PURPOSE: To establish department policy to allow employees to attend school during regular duty hours if, in the judgment of the department, such attendance does not interfere with normal operations. 311P.1 School Time Approval for attending school during regular duty hours may be granted for courses needed for promotion to Fire Medic, Driver/Operator, Lieutenant, District Commander and/or Division Chief. The specific courses required for promotion will be given priority and the following conditions must be met before the request for school time is considered: A. School time will not be granted should it cause the Department to drop below minimum staffing levels. 1. Personnel will give their District Commander thirty days notice for a school time request. 2. Personnel shall request a vacation day, holiday floater, or swap request on the day and/or days needed for school leave. If staffing permits, the requested day will be switched to school leave. B. School time is not authorized for classes offered on a flex schedule. C. Written requests for school time should be routed through the chain-of-command to the Division Chief of Training for approval. D. The request should include: 1. Title of the course 2. Location of the course 3. Time away from duty 4. Dates requested 5. Confirmation that the course is not offered on a flex schedule E. If approved, the request will be forwarded to the District Commander for scheduling. F. The District Commander will rotate time off equitably among employees. Requests for classes, courses, or seminars outside the criteria of “needed for promotion” will only be considered on an individual basis. H. State Fire College, National Fire Academy, Federal Emergency Management Institute, and other special training programs may offer courses or seminars that the Department will approve for attendance if they are budgeted. These courses will be reviewed on a case-by-case basis. I. Personnel attending classes out of town may be placed on a forty-hour week schedule if it is in the best interest of the department per the current union contract. J. Personnel planning to attend out of town classes should be cognizant of the following: 1. Plans will be made so a minimum number of duty days are affected. 2. See City Policy 3802.1 Tuition Reimbursement for tuition refund information. 3. Tuition refunds will be prorated for “on-duty” classes. 311P.2 School Time (uniformed/civilian personnel assigned to 40-hour work week) Approval for attendance to school and/or training courses for 40-hour employees are subject to the Deputy Chief’s approval.
