BOCA RATON POLICE SERVICES DEPARTMENT Departmental Standards Directive 34.100 PROMOTION Revised: November 9, 2018 I. PURPOSE: The purpose of this departmental standards directive is to establish guidelines for the promotional process, including responsibility and authority in administering the process, and the procedures used by the Boca Raton Police Services Department. II. POLICY: It is the policy of the Department to provide a fair and impartial promotional system to place the most qualified employees in positions of authority and responsibility. III. PROCEDURE: A. EXEMPT POSITIONS: 11.01 1. The following positions are exempted from the promotional process and are filled by the chief of police by direct appointment: a. Deputy Chief of Police b. Assistant Chief of Police c. Police Captain d. Any civilian supervisory or managerial position 2. Exempt positions can be filled by personnel from within or outside of the Department. B. PROMOTIONAL PROCESS FOR LAW ENFORCEMENT PERSONNEL: 11.01 1. HUMAN RESOURCES RESPONSIBILITIES: a. Procuring promotional process vendors b. Monitoring administration of the written portion of the promotional examination Effective: May 1, 1982 Revised: November 9, 2018 Promotion Directive No. 34.100 Page 1 of 4 c. Monitoring all phases of the promotional process d. Gathering results of all phases of the promotional examination for computation e. Providing numerical weights for each eligibility requirement as agreed upon in the collective bargaining Agreement Between the City of Boca Raton and the Fraternal Order of Police Lodge 35 (CBA) f. Providing the chief of police with an eligibility list indicating candidates ranking by test scores. 2. THE OFFICE OF THE CHIEF OF POLICE RESPONSIBILITIES: a. The Professional Standards Bureau (PSB) commander or his/her designee shall be the Department’s liaison to Human Resources during the promotional process with the authority and responsibility for administering the Department’s role in the promotion process. b. The Department will post a list after the Human Resources Department develops the final list of candidates who have passed the written examination. c. The PSB commander shall maintain promotional materials in a secured office. 3. PROMOTIONAL EXAMINATION NOTICE PROCEDURE: 11.02 a. The Office of the Chief of Police shall be responsible for posting the information for the promotional examination notice following guidelines agreed upon in the CBA. b. Effective: May 1, 1982 Revised: November 9, 2018 The promotional examination notice will give include the following: i. Date, time and place of the written examination ii. Eligibility requirements for taking the examination iii. Application process iv. Exam review v. Closing date vi. Panel interview process vii. Scoring for the promotional eligibility list viii. Study materials Promotion Directive No. 34.100 Page 2 of 4 4. ELIGIBILITY REQUIREMENTS: a. To be eligible to sit for the test for the rank of sergeant or lieutenant, candidates must meet the prerequisites as set forth in the CBA. b. Promotional candidates shall have a right to question decisions regarding their qualifications to participate in the selection process by contacting the Professional Standards Bureau commander. 5. EXAMINATIONS: a. Examinations shall consist of valid job-related exercises designed to examine progress or test individual qualifications or knowledge. b. Examinations shall be designed and administered in a fair and impartial manner. 6. ELIGIBILITY LIST: 11.03 a. Human Resources shall forward an eligibility list to the chief of police after final computations have been completed. b. Final computations for eligibility lists shall be in accordance with the CBA. c. The chief of police may select candidates from the eligibility list as specified in the CBA. d. Procedures for reapplication are based on the eligibility list expiring or being exhausted according to the CBA and the posting of a promotional announcement. 7. PROCESS REVIEW/APPEALS: 11.04 a. Promotional candidates shall have the right to review their respective answers to, and scoring of, written examinations by contacting the Professional Standards Bureau commander, who shall respond to any questions from the examinee. b. Promotional candidates may appeal to have a review of the examination document to ascertain whether the questions were fair or clear, the answers were appropriate, and the scoring elements were properly applied. c. C. Any appeal(s) shall be filed in accordance with the CBA. PROMOTIONAL PROCESS FOR CIVILIAN PERSONNEL: 11.01, 11.02 1. Vacancies for civilian supervisors, managers or directors will be filled by the chief of police either through the promotion of an existing employee or the direct appointment of someone from outside of the Department. Law enforcement personnel promoted to a different position shall serve a probationary period as outlined in the CBA. 2. Whenever a civilian employee, in the classified service, is appointed to a different classification, the probationary period will be consistent with the City’s Personnel Rules and Regulations.
