MODULE 4 OVERVIEW OF HEALTH INFORMATICS MLS 1103 | Health Information System for Medical Laboratory Science College of Medical Laboratory Science | Central Philippine University LEARNING OUTCOMES At the end of this module, the learner should have been be able to: 1. define health information technology REFERENCE 2. discuss health care software systems Health Information System for and health information ecosystem Medical Laboratory Science 3. explain the advantages and Lesson 4 disadvantages of health informatics in the cloud Overview of Health Informatics pp. 43 – 47 4. describe the status of health informatics in the Philippines Health Information System ´Information: the primary product of clinical laboratory. ´Medicine is an information intensive activity. the generation of huge amount of data can become perplexing to process and analyze. Health Information Technology The area of IT involving the design, development, creation, use, and maintenance of information systems for the healthcare industry. (Rouse, 2016) Expected to: Improve medical care lower costs increase efficiency reduce error improve patient satisfaction Health Information Technology Often involves electronic transactions of health information. Connect different users and stakeholders in the e-health market Systems: electronic health records, decision support systems, and personal health records are promising and are becoming widely deployed worldwide. Health informatics is the application of both technology and systems in a healthcare setting. Types of Health Information Technology Picture archiving and Electronic Health Record communication systems (HER) (PACS) and vendor neutral archives (VNAs) Electronic Health Record (EHR) Also known as electronic medical record Central component of the health IT infrastructure A person's official, digital health record and is shared among multiple healthcare providers and agencies Electronic Health Record (EHR) Other key elements of the health IT infrastructure 1. Personal Health Record (PHR) – a person's self-maintained health record 2. Health information exchange (HIE) – a health data clearinghouse or a group of healthcare organizations that enter into an interoperability pact and agree to share data HITECH Act 2009 - introduced the HER meaningful use program Healthcare Software Systems q Picture archiving and communication systems (PACS) q Vendor neutral archives (VNAs) - Two widely used types of health IT - Store and manage patients' medical images a. Radiology b. Cardiology c. Neurology Vendor neutral archives (VNAs) ´ Way to merge imaging data stored in separate departments’ image banks in multi-facility healthcare system Health Information Ecosystem Also known as health interoperability ecosystem A composition of individuals, systems, and processes that share, exchange, and access all forms of health information, including discrete, narrative, and multimedia (HIMSS, 2017). provides an information infrastructure that uses technical standards, policies and protocols to enable seamless and secure capture, discovery, exchange and utilization of health information. DISADVANTAGE: Potential Risks to Personal Information The strength of cloud technology is also the very same characteristic that makes it vulnerable to data breaches. Maybe subjected to theft or other violations of privacy and confidentiality Health Informatics in the Cloud ADVANTAGE: Better Management of Data The accumulation of electronic health records will allow more meaningful data mining that can better assess the health of the general public. DISADVANTAGE: Cloud Set-up Seems Cumbersome The transition from a traditional to an automated system might be difficult to some members of healthcare organizations, particularly for smaller or older practices that may not be familiar with cloud technology. Health Informatics in the Cloud ´Advantage: Error Reduction most important potential benefit of computerized information processing is improvement and accuracy. 70% of clinician’s decisions are based on laboratory results. Automated system can eliminate transcription, calculation, and transmission errors. ´Disadvantage: Cost Justification On-going maintenance of such system is costly. Not all commercially available laboratory information systems improved productivity. Some require staff time than the manual system they replace. Health Informatics in the Philippines Health informatics had been loosely practiced in the Philippines as early as the 1980s. - machines were already using word processors. CHITS ´ Community Health Information Tracking System An electronic medical record (EMR) developed through the collaboration of the Information and Communication Technology community and health workers, primarily designed for use in Philippine health centers in disadvantaged areas The implementation of CHITS has resulted to heightened efficiency among health workers, since more time can be spent on providing patient care. Community Health Information Tracking System Nation still suffers from various issues that hamper the progress of Health informatics due to the following; Ø Lack of human resource interest - Health informatics is seen more as a novelty than as a profession Ø Benefits not apparent to decision-makers in the health sector Ø Large expenditure
