Introduction to Logistics me of Presenter LOGISTICS SCOPE OF PRESENTATION Definition of Logistics Logistics and Warfighting Levels of Logistics Functional Areas of Logistics Logistics Organization Basic Logistics Doctrine LOGISTICS REFERENCES AFP Logistics Manual (AFPM 4-00) 2013 Series LOGISTICS OBJECTIVE Enable the students/participants to have an overview and understanding of the Logistics Operations LOGISTICS DEFINITION OF LOGISTICS What is Logistics? “The branch of military science having to do with procuring, maintaining and transporting material, personnel and facilities.’ - The Oxford Dictionary Military logistics operation is concerned with the total sustainment of troops, whether in times of war, conflict, or peacetime. LOGISTICS DEFINITION OF LOGISTICS Logistics as a science: Is founded upon a workable body of facts and principles from which supply deductions and predictions are made. Logistics as an art: Entails gut feeling in determining what works and what does not. The uncertainty of war sets the discharge of logistics functions into an ”artful expression” of experiential judgment LOGISTICS and intuition. LOGISTICS AND WARFIGHTING Warfighting functions is a group of tasks and systems (people, organization, information and processes) united by a common purpose that commanders use to accomplish missions and training objectives. required decisive, shaping and sustaining operations LOGISTICS LOGISTICS AND WARFIGHTING WARFIGHTING FUNCTIONS: Sustainment - is the related tasks and systems that provide support and services to ensure: ₒ Freedom of action; ₒ Extend operational reach; and ₒ Prolong endurance. It is the provision of Logistics, Personnel Services, Financial Management, and Health Services Support necessary to maintain operations until successful mission completion. LOGISTICS FUNCTIONAL AREAS OF LOGISTICS SUPPLY MAINTENANCE TRANSPORTATION BASE AND FACILITIES SERVICES LOGISTICS FUNCTIONAL AREAS OF LOGISTICS I. SUPPLY An essential part of logistics Covers three basic responsibilities that characterize logistics: ₒ Procurement ₒ Inventory Management ₒ Distribution LOGISTICS FUNCTIONAL AREAS OF LOGISTICS Concerns also with storage, maintenance and disposal of items that are no longer need. LOGISTICS FUNCTIONAL AREAS OF LOGISTICS SUPPLY PROCESS REQUIREMEN T DETERMINATI ON PROCUREMEN DISPOSAL T DISTRIBUTION STORAGE LOGISTICS FUNCTIONAL AREAS OF LOGISTICS II. MAINTENANCE Sustaining material, equipment or facility in operational status Restoring to serviceable condition Upgrading/updating functional utility LOGISTICS FUNCTIONAL AREAS OF LOGISTICS ECHELON OF MAINTENANCE Organizational - maintenance performed in unit which the equipment is assigned. First level of maintenance performed directly on equipment at flight line level Preventive LOGISTICS FUNCTIONAL AREAS OF LOGISTICS Field - remove and replace Second level of maintenance primarily testing and repair or replacement of components Corrective Depot Level - maintenance performed by repair facility that specialize in major repair/overhauling of equipment Higher echelon of maintenance Restorative LOGISTICS FUNCTIONAL AREAS OF LOGISTICS III. TRANSPORTATION Includes those services related to the movement of personnel and materiel to meet military requirements and commitment Transport services create a ”place-utility” by moving an item to an area where it is needed most, and “time-utility” by ensuring that an item is delivered at that certain area at a given time. LOGISTICS FUNCTIONAL AREAS OF LOGISTICS IV. BASE AND FACILITIES Essential in the operation of the military base and facilities development which include real estate acquisition, development, improvement, expansion or rehabilitation of facilities and resources of an area or location for the support of forces employed or deployed in accordance with strategic plans Facility and Installation (improvement of bases, health care facilities, runways and other military reservation under LOGISTICS administration of AFP/DND. FUNCTIONAL AREAS OF LOGISTICS V. SERVICES Services provide combat service support to organization units. This includes food service, commissaries, health services and graves registration. Health services include preventive medicine, evacuation, hospitalization, dental support, and prompt supply of medical equipment and materials. LOGISTICS FUNCTIONAL AREAS OF LOGISTICS Food program covers the entire field of subsistence from procurement through consumption. Clothing for military personnel – initial clothing allowance LOGISTICS LEVELS OF LOGISTICS STRATEGIC LEVELS OPERATIONAL TACTICAL LOGISTICS LEVELS OF LOGISTICS STRATEGIC LOGISTICS: The primary link of the national economy with military operations Provides the first step in the flow of military resources Defines the nation’s capability to raise, deploy and sustain operating forces. LOGISTICS LEVELS OF LOGISTICS Weapons and equipment procurement are done through the guidance of both the Department of National Defense and other government agencies LOGISTICS LEVELS OF LOGISTICS OPERATIONAL LOGISTICS: This level ties the tactical requirements and strategics capabilities in order to accomplish operational plans. It encompasses support required to sustain joint or combined campaign and other military services within an area of responsibility. LOGISTICS LEVELS OF LOGISTICS Such operation is established within this level where arrival assembly, reception staging, onward movement and integration of forces are directed. LOGISTICS LEVELS OF LOGISTICS TACTICAL LOGISTICS: The consummation of all the functions of logistics activities required to sustain the operational capability of tactical/operating units. The focus is on the primary warfighting support functions of manning, arming, fueling, fixing, moving, and sustaining soldiers and their equipment.
