# Government of Assam ## Medical Education & Research Department ### Orders by the Governor #### **Notification** Dated Dispur the 30th September, 2022 No.HLB.170/2007/Vol-II/425: The Governor of Assam is hereby pleased to make the following rules, further to amend the Medical Colleges and Dental Colleges of Assam, (Regulations of Admission into 1st year MBBS/BDS Courses) Rules, 2017 hereinafter referred to as the principal Rules, in the following manner, namely:- ### Short title and commencement 1. (1) These rules may be called the Medical Colleges and Dental Colleges of Assam, (Regulations of Admission into 1st year MBBS/BDS Courses) (Amendment) Rules, 2022. (2) They shall come into force on the date of their publication in the Official Gazette and shall be applicable from the academic session 2022 to regulate the admission of students into the MBBS/BDS courses in the Medical Colleges and Dental Colleges of Assam, respectively. ### Substitution of Schedule III 2. Certificate Annexure-V at in Application Form at Schedule-I. | | | | (e) Children of Tea Garden/ Ex-Tea Garden Communities/ Tribes of (TGL/Ex-TGL) [included within OBC/MOBC Quota seats] | 27 (Twenty seven) seats out of seats reserved for Non (Brahmaputra valley-20 seats Barak Valley-7 seat) | 3 (three) seats (included within OBC/MOBC Quota seats) | 1. The original Certificate of OBC mentioning the specific TGL community and specifying Non Creamy Layer Status issued by the concerned Deputy Commissioner (DC). 2. Jolha Community candidates shall be eligible subject to production of adequate proof like legacy data or Provident Fund Account Number (PF Number) of the Tea Garden or Old Voter List of the family indicating the residency of the tea garden. 3. Certificate Annexure-VI at in Application Form at Schedule-I. | | | | (f) Moran Community [included within OBC/MOBC Non creamy Layer (NCL) Quota seats] | 5 (Five) seats out of seats reserved for OBC/MOBC | Nil | 1. The original Certificate of OBC mentioning the community as Moran and specifying Non Creamy Layer status issued by the concerned Deputy Commissioner (DC). 2. Certificate Annexure-III at in Application Form at Schedule-I specifying Non Creamy Layer Status. | | | | (g) Motak Community [included within OBC/MOBC Non creamy Layer (NCL) Quota seats] | 5 (Five) seats out of seats reserved for OBC/MOBC | Nil | 1. Certificate Annexure-III at in Application Form at Schedule-I specifying Non Creamy Layer Status. | | | | (h) Tai Ahom Community [included within OBC/MOBC Non creamy Layer (NCL) Quota seats] | 7 (Seven) seats out of seats reserved for OBC/MOBC | Nil | 1. The original Certificate of OBC mentioning the community as Tai Ahom and specifying Non Creamy Layer status issued by the concerned Deputy Commissioner (DC). 2. Certificate Annexure-III at in Application Form at Schedule-l specifying Non Creamy Layer Status. | | | | (i) Chutia Community [included within OBC/MOBC Non creamy Layer (NCL) Quota seats] | 6 (Six) seats out of seats reserved for OBC/MOBC | Nil | 1. The original Certificate of OBC mentioning the community as Chutia and specifying Non Creamy Layer status issued by the concerned Deputy Commissioner (DC). 2. Certificate Annexure-III at in Application Form at Schedule-l specifying Non Creamy Layer Status. | | | | (j) Koch Rajbangshi Community [included within OBC/MOBC Non creamy Layer (NCL) Quota seats] | 10 (Ten) seats out of seats reserved for OBC/MOBC | Nil | 1. The original Certificate of OBC mentioning the community as Koch Rajbangshi and specifying Non Creamy Layer status issued by the concerned Deputy Commissioner (DC). 2. Certificate Annexure-III at in Application Form at Schedule-l specifying Non Creamy Layer Status. | | | | (k) Sons/ Daughters of Socially Economically and Educationally Backward Classes ordinarily residing in areas covered by Assam State Char Areas Development Authority | 4 (Four) seats (If the candidate belongs to reserved categories viz. ST, SC, OBC/MOBC, EWS or General category, he/she shall be adjusted against the category to which he/she belongs. In case the non-availability of suitable candidates, the seat will be opened as Unreserved Category.) | Nil | Certificates at Annexure-VII in Application Form at Schedule-I. | | | | (l) Reservation for Ex Servicemen and Serving Defence Personnel hailing from Medical Colleges | 9 (nine) seats {1 (one) in each of the 9 Medical Colleges} | 3 (Three Seats {1 (one) in each of the 3 Dental Colleges } | The selection of the candidates shall be as per the norms of the Ministry of Defence, Government of India No.6(1)/2017/D (Res-II) vide dated 21/05/2018, and as amended from time to time. | | | | (m) Sons/ Daughters/ Brothers/ Sisters/ Grandsons/ Granddaughters of Freedom Fighters of the State (FF) | 2 (Two) seats (If the candidate belongs to reserved categories viz. ST, SC, OBC/MOBC, EWS or General category, he/she shall be adjusted