JOB DESCRIPTION ARMED ATTACK/ROBBERY/HOSTAGE SITUATION AT PMR/BMR AUTHORIZED BY : __________________________ SITE MANAGER AUTHORIZED BY: __________________________ CLIENT REPRESENTATIVE DATE: __________________________ Job Description: C 91 ARMED ATTACK/ROBBERY/HOSTAGE SITUATION Page 1 of 8 Impala Platinum Refineries Amendment 3 Date Authorized: 1. OBJECTIVE To ensure an efficient and systematic approach to an emergency during an Armed Attack/ Robbery/Hostage situation on any of the two Plants i.e. PMR or BMR. 2. PERSON OBSERVING AN ARMED ATTACK / ROBBERY OR HOSTAGE SITUATION In the event of an Armed Attack / Robbery / Hostage situation the person observing the situation must ensure that he/she: 2.1 Remains calm at all times. 2.2 Immediately activates the relevant panic alarm if possible. 2.3 Phones the PMR Control Room at 3351/3360 or BMR Control Room at 3777/3350 and explain the situation briefly. 2.4 Remains out of sight of the perpetrators. 2.5 Monitors the situation without jeopardising his/her own safety and keep the Control Room informed. 3. THE SECURITY MEMBER DIRECTLY INVOLVED OR AFFECTED BY AN ARMED ATTACK/ROBBERY OR HOSTAGE SITUATION The Security Member involved or affected by the emergency situation must stay calm and ensure that he/she: 3.1 Takes control of the situation and communicate with the perpetrators if possible. 3.2 Attempts to keep all persons calm. 3.3 Gives full co-operation to the attackers as far as possible. 3.4 Involves Impala management before making any decisions if possible. 3.5 Observes as much detail and information regarding the perpetrators and/or situation without being exposed. 3.6 Gives a situation report (Sitrep) to the Control Room/ Management as soon as the perpetrators leave the area/premises. 3.7 Records detail and information observed regarding the perpetrators and/or situation and submits a detailed incident report to Management. 3.8 Refrains from making any statements to the press or any other persons. THE SECURITY MEMBER ON DUTY AT BMR SECURITY CONTROL ROOM RECEIVING THE EMERGENCY CALL The Security member receiving the emergency call must ensure that he/she: 4.1 Remains calm and keeps the person calling as calm as possible. 4.2 Locks the door of the Control Room and remains inside. 4.3 Immediately contacts and briefly informs the Security member on duty at the PGM Upgrade Plant Security Control Room about the situation. 4.4 Records all available information from the caller, as required, on the Emergency Checklist as per Annexure A1. 4.5 Contacts the persons in sequence as per the Emergency Callout List as per Annexure A2, giving a brief description of the emergency situation. 4.6 Submits a detailed incident report to management a.s.a.p. after the event. 4.7 Adhere to all instructions given by the Group Protection Services Manager or his delegate. 4.8 Activates all relevant cameras and VCR’s in the area concerned. 4.9 Refrains from making any statements to the press or any other persons. Refer them to the designated person. 5. FUNCTIONS OF THE SECURITY MEMBER ON DUTY AT THE PGM UPGRADE PLANT SECURITY CONTROL ROOM DURING AN EMERGENCY SITUATION In the event of a report received regarding an Armed Attack/Hostage/Robbery situation the Security Member involved at the PGM Upgrade Plant Security Control Room must ensure that he/she:- 5.1 Secures the PGM Upgrade Plant entrances by disabling the relevant Card Readers. 5.2 Secures the PGM Upgrade Plant Security Control Room door. 5.3 Informs the PGM Upgrade Plant Process Shift Supervisor regarding the emergency and instruct him to secure the PGM Upgrade Plant Vault doors. 5.4 Phones the PMR Security Control Room at extension no. 3351/3360 and BMR Security Control Room at extension no. 3777/3350 and briefly explains the situation 5.5 Adheres to all instructions given by the Group Protection Services Manager or his delegate. Job Description: C 91 ARMED ATTACK/ROBBERY/HOSTAGE SITUATION Page 3 of 8 Impala Platinum Refineries Amendment 3 Date Authorized: 5.6 Instructs another Security member to search all injured persons leaving PGM Upgrade Plant, depending on the degree of the injuries. 5.7 Allows injured persons to be removed from the PGM Upgrade Plant through the Evacuation Escape Route/Airlock. 5.8 Refrains from making any statements to the press or any other persons. Refer them to the designated person. 6. FUNCTIONS OF THE SECURITY MEMBER ON DUTY AT PMR GATEHOUSE DURING AN EMERGENCY SITUATION In the event of a report received regarding an Armed Attack/Hostage/Robbery situation the Security Member at the PMR Gatehouse must ensure that he/she:- 6.1 Activates the Panic Alarm linked to the Control Room and Packing Area as per PS/STD/PMR/005. 6.2 If possible, contacts the BMR Security Control Room at extension no. 3777/3350 and the PMR Control Room at extension no. 3351/3360 and explains the situation briefly. 