Hazardous Materials Training Welcome to SES Hazardous Materials Training The US government, United Nations and the air transportation industry have developed strict shipping regulations and rules for the safe transport of hazardous materials or dangerous goods within the US and abroad. As a UPS® shipper, SES must follow all regulations and rules adopted by UPS®. Each employee of SES who handles and ships items must ensure all regulations and rules are followed for each and every hazardous materials shipment. Remember that SES, and YOU, are responsible for the safety of the packages we ship from our locations. The Various Types of Hazardous Materials at SES Rechargeable Lithium - Ion Aerosol Products Lithium Metal Cells Packed inside Sealed Lead Acid Batteries SLA Lithium Metal Cells Government Fines for Violating 49 CFR - Offering for transportation a hazardous material without shipping papers, packaging markings, labels, placards (where required): $17,500 - $30,000+ - Offering for transportation a hazardous material that is misclassified on the shipping paper, markings, labels, and placards (including improper treatment as a consumer commodity, ORM-D): $8,000 - $20,000 - Offering for transportation a lithium battery, without shipping papers, packaging markings, labels, or placards (when required): For air transport $40,000. UN3480 = Lithium Ion and Lithium Polymer Batteries, Rechargeable Loose UN3481 = Lithium Ion and Lithium Polymer Batteries, Rechargeable Contained in equipment or packed with equipment UN3090 = Lithium Metal Batteries and Lithium Alloy Batteries Loose UN3091 = Lithium Metal Batteries and Lithium Alloy Batteries Contained in equipment or packed with equipment b= Aerosols – All types stocked in every branch. Exception - LSD PSD, PSK1 (Restricted items) r= Restricted Items NOT Shipped from SES Branches. Counter Sales Only. SLA = Sealed Lead Acid Batteries and Absorbent Glass Material Batteries (AGM) Remember …Just one item makes the whole box Hazmat. Shipping Guidelines for Packing Aerosols Individual Cans Small numbers of cans should be either packed in Bubble Wrap, or packed well into a small box that can then be packed into an outer box surrounded with packing materials (Overpack). Can be placed in a box with other items. Case Quantities Cases should always be placed into a larger overpack box. Do not just slap a label on the case carton and ship it. Cases can be added to a box with other items. Ensure there is sufficient packing material to prevent damage to all items in the box. Master Pack Case Master Packs contain six (6) Cases. They can be shipped as they are, or if some Cases have been removed, with other items added. Remember …Protect and pack them well. Ground Shipments only. Don’t exceed 66 pounds per box! Examples of Properly Packed Aerosols and Overpack Overpack Proper Labeling of Aerosol Shipments One each on Black Corner Up opposite sides 1X 2X One square-on-point (Diamond) label and two orientation arrow labels per package. Properly Labeled Box Orientation arrow labels on two opposite vertical sides. Square-on-point label on the same side as at least one orientation arrow label. Note On boxes too small to apply labels to one side, Attach one (1) of each label to opposite sides of the box. Summary of the Shipping of Aerosol Items 1. Aerosols may be combined with other items. Be sure to pack aerosols in a separate inner box within an overpack. 2. Pack the shipment well. Restrict movement of the Aerosol cans within the cartons. 3. Label the package properly. Small Package (Opposite vertical side) (Opposite vertical side) 4. Observe the 66 pound weight limit per box. 5. Use common sense and ask yourself...“What could happen to this package if it should become damaged?” then pack to prevent potential damage. 6. Ground shipments only. Aerosol Items are not allowed to be shipped by any Air Service. No Exceptions! Packaging SLA Batteries for Shipping Heavy Duty Packaging Required. No Peanuts or Airpacks allowed. SLA batteries are very heavy for their size. Damage will occur and the terminals could easily be shorted if movement in the box is allowed. Movement will also damage other items in the box during transport. Use only heavy cardboard, sheets of Styrofoam, and lots of packing paper. The idea is to completely immobilize the batteries within the box. Let common sense guide how you pack SLA batteries. If the box were to roll during shipping and nothing moves inside... Job well done! SLA Terminal Protection This is what happens to a SLA Battery when the terminals are shorted together. This can, and will, start a fire. Most, but not all SLA batteries are shipped with some type of terminal protection. In the absence of the factory caps, you must ensure that the terminals are covered with any non-conductive material. A sheet of Styrofoam, layers of heavy cardboard. Ensure that whatever is used will stay in place. Do not stack SLA batteries on top of one another. It will crush the battery terminals. Examples of Properly Packed SLA Batteries Shipping Guidelines for SLA Batteries SLA batteries are allowed to be shipped via Ground and Air Service. Shipping SLA batteries to meet the regulations is very straight forward. One type of label, applied to at least one side of the carton is all that is required. No quantity limits or weight restrictions apply. One Label Per Box It’s that easy! The Only Hazardous Label/Mark that Can be Reuse Between Different Shippers The Non-spillable Battery label/mark is universal and not unique per shipper. If an SLA battery is in original packaging it may already have Non-spillable Battery markings on the packaging and not require any additional labeling. The label/marking may vary in size, font and color. Only two variants may be used, “Nonspillable Battery” or “Nonspillable”. Only cartons with the Non-spillable Battery label/mark may be reused for shipping. All other non- SES Haz-Mat labels may not be reused for shipping. Proper Packing of Lithium Batteries Safely transporting Lithium Cells and Batteries starts with proper packaging. Like SLA batteries, Lithium Batteries must be packed well to prevent movement. As previously noted, Lithium Batteries are stocked and shipped in three different ways. Contained in the product box with the item, as exampled by the 2GG PIR. Packed with, Installed in the actual device, similar to the DSC WS4945. Packed loose in a box, exactly like the UPG UBCR123A. All three examples have one thing in common. The batteries are protected with packaging. Pack it safely. Label it correctly. Every box, every day. Hazardous Materials Weight Restrictions and Modes of Transportation Before proceeding, determine the total weight of the package and the intended mode of transportation. Match the weight and mode of transportation to one of the four options. Weights groups are divided between yellow and orange. Special Note on Alaska (AK) and Hawaii (HI) Shipments One thing to note, and it’s shown on the Shipping Guide, are the special labeling requirements for Lithium Battery Ground shipments traveling to Alaska and Hawaii. Even though it’s a ground shipment, a portion of the travel can, or will be, made by air. The actual UPS Ground address label should be used like normal, but the box should be labeled as an air shipment instead of a ground shipment. How to Order Additional Haz-Mat Labels and Loose Lithium Boxes For resupplies of Haz-Mat labels and loose lithium boxes fill out the label & box order form on the file server and email attach to the SES Haz- Mat Specialist. Plan ahead, order additional Haz-Mat labels and loose lithium boxes prior to depleting your branch supply. Note, each Haz-Mat label and loose lithium box has a quantity SES limit Intranet per order. Regulation Exceptions, Future SES Integrations Have you ever wondered why your package containing lithium batteries ordered online arrives without Haz-Mat labels/marks? Have you wondered why loose lithium button/coin cells now require labeling at SES? You may also notice SES uses total gross package weight and not net weight of the actual lithium batteries contained within a package when determining labeling application. 49 CFR Ch. 1 173.185 “Hazard Communication. Each package must display the lithium battery mark except when a package contains button cell batteries installed in equipment (including circuit boards), or no more than four lithium cells or two lithium batteries contained in equipment, where there are not more than two packages in the consignment.” In general, SES over labels/marks packages to ensure safety and compliance. Due to technical limitations, SES has not yet integrated these exact exceptions and details. In the future that may change. In the mean time continue to follow the current Haz-Mat chart.
