Housing Loan facility was reviewed during the financial year. Minimum quantum of housing loan for Group ‘B’ (₹ 50 lakhs) & ‘C’ (₹ 40 lakhs) was specified. Similarly, maximum quantum of housing loan amount was revised from ₹ 80.00 lakhs (earlier) to ₹ 160.00 lakhs. Repayment of Housing loan is allowed up to 75 years of age for employees who are eligible for pension. Housing Loan Group Insurance claims in respect of demise of 5 employees to the tune of ₹ 48.93 lakhs were settled benefiting their family membe₹ 7. Other Initiatives Aarogya Sarathi – online wellness program conducted for retired employees on various health related issues. Pay refixation to 85 Ex-servicemen on the lines of referral institution was done with effect from 2011 and arrears have been paid. The Leave Travel Concession (LTC) Scheme has been reviewed and improvements have been brought out in the scheme. Scheme for granting sick leave for wellness treatment introduced. 75 For Internal Use only 10. (ख) पवू ोत्तर क्षेत्र के कायाषलयों, अांडमान और ब्नकोबार तथा गोवा क्षेत्रीय कायाषलय के ब्लए ऑनलाइन ब्हन्दी कायषशालाओ ां का आयोजन ब्कया गया. (ग) पीएलपी ब्हन्दी में ब्लखने वाले ब्ज़ला ब्वकास प्रबन्िकों के ब्लए दो ब्दवसीय क्षमता ब्नमाषण कायषशाला का आयोजन; ‘क’ और ’ख’ क्षेत्र के ब्ज़ला ब्वकास प्रबन्िकों के ब्लए पीएलपी ब्हन्दी में ब्लखने हेतु दो ब्दवसीय क्षमता ब्नमाषण कायषशाला का आयोजन ब्कया गया. (घ) पवू ोत्तर क्षेत्रीय कायाषलयों, अांडमान और ब्नकोबार और गोवा के नोडल अब्िकाररयों की बैठक का आयोजन ब्कया गया. 3. िवोन्मेषी कायाक्रम: वर्ष के दौरान राजभार्ा प्रभाग, प्रका िारा ‘राजभार्ा आपके िार’ नामक पहल शरू ु की गई. ब्जसमें राजभार्ा प्रभाग के दो-दो कब्मषयों के दल िारा प्रत्येक ब्वभाग में राजभार्ा की दृब्ि से आ रही समस्याओ ां का त्वररत और ऑनसाइट ब्नराकरण ब्कया गया. ब्हदां ी समारोह 2023 में राजभार्ा मागषदब्शषका का ब्वमोचन नाबाडष प्रिान कायाषलय का सांसदीय राजभार्ा सब्मब्त की तीसरी उसब्मब्त िारा ब्नरीक्षण 77 For Internal Use only 11. Research & Development in NABARD The Department of Economic Analysis and Research (DEAR), provides policy inputs and action-oriented research support as well as field-based feedback on issues of relevance to NABARD’s operations. Major highlights of activities of DEAR during the year 2023-24 are given below: 1. Publications i. NABARD Annual Report 2022-23: NABARD Annual Report (NAR) 2022-23 is one of the most important statutory publication brought out by DEAR. In FY 2022-23, the Annual Report was brought out with uploads of a documentary on the theme chapter and Chairman’s video highlighting the important aspects of the Annual Report 2022-23. Chapter-wise and full report is uploaded on the NABARD website in Hindi and English for greater reach and accessibility. ii. Impact Report 2022-23: The Department has prepared maiden issue of the Impact Report of NABARD based on Global Reporting Initiatives (GRI) standards of reporting. It is linked with the Sustainable Development Goals (SDGs) of the UN. The Report gives an opportunity to convey the impact of our interventions, initiatives, and innovations, within the triple bottom line approach i.e., People, Planet and Profit. iii. Statistical Statements 2022-23: A booklet on ‘Statistical Statements’ containing data on financial disbursements towards refinance, infrastructure loans to State Governments, etc. is published annually. The Statistical Statements 2022-23 have been prepared along with the Annual Report 2022-23 and released. 2. NAFIS 2.0 The second round of NABARD All India Rural Financial Inclusion Survey (NAFIS), that is, NAFIS 2.0, has been conducted with the aim to collect primary data on livelihood and financial inclusion aspects. The households survey exercise has been completed in its entirety in 28 states and UTs of J&K and Ladakh. The preliminary estimates for NAFIS 2.0 have also been generated and presented before the TMMT. Further, the All-India draft report of NAFIS 2.0 has been prepared and the same is being reviewed. After refinement of the estimates, the final report will be published with the approval of the competent authority. 3. Research & Policy Series a. Initiated during FY-2022, the ‘Research and Policy’ series is an attempt to get a glimpse of hard-core research findings in a capsule form thereby making it more effective and communicative to policymake₹ Under this series, eminent scholars like Dr. Ramesh Chand and Dr. P.K. Joshi have been roped-in to write authoritative papers on topics ranging from climate change to agricultural price policy, value chain, start-ups, livestock, C.D. ratio, etc. highlighting various issues, policy relevance, prescription, and suggestions for future research/papers on the themes of interest to NABARD. So far, 13 research papers under this series have been brought out. During 2023-24, latest Research paper titled “Changing Structure of Rural Livelihood in India” was released by Hon’ble Chairman Sir in presence of both DMDs during the New Year 78 For Internal Use only Day event. The list of papers published so far under the Research and Policy Series are as follows: Agricultural Price Policy for Ensuring Food Security in India Under the Shadow of Development: Rainfed