National Service Training Program is the meaning of NSTP. ROTC, CWTS and LTS are some of its programs. It aims to promote and integrate values education, transformational leadership, spirit of patriotism and nationalism and sustainable social mobilization for youth development, community building and national security. The National Service Training Program (NSTP) is a program aimed at enhancing civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its three (3) program components. These various components are specially designed to enhance the youth’s active contribution to the general welfare. The National Service Training Program (NSTP) is a curriculum requirement for all college students under Republic Act (RA) No. 9163. The law provides an opportunity for the youth to directly contribute in nation building. HISTORY OF NSTP (Syjuco, J.G. Military Education in the Philippines)* EARLY YEARS* The Spanish Years During the Spanish colonial years, there was a training course, similar to what is presently known as ROTC, at the University of Sto. Tomas. On 27 September 1762, the Spanish authorities were caught unaware by the arrival of British battleships sent from Madras. The Rector and Chancellor of Colegio de Santo Tomas, the Most Reverend Father Domingo Collantes, organized a battalion of 200 Thomasian students, ranging in age from 20–22 years, to fight for the defense of the city. The British artillery succeeded in breaching the city walls, the King of Spain awarded the Thomasian volunteers with the Muy Leal Crest of Loyalty and the institution was awarded the title Regalia. To this day, the University of Santo Tomas still uses Muy Leal as its motto. CONTEMPORARY WRITERS (1912-University of the Philipines) Modern ROTC Begins To most contemporary writers, however, real ROTC in this country did not start until 1912, when military instruction was conducted at the University of the Philippines. MANUEL L. QUEZON, 1935 NATIONAL DEFENSE ACT of 1935 (MANUEL L. QUEZON, 1935) After the implementation of the National Defense Act of 1935, the University of Santo Tomas served the country by providing ROTC training for its students. President Manuel L. Quezon also issued Executive Order no. 207, which made ROTC compulsory in all colleges and universities. NATIONAL DEFENSE ACT of 1935- the purpose of this act was to create an independent Philippine Military, a move interrupted by the outbreak of the Second World War. NSTP started with the passage of Commonwealth Act NO. 1 aka National Defense Act National Defense Act - an act to provide National Defense of the Philippines penalizing certain violations therof appropriating funds therefore and for other purposes. (Under the presidency of Manuel L Quezon). Commonwealth Act NO. 1 requires: College Students, specifically males Finish 2 years of 4 Semesters of Military Training to be reserved cadets of the National defense of the country. ROTC in World War II -1942 Records show that the products of ROTC were called to the colors in 1942 and, during the occupation, proved their worth on the battlefield. Post-War Training Executive Order No.59... made mandatory for all colleges and universities...the inclusion of the ROTC Course in their respective curricula NATIONAL SERVICE LAW August 8, 1980, the Commonwealth Act No. 1 was amended to give existence to PRESIDENTIAL DECREE NO. 1706 or NATIONAL SERVICE LAW. NATIONAL SERVICE LAW mandates compulsory national service to all citizens of the country. Composed of three main component program, namely: Civic Welfare Training Service (CWTS) Law Enforcement Services (LES), and Military Service College students were given an option to choose these components to comply as a requirement of tertiary education.