against the category to which he/she belongs. In case the non-availability of suitable candidates, the seat will be opened as Unreserved Category.) | Nil | Certificate from Principal Private Secretary to the Chief Minister of Assam or from the Home Department, Government of Assam issued by any officer not below the rank of Joint Secretary/ Deputy Secretary of concerned Department and Certificate from Deputy Commissioner (DC) regarding direct relationship of the candidate with the Freedom Fighter. | | | | (n) Sons/ Daughters/ Brothers / Sisters of persons killed in Extremist Violence in Assam. The benefit of this Quota shall be given only for one time to a family member of the person killed in Extremist Violence in any one of the MBBS/BDS courses | 2 (Two) seats (If the candidate belongs to reserved categories viz. ST, SC, OBC/MOBC, EWS or General category, he/she shall be adjusted against the category to which he/she belongs. In case the non-availability of suitable candidates, the seat will be opened as Unreserved Category.) | Nil | The original documents as well as certificate at Annexure-IX in Application Form at Schedule-I of these rules and court Affidavit declaring that no benefit has been taken previously under this quota by the family member of the person killed in Extremist Violence must be submitted if a candidate is called for counseling. | | | | (o) Sons/ Daughters/ Brothers / Sisters of martyrs of Assam Movement | 2 (Two) seats (If the candidate belongs to reserved categories viz. ST, SC, OBC/MOBC, EWS or General category, he/she shall be adjusted against the category to which he/she belongs. In case the non-availability of suitable candidates, the seat will be opened as Unreserved Category.) | Nil | Certificate at Annexure-X in Application Form at Schedule-I. | | | | (p) Sports Quota | 1 (One) seat (If the candidate belongs to reserved categories viz. ST, SC, OBC/MOBC, EWS or General category, he/she shall be adjusted against the category to which he/she belongs. In case the non-availability of suitable candidates, the seat will be opened as Unreserved Category.) | Nil | The applicant against reserved sports quota must qualify in the Medical Entrance examination of the particular year (NEET-UG)) and represent his/her state in National games/ Asian games or Olympic games. The merit will be decided in order of Medals in the following order of preferences: (Subject to modification):- 1. Medal winner of Olympic Games/World Championship. 2. Participant in Olympic Games/World Championships. 3. Medal winner of Commonwealth Games/Asian Games /Asian Championships. 4. Participant in Commonwealth games/Asian Games /Asian Championships. 5. Medal winner of SAF Games/National Games / National Championships (Olympic recognized disciplines)/National Cricket Tournament organized by BCCI. 6. Participant in SAF Games/National Games /National Championships (Olympic recognized disciplines)/National Cricket Tournament organized by BCCI. 7. Medal winner of National School Games organized by SGFI/All India Rural Sports/Women's Sports Festival/North East Games/National Inter School Tournament organized by SAI NSNIS, Patiala under the Ministry of Youth Affairs and Sports, Government of India. 8. Medal winner of State Games/State Championships/ Tournament organized by Assam Olympic Association/ State Sports Association/ Directorate of Sports & Youth Welfare, Assam. In respect of seats in MBBS course in Sports quota if there is tie, ie. prizes are equal (Gold/Silver/Bronze or preferences as above) or no prizes then merit will be decided by taking marks of the Admission Test, even, if there is a Tally PCB marks of qualifying examination will be taken to decide the merit of the candidates. NB: In addition to the above-mentioned criteria the candidate must receive a Medal at least at State level during preceding three years of appearing in the Entrance examination for admission into MBBS courses. | | | | (q) Persons with benchmark disabilities (Divyang) | 5% seats (Provided that the 5% reservation for Divyang category in MBBS Course | 5% seats (Provided that the 5% reservation for Divyang category in BDS Course | As per extant guidelines regarding admission of students with "Specified Disabilities", under the Rights of persons with Disability Act, 2016, as per the Medical Council of India (MCI) notification No. MCI-34(41)/2018-Med./170045 dated 4th February, 2019. | | 5.2 | Economically Weaker Sections (EWSs) | 10% of total State Quota seats | 10% of total State Quota seats | Certificate from concerned Circle Officer or Circle Officer (Attached) as per Office Memorandum No. ABP 07/2019/4 dated 10th April 2019 issued by Personnel Department, Government of Assam." EWS category candidates who failed to opt for or didn't produce EWS Certificate at the time of application shall be allowed to submit claim at any time till the 1stround of Counseling."
