Action to Take When a Person or Body is Found and Identification is Not Established](#Section7) [Pages 8-9](#Section7) [Section 7](#Section7) [ ] [8.] [Procedure Ιn Respect of Wanted Persons](#Section8) [Pages 9](#Section8) [Section 8](#Section8) [ ] **1.** []{#Introduction.anchor}**Introduction** 1.1 This order is to provide guidance and instructions to Sovereign Base Areas Police in respect of their duties concerning persons reported missing, bodies found, or of wanted persons, within the jurisdiction of the **SBAs.** **2.**[]{#Section2.anchor} **Missing Persons** 2.1 There are two categories of missing persons, those classified as vulnerable i.e. at risk, and those classified as non-vulnerable, (not believed to be in danger). **3.** []{#Section3.anchor}**Initial Actions Required on Report of a Missing Person** **3.1** When a report of a missing person is received the Police Officer receiving the report should ensure that he/she completes SBAP Missing Persons Form with as much detail as is possible 3.2 The Duty Officer once in possession of the SBAP Missing Person Form, will carry out the following actions: - **4.**[]{#Section4.anchor} **Initial Actions to be Considered (Βy CID)** **4.1 Investigation -** The Duty Officer will ensure that an investigation is commenced immediately. **Every** action taken, all incoming information, enquiries, newspaper articles, statements etc, will be recorded in a "Missing Person - Investigation File." Circumstances requiring special or urgent attention will be dictated according to whether the missing person is classed as vulnerable or not. The Duty Officer **must** ensure that appropriate immediate action is taken consistent with the circumstances surrounding each case. 4.2 **Statements -** Urgent enquiries are to be made at the place the missing person was last seen and statements obtained from any person who can provide relevant information. Attention to be paid to the following factors: i. ii. iii. iv. v. vi. vii. viii. ix. x. xi. xii. xiii. xiv. xv. **4.3 Search -** If deemed necessary, after consultation with the Supervisory Officers a search will be made. This will always include the address from which the person is missing, in case they are hidden or trapped. 4.4 **Enquiries** - to be made will include contact with the following persons or agencies: i. ii. iii. iv. v. vi. vii. viii. ix. x. **4.5 Diary of Action -** Α chronological sequence of events will be recorded in a Diary of Action and retained in the investigation file. This will include **every** action taken, the time the action was made, the result of the action, (including negative actions) and who made the action. This will be reviewed and signed on a daily basis by the Detective Sergeant. **4.6 Photographs -** If possible one or more recent photographs of the person will be obtained at the outset of the enquiry. Photographs are to be kept until the conclusion of the enquiry, when they are to be returned to the owner without delay. 4.7 OIU Enquiry - All relevant details to be forwarded to the Divisional OIU Analyst who will: i. ii. iii. iv. 4.8 Publicity/Media release - Consideration will be given to the circulation of the missing person report to the appropriate agencies, i.e. Cypol, Interpol. The decision regarding this will be influenced by the vulnerability of the missing person and will be made by the on-call Divisional Duty Officer of the Division conducting the investigation. A media release to be published in local Media in liaison with CYPOL/Media OPS on approval of the Divisional Duty Officer. The reporting relative/next of kin or other person will be asked to sign as to whether publicity can be given, should it be thought necessary. 4.9 Risk Assessment - A risk assessment to be carried out by the Duty Officer taking into account all available information **4.10 Clothing -** Any clothing left at the place the missing person was last seen is to be searched in the presence of another person/Police Officer and items found listed clearly and treated as exhibits. Αll items, including clothing, are to be treated as possible evidence and bagged in accordance with forensic instructions. **4.11 Money/cheque books etc -** Enquiries are to be made to establish whether the missing person was in the possession of any money/cheque book/credit/debit cards/travel documents etc or could obtain the same if required. Officers should enquire as to whether any unusual money withdrawals have been recently made. **4.12 Passports/ID -** Officers should ascertain if the person was in possession of their passport/ID when reported missing. They should obtain details of family and friends, including those who are resident in other countries. **4.13 Information to the Policing Teams -** Αll officers are to be updated about the missing person. If photographs are available these