6.3 Secures the Gatehouse Safety doors at all times. 6.4 Switches the Air Conditioner off to prevent the possible inflow of Toxic Gasses 6.5 Remains out of sight of the perpetrators and not open the door for anybody. 6.6 Attempts to identify the perpetrators and obtain more information pertaining to type of Firearms, number of people, vehicles etc. without being exposed. 6.7 Completes Emergency Checklist as per Annexure A1. 6.8 Refrains from making any statements to the Press or any other persons. Refer them to the designated person. 7. FUNCTIONS OF THE SENIOR SECURITY MEMBER AT PMR CONTROL ROOM DURING AN EMERGENCY SITUATION In the event of receiving a Panic Alarm or a report regarding an Armed Attack, Robbery or Hostage situation the Senior Security Member in the Control Room must ensure that he/she:- 7.1 Remains calm and keep the caller calm 7.2 Secures the Control Room door. 7.3 Secures the PMR entrance, Packing entrance and Control Room entrance by disabling the relevant Card Readers. Job Description: C 91 ARMED ATTACK/ROBBERY/HOSTAGE SITUATION Page 4 of 8 Impala Platinum Refineries Amendment 3 Date Authorized: 7.4 Immediately phones the personnel responsible for the Security of the Vaults (during Vaults working hours) and informs them to secure all Vaults doors immediately. 7.5 Completes the Emergency Checklist as per Annexure A1. 7.6 Contacts the persons in sequence on the Emergency Callout List - Annexure A2 and gives a brief description of the situation to the relevant persons. REFRAIN FROM MAKING UNNECESSARY TELEPHONE CALLS AND MAKE THE TELEPHONE LINES AVAILABLE FOR EMERGENCY AND INCOMING CALLS. 7.7 Refrains from making any statements to the Press or any other persons. Refer them to the designated person. 7.8 Keeps record of all incidents in the Occurrence Book and on the Emergency Checklist as per Annexure A1. 7.9 Adheres to all instructions given by the Group Protection Services Manager or his delegate. 8. RESPONSIBILITIES OF THE CO-ORDINATOR In the event of an Emergency Situation as mentioned above the Group Protection Services Manager or his delegate when receiving the information must ensure that:- 8.1 He determines an Assembly Point and gives clear instructions to the Senior Security Member in the Control Room to call out relevant persons as per the Emergency Callout List - Annexure A2. 8.2 All Vaults, Control Rooms and Card Readers providing access into High- Risk areas are secured. 8.3 The Contract Security Manager and Protection Services Officers are briefed regarding their functions and responsibilities pertaining to the situation. 8.4 He informs the Group Executive Refineries, and Manager BMR or PMR regarding the situation. 8.5 He takes complete control of the situation until a senior official of the South African Police Services arrives at the scene. 8.6 He appoints a Scribe who will be dedicated to record any events during the emergency. 8.7 All Access Control points where possible are secured and manned. Job Description: C 91 ARMED ATTACK/ROBBERY/HOSTAGE SITUATION Page 5 of 8 Impala Platinum Refineries Amendment 3 Date Authorized: 8.8 Only emergency vehicles i.e. Ambulances, SAPS, etc. are allowed into High Risk/Security areas. 8.9 A debriefing session is held with Senior Management and Senior Security personnel to establish any deviations or substandard conditions. 8.10 He communicates with Senior Impala Management regarding issues i.e. Human Resources, Financial Services or Logistics required during the Emergency situation. 8.11 Refrains from making any statements to the press or any other persons. Refer them to the designated person. NOTE: When the Group Protection Services Manager or his delegate is not available the Protection Services Officer on Standby must take over the duties and responsibilities as mentioned above. 9. EMERGENCY SERVICES In an event of an Emergency Situation as mentioned above Senior Security Personnel must ensure that: 9.1 Emergency Services Personnel, members of SAPS etc. are identified before being allowed access into High-Risk areas, without unnecessary delays. 10. SEARCHING OF INJURED PERSONS The Senior Security Member on duty during an Emergency Situation must ensure that:- 10.1 All injured persons, where possible are searched before being removed from the High-Risk areas. 10.2 The person is injured to such an extent that it is impossible for him to be searched, a Security Member must be appointed to escort the person to the Medical Centre/ Hospital. 10.3 On arrival at the Medical Centre/hospital the Security Member must communicate with the Medical personnel to establish whether the person can be searched, without jeopardising the medical treatment. 10.4 All Security Members searching injured persons must wear Surgical gloves.
