INTRODUCTION This written directive will provide procedures to Department members when activating an America’s Missing Broadcast Emergency Response (AMBER) Alert, National Blue Alert Network (Blue Alert), and the Missouri Endangered Silver Advisory Plan (Silver Alert). The AMBER Alert is a cooperative plan between radio/television stations and local law enforcement. This plan is designed to locate abducted children from Kansas City. The Blue Alert provides for a rapid dissemination of information to law enforcement agencies, media, and the public about violent offenders who have killed, seriously injured, or pose an imminent and credible threat to law enforcement. The Missouri State Highway Patrol (MSHP) will activate a Silver Alert to disseminate information about a missing and endangered adult to law enforcement agencies, broadcasters, and the public. It is a voluntary partnership between law enforcement and local broadcasters. II. TABLE OF ANNEXES Annex A AMBER Alert Annex B Blue Alert Annex C Silver Alert Richard C.