are to be shown at briefings, as Officers are to be urged to look out for further information which may assist the enquiry. **4.14 Liaison Officer -** It is important to keep the next of kin of family informed of the action being taken by the Police. Consideration should be given to the need to appoint a Family Liaison Officer; someone who will maintain regular contact with the family. This will depend on the nature of the case. 4.15 If Cases Where Missing Person is Immigrant/Asylum Seeker - If the missing person is an immigrant/foreign national, the following enquiries to be carried out. i. ii. iii. iv. 4.16 In cases where Missing person is Child - In case the missing person is a minor, a letter to be sent to the non-government services such as 'SPAVO' and 'Hope for Children' of the details and photograph of the missing person as to activate the service 'Child Alert'. **5.** []{#Section5.anchor}**Role of Cid** **5.1 If, all enquiries as listed above are exhausted and the person is not found, the CID will be forwarded with all necessary details and will take ownership and continue the enquiry (unless circumstances indicate that a possible Crime may have been committed i.e abduction, murder etc... where the CID will take over from the beginning). Statements to be taken from all witnesses as necessary. Liaison with CYPOL to be considered. All necessary details to be forwarded to CYPOL as there is a strong likelihood for the missing person to have entered the ROC.** **6.**[]{#Section6.anchor} **Action tο Take When Missing Person Is Found** 6.1 When a missing person is found or their whereabouts traced, the Officer in Charge of the investigation will ensure that all closing entries are made on the computer, Diary of Action, and "Missing Person - Investigation File." Part 3 of the SBAP "Missing Persons Form" is to be completed, and any circulation made, including press circulation, in respect of the missing person must be cancelled immediately and the reason for cancellation given. 6.2 Depending on the circumstances consider medical examination etc. 6.3 Αll Police personnel and other agencies aware of, or involved in, the search for the missing person should be informed of the person's return or whereabouts without delay. 6.4 Any property/photographs belonging to the person should be returned without delay. 6.5 SBAP Missing Person Register to be completed~~.~~ **7.** []{#Section7.anchor}**Action Το Τake When a Person or Body Is Found and Identification is Not Established -** ACTION MUST BE TAKEN AS PER SO OP 30 7.1 Property accompanying any body or found in the vicinity of the body following α search of the area, should be listed and exhibited. Care should be taken to pack clothes and other property in accordance with forensic instructions, so as to preserve any evidential material. 7.2 Persons, including children, found by the police in circumstances suggesting that they are lost, will (unless they can be reunited with their relatives within a short period) be placed in the care of a suitable person or institution and their description circulated, as the circumstances require. If such a person has not been identified and reunited with relatives on the day found, a full description with photograph, will be forwarded to Media OPS for media release. 7.4 As with missing persons, details of the found person or body, including the completed form, will be brought to the attention of the on-call Divisional Duty Officer without delay. An investigation will commence immediately, and every action taken, including all incoming information, enquiries, newspaper articles etc, will be recorded and placed in the "Missing Person-Investigation File." 7.5 A chronological sequence of events will be recorded in a Diary of Action and retained in the file. 7.6 When a body remains unidentified, consideration will be given by the on-call Divisional Duty Officer regarding a possible photographic release. If this is not possible then consideration will be given regarding the release of an artistic drawing. 7.7 Once identification is made, procedures in relation to cancellation of any releases, return of property etc, will be followed. **8.** []{#Section8.anchor}**Procedure Ιn Respect of Wanted Persons** 8.1 When a person is sought by the Sovereign Base Areas Police, for reasons other than for unexecuted warrants, whether in connection with a criminal offence, for arrest, or for being a prison escapee, SBAP Missing Persons Form, with as full a description as is possible, together with the investigation file, will be submitted to the Intelligence Manager who will arrange for a Bulletin to be circulated. 8.2 Once the person is no longer sought by the SBA Police, the circulation must be cancelled forthwith, together with an explanation as to why the circulation has been made. (i.e. recaptured, etc).
