Implementation Strategy Agendas Strengthening the Strategy Strategic Approach Implementing the Strategy Action Plan CHAPTER 3: ROYAL MALAYSIA POLICE (RMP) INTEGRITY PLAN Fostering Integrity National Key Results Area (NKRA) introduced by the Malaysian Government at the time, RMP is involved in the 2nd NKRA which is to fight against corruption. RMP together with four (4) other major enforcement agencies in Malaysia namely: ▪ Malaysian Anti-Corruption Commission (MACC) ▪ Royal Malaysian Customs ▪ Road Transport Department (JPJ) ▪ Immigration Department For ensuring the negative perception of the people against the corruption of the enforcement agencies. CHAPTER 3: ROYAL MALAYSIA POLICE (RMP) INTEGRITY PLAN Royal Malaysia Police introduced the PDRM Integrity Plan 2016-2020 as well as to sign a memorandum of understanding with the Malaysian Anti-Corruption Commission (MACC) and the Malaysia Institute of Integrity speaks well of the police's intention and aims to bring about a professional force with integrity. Integrity, ethics and professionalism are fundamental in the police force to ensure effective policing and to build public confidence in the police. Teamwork CHAPTER 3: ROYAL MALAYSIA POLICE (RMP) INTEGRITY PLAN 1. Effective Communication Communication processes involve individuals and their interactions with messages, noises and feedbacks. Communication can be verbal and non-verbal that both parties can understand. Good communication results in sharing of thoughts and may change the attitude and attitude of the listener. 2. Interpersonal Relationships How one person interacts and communicates with another. It takes skills to build good relationships. Interpersonal relationships are very important in determining comfort and happiness. It is also important to facilitate the work process and enhance harmony in the workplace. Critical thinking is the key to open-mindedness, the willingness to accept the views and opinions of other individuals. Critical thinking allows individuals to think and act rationally under any circumstances. 4. Physical and Mental Fitness Physical fitness refers to an individual’s condition free from pain, physical disabilities, chronic diseases. Mental fitness is a situation where an individual can handle stress, be productive and contributes to society. Physical and mental fitness need to be emphasized because they are related to each other. Good health can produce a productive and competitive senior police officer while positively impacting the organization, society and country. CHAPTER 3: ROYAL MALAYSIA POLICE (RMP) INTEGRITY PLAN 5. Trust Senior and lower-level officials must provide professional support to the team. The exercise of professional responsibility is one factor that determines the quality of work and enhances public confidence. Therefore, trust is one of the most important qualities of a successful police officer. 6. Integrity Integrity is a trait in which an individual needs to follow instructions and perform quality work. Integrity is a fundamental trait needed for police work. This enables the public to place their trust and confidence in their law enforcement officers. Talent Enhancement To produce a great organization, senior officers and low-level police officers with the ability and great security are needed. High creativity and innovation are needed to provide the best service. Therefore, improving knowledge and ability to perform tasks in line with current needs is very important. 8. Teamwork Teamwork can increase productivity. Team members can learn from each other for their own good. This is one factor that shows that team spirit is important for producing quality police officers. CHAPTER 3: ROYAL MALAYSIA POLICE (RMP) INTEGRITY PLAN Public Confidence The orientation of employees should be on the right track ✔ as a prerequisite for a successful work culture that is to be committed, ✔ to have quality awareness, ✔ to be willing to change and ✔ to be timeless. Commitment from all levels of employees to enhance organizational excellence is required. ✔ The work to be done must be done with the utmost care of the organization by ignoring all other interests, in particular personal interests. CHAPTER 3: ROYAL MALAYSIA POLICE (RMP) INTEGRITY PLAN An organization creates a mindset of excellence that keeps employees more committed to the department's main goals. ✔ Always encourage employees to appreciate and ✔ practice management practices that enhance organizational excellence. Implementation Strategy Assessment The first step is to make an accurate assessment of the corruption risks within the defense sector, and the political, social, economic and legal environment in which the sector operates. An assessment is a comprehensive analysis that identifies strengths and weaknesses in the integrity system. Questions to ask include whether national legislation is sufficient and effective. What is the public’s perception of the government’s willingness to fight corruption? How well do public officials (military or civilian) understand the relevant rules and regulations, and do they have the necessary tools to adhere to these rules? Strategy The results of the assessment will then be used as a basis to draft a strategy. The strategy articulates the overall goal for counter-corruption work in the defense sector. The strategy should be synchronized with other existing strategies in other ministries and organizations. Planning In the planning phase: Select the approach set priorities establish a steering group and working structure allocate resources and responsibilities set timelines consult with civil society organizations. Drafting After completing the planning phase, it is time to start drafting the Integrity Action Plan. The plan describes in detail how to reach the strategic goals, including who does what, what resources are required and the timeline. Implementation Set various reforms and activities specified in the Integrity Action Plan in motion. The timeframe for this phase will depend on the complexity of the Integrity Action Plan, but usually last from 6 months to 3–4 years. Evaluation The monitoring of activities and evaluation of results are essential to find out whether the plan has succeeded, and the goals have been reached. A systematic evaluation allows us to assess the degree of success and impact of the reforms and actions on the target groups.
