VI. VII. VIII. PURPOSE POLICY SPECIAL RESPONSE TEAM (SRT) TRUCK POLICE COMMAND TRAILER POLICE MOTORCYCLE POLICE K-9 VEHICLE POLICE ALL TERRAIN VEHICLE (ATV) POLICE MOUNTAIN BIKE I. PURPOSE RESCINDS: None The purpose of this order is to define and provide guidelines for objectives of operation, conditions of use, authorization required, operator qualifications, maintenance of, and equipment required for use in specialized vehicles. II. POLICY It is the policy of the Oviedo Police Department to develop and maintain a safe, effective, efficient, and professional fleet of vehicles. Department personnel authorized to operate a special purpose vehicle or trailer shall be properly licensed, trained, equipped, and proficient in the safe use and care of the vehicle/trailer. Objectives of Operation: The SRT Truck is a specially equipped vehicle utilized to deploy and transport SRT members and equipment. B. Authorization for Use: The SRT Truck may be requested and/or authorized for the following: 1. 2. 3. 4. C. SRT Call-Outs; SRT Training; SRT competitions or demonstrations; and/or Other Oviedo Police Department functions approved by the SRT Commander or designee. Qualifications Required and Positions Authorized to Operate: SRT members and other department members who have successfully completed a department approved orientation training on the SRT truck covering the operating characteristics of the vehicle and its equipment and have been authorized by the SRT Commander or designee may operate the SRT truck. D. E. Instruction, Conditions, and Limitations of Use: 1. The SRT truck shall be primarily utilized by SRT members as needed to perform SRT duties. 2. The SRT truck shall NOT be utilized when known mechanical malfunctions of an unsafe nature exist. 3. The SRT truck shall NOT be utilized to engage in vehicle pursuits. Position Responsible for Maintenance: The SRT Commander or designee shall be responsible for the condition and coordinating the maintenance of the SRT truck. Emergency lights/siren; Front and Rear Strobes; PA System; First Aid Kit; Fire Extinguisher; Flares; Water Cooler; 110-volt alternate power source; “Telestep” Telescoping Ladders; Bolt Cutters; Ballistic Shields; “Breacher Utility Pack” with Vest; Halligan Entry Tool and Thunder Maul; Secured Locking Compartments (for SRT member access only); and Any additional equipment deemed necessary by the SRT Commander. POLICE COMMAND TRAILER A. Objectives of Operation: The Police Command Trailer shall serve multiple purposes, such as a command station for unusual occurrence situations and/or barricaded persons/hostage situations, staging point for missing person searches, special events, etc. B. Authorization for Use: The Police Command Trailer shall primarily be utilized for unusual occurrence situations and special events, but may be also be utilized for other department purposes as necessary. C. Qualifications Required and Positions Authorized to Operate: Department members who have successfully completed a department approved orientation training in the safe operation and use of the trailer and have received authorization by the Training Lieutenant or designee. Page 4 of 8 Instruction, Conditions, and Limitations of Use: The Police Command Trailer may be utilized by department members as needed to perform their duties after receiving approval from the Training Lieutenant or designee. E. Position Responsible for Maintenance: The Training Lieutenant or designee is responsible for the condition and coordinating maintenance of the Police Command Trailer. F. Equipment: The Police Command Trailer is to be equipped with the following: 1. 2. 3. 4. 5. V. Generator; Camera Surveillance System; Lighting System; Fire Extinguisher; and Any additional equipment as deemed necessary by the Training Lieutenant or designee. POLICE MOTORCYCLE A. Objectives of Operation: Police motorcycles shall be utilized for traffic enforcement, escorts, and special events. B. Authorization for Use: The Patrol Lieutenant or designee may authorize motorcycle use for demonstrations, escorts, parades, training, or other approved police department functions. C. Qualifications Required and Positions Authorized to Operate: Only members of the Traffic Unit, or others approved by the Chief of Police or designee, with a Florida Driver’s license motorcycle endorsement and who have successfully completed and maintained their Police Motorcycle Riding Certification and participate in quarterly training at a minimum, may operate department motorcycles. Page 5 of 8 Instruction, Conditions, and Limitations of Use: Motorcycles will not be utilized when known unsafe mechanical malfunctions exist or when inclement weather creates less-than-safe operating conditions. E. Position Responsible for Maintenance: Motorcycle operators are responsible for coordinating the maintenance and repair of their assigned motorcycle with Fleet Maintenance. F. Equipment: The Police Motorcycle is to be equipped with the following at a minimum: 1. 