Agriculture and Droughts in Agricultural Development of India Start-ups Digitising Indian Food System: Innovations, Survival and Investment Climate Change and Risk Management in Indian Agriculture Agricultural Technologies in India: A Review Agricultural Challenges and Policies for the 21st Century Livestock, Agricultural Growth and Poverty Alleviation Groundwater Markets and Agricultural Development: A South Asian Overview Institutions for Agriculture and Rural Development: A Case Study of Water Institutions in India Tank Irrigation in India: Future Management Strategies and Investment Options Sustainable Meat Value Chain and Enhanced Farmers' Income Trends and Behavioural Patterns of Credit-Deposit Ratios of Scheduled Commercial Banks Changing Structure of Rural Livelihood in India 4. Expanding nature and quality of engagement with students NABARD has been engaging with the student community by providing them with the necessary exposure to the rural Indian landscape through our student centric schemes. During FY 2023-24, this engagement was strengthened and carried forward through the following channels: a. NABARD Student Internship Scheme (SIS) – During 2023-24, 36 students from prestigious universities/institutes joined NABARD as interns and conducted studies on themes relevant to NABARD. The interns that we engaged under SIS also served as a continuous feedback mechanism and avenue for obtaining fresh views from the field on our schemes, programmes and policies. b. NABARD Citation for Outstanding Ph.D. Thesis: The scheme has been instituted to provide recognition to outstanding original research done by doctoral degree students. For FY2023, a total of 27 candidates applied under the scheme. After a rigorous two stage selection process 03 candidates from premier agricultural universities have been conferred the ‘NABARD Citation for Outstanding Doctoral Thesis 2023’. c. NABARD’s engagement with IARI: As a part of our exercise to engage with reputed agricultural institutes/universities and expand our student/researcher engagement, NABARD had instituted two prizes at IARI in 2021. For the year 2023, “NABARD Researcher of the Year 2022 & 2023” was conferred upon two agriculture scientists for their outstanding research contributions in the field of "Agricultural Extension". Further, NABARD-Prof. V.L. Chopra Merit Medal was also conferred to the best M.Sc. and Ph.D. students for the year 2023. The prizes were conferred at the hands of the Hon’ble President of India during the 62nd Convocation of IARI held on 09 February 2024 in the presence of Dr. A K Sood, DMD, NABARD and other dignitaries. 79 For Internal Use only 5. Efficient Research and Knowledge Management The strategy plan document of NABARD “Pragati 1.0” under Vision 6 envisages “Efficient Research and Knowledge Management” as one of the strategies for DEAR. In line with the strategy plan and keeping in view organizational research needs, DEAR initiated the Research Plan for the year 2023-24, finalized the contemporary themes/ issues that can be taken up as studies or as paper under Research & Policy series through external entities / subject matter specialists, to provide evidence-based policy inputs to the government, policymakers and other stakeholde₹ The following studies/research themes have been taken up under the Research Plan 2023-24: Research Studies Impact Evaluation Study of Projects completed under LTIF Action Research on Agri-startups Research Papers Digital Agriculture Millets Agri Value Chain Infrastructure Gap Analysis in Fisheries Sector 6. Research inputs to the GOI/RBI (a) At the instance of DFS (GoI), a study of the apple economy and gap in apple storage infrastructure in Jammu and Kashmir & Himachal Pradesh has been conducted. DEAR in coordination with CPD, DSM and the 02 Regional Offices of J&K and Himachal Pradesh has successfully completed the study and submitted the final report to DFS. (b) Impact Evaluation Study of NABARD supported GI Registered Products: The study has emanated as an action point from the review of NABARD by Hon’ble Finance Minister, GoI. DEAR has prepared the terms of reference for the study and entrusted to Symbiosis School of Economics (Pune) to conduct the study. (c) Policy Briefs: NAB Policy Brief, is a new initiative, highlighting major findings and policy recommendations in a short and crisp form, based on research work carried out by NABARD. So far under the NAB Policy Brief, the department has brought out six issues on the following topics: i. Trends and Behavioural Patterns of Credit-Deposit Ratios of Scheduled Commercial Banks in India ii. Sustainable Meat Value Chain and Enhanced Farmers’ Income iii. Startups Digitising Indian Food System Innovations, Survival and Investment iv. Rainfed Agriculture and Droughts in Agricultural Development in India v. Climate Change and Risk Management in Indian Agriculture vi. Trends and Behavioural Patterns of Credit-Deposit Ratios of Scheduled Commercial Banks in India The Policy Brief series provides critical policy inputs and is being shared with relevant ministries of the GoI for internalisation. 80
