It was named after the 'balacat' tree, a fourth-class timber. 'Mabalacat' means full of 'balacat.' Then a settlement of a Negrito tribe headed by a chieftain name Caragan, the area was a virtual forest of 'balacat' trees. Mabalacat City College, having the stature of being the local city college of the Local Government of Mabalacat City, is standing on its moral obligation of identifying, recognizing its significance, and protecting these endangered Balakat trees. Then a settlement of a Negrito tribe headed by a chieftain name Caragan, the area was a virtual forest of balacat trees. Before 1712, Mabalacat was a barrio (barangay) of Bambang, now Bamban Tarlac. There is no official record on the foundation of this town, but according to stories handed down orally from generation to generation, the first settlers were purely Negritos led by Caragan. Caragan married Laureana Tolentino and adopted her family name. Laureana Tolentino was the first cabeza de barangay of Mabalacat, a title now equivalents to barangay captain. Eventually, the Negritos were finally driven back to the nearby mountains and hills by the lowlanders who frequented the place to hunt wild animals and fowls. Mabalacat is a 1st Class Municipality with an annual income of P351, 280,123.18 as of 2008 and a projected income of P400M for the year 2010. The town is classified as Urban Municipality in the 1st District of Pampanga, Region III (Central Luzon). In 1936, President Manuel L. Quezon put-up Camp del Pilar, the first training cadre in Dau Checkpoint at Fort Stotsenberg which is later known as Clark Air Base. According to old residents, from liberation to 1949 all judicial cases of Clark Air Base were referred to and heard at the Justice of the Peace Court of Mabalacat. Marriages solemnized by the Municipal Trial Court of Clark Air Base are still recorded in the Municipal Civil Registrar’s Office of Mabalacat which is a proof that the former American base is within the territorial jurisdiction of this 1st class town. And so, with the enactment of R.A. 7227 as amended by R.A. 9400, locators at the zone are filing their special taxes equivalent to 2% from their gross income earned to the treasurer of Mabalacat.