2. 3. VI. Emergency lights/siren; Radar/laser; and First Aid Kit POLICE K-9 VEHICLE A. Objectives of Operation: Department K-9 Vehicles are specially-equipped vehicles utilized to transport K-9 Handlers and their Police K-9. B. Authorization for Use: The Patrol Lieutenant may authorize the use of these vehicles for routine patrol, training, veterinarian visits, demonstrations, or other approved police department functions. A K-9 Officer will be the only officer authorized to utilize the vehicle for these functions. C. Qualifications Required and Positions Authorized to Operate: K-9 Unit members and others authorized by the Patrol Lieutenant or designee are authorized to operate K-9 vehicles. The members must be familiar with the operating characteristics of the vehicle and its equipment. D. Instruction, Conditions, and Limitations of Use: The Police K-9 is considered a patrol vehicle and shall be utilized in the same manner as other patrol vehicles unless a directive specifies otherwise. No arrestees shall be transported in the K-9 vehicle. GO 4-11.0 Special Purpose Vehicles Oviedo Police Department GO 4-11.0 Special Purpose Vehicles E. Page 6 of 8 Position Responsible for Maintenance: Each K-9 Handler is responsible for the condition of the K-9 vehicle and coordinating the maintenance and repair of their assigned vehicle. F. Equipment: The Police K-9 Vehicle is to be equipped with the following at a minimum: 1. 2. 3. 4. 5. 6. 7. VII. Heat alarm; Remote door opening equipment; Safe for maintaining training drugs; Fire extinguisher; First aid kit; Flares and/or electronic lighting devices; and Personal protective equipment. POLICE ALL TERRAIN VEHICLE (ATV) A. Objectives of Operation: ATVs are to be utilized to gain access to remote areas where other vehicles are impractical or for operations or events as outlined below. B. Authorization for Use: With authorization of the Community Patrol Deputy Chief or designee, the department ATV may be utilized for special area patrols, searches, special operations, community events, or when appropriate, to support other law enforcement agencies. C. Qualifications Required and Positions Authorized to Operate: The department ATV may be operated by any sworn department member who has received training on the proper use and operation of ATVs. D. Instruction, Conditions, and Limitations of Use: ATV operators are responsible for operating the ATV safely and for reporting any mechanical problems to their assigned supervisor. The ATV is to be operated with due care for the safety of the operator, passengers, and those nearby whether on or off road. Officers operating the Police ATV shall NOT engage in vehicle pursuits. Page 7 of 8 Position Responsible for Maintenance: The Community Patrol Deputy Chief or designee shall be responsible for coordinating the maintenance and repair of the department Police ATV. F. Equipment: The Police All-Terrain Vehicle is to be equipped with the following at a minimum: 1. 2. VIII. First Aid Kit; and Fire Extinguisher POLICE MOUNTAIN BIKE A. Objectives of Operation: Police mountain bikes are to be utilized as an alternative method to move around the city to combat crime, special events, and/or promote the department mission. B. Authorization for Use: The use of the Police Mountain Bike must be authorized by the member’s immediate supervisor. C. Qualifications Required and Positions Authorized to Operate: Sworn members who have successfully completed a department approved training course and are familiar with the bike’s operating characteristics may utilize a Police Mountain Bike. D. Instruction, Conditions, and Limitations of Use: Members utilizing a Police Mountain Bike must maintain a level of physical fitness sufficient to perform the essential functions of the position. Police Mountain Bikes will not be utilized when a known mechanical malfunction exists or when inclement weather creates less-than-safe operating conditions. Police Mountain Bikes shall conform to all state statutes regulating bicycle operation and will not be operated in an unsafe manner.
