Introduction AIC floated Tender No. FRM/2023/25.05.2023 to empanel reputed and experienced agencies/firms/companies (hereafter referred as Agencies) to execute and deliver various Field Risk Management (FRM) Services. Now, AIC intends to invite financial bids from empaneled agencies to provide the FRM services according to the scope of work. The following is the list of empaneled Agencies. 1. Concourse Consultancy Services Pvt. Ltd. 2. Global Ark Consultancy services Pvt. Ltd 3. Greenthink Ventures Pvt. Ltd. 4. Indian Agribusiness Systems Limited 5. Krishi Care and Management Services Private Limited 6. LeadsConnect Services Pvt. Ltd 7. National Commodities Management Services Limited 8. Niruthi Climate and Eco Systems Pvt. Ltd. 9. Semantic Technologies and Agritech Services Private Limited 10. Skymet Weather Services Private Limited 11. Saptrishi Consultancy Services Limited 12. S&S Insurance Surveyors and Loss Assessors Private Limited (only for ILA) NOTE: It is mandatory for all the empanelled agencies to submit financial bids within the ceiling limit as mentioned in the Tender No. FRM/2023/25.05.2023. Submission of bids beyond the prescribed limits shall amount to incomplete or partial bids and thus liable to be rejected. 2. Scope of Work: The scope of work shall comprise the Field Risk Management activities envisaged under PMFBY and subsequent changes thereto. The detailed scope of work shall include the following: 2.1. Mapping & Validation of offline hardcopy Crop Loss Intimations with Policy Records and data entry in the prescribed Template. 2.2. Insured Crop Verification 2.3. Insured Record Verification 2.4. Crop Health Monitoring 2.5. Individual Loss Assessment for Localized Calamities & Post-Harvest 2.6. CCE Co-Observation 2.7. Surveys for Mid-Season Adversity & Prevented/failed Sowing Survey The successful bidder shall work as per scope of work of this tender. Any work / act outside the scope of work not authorized by AIC shall be sole responsibility of the bidder and AIC neither assumes responsibility for the same nor such act will bind AIC in any manner whatsoever. All the terms & conditions mentioned in the FRM Tender no. FRM/2023/25.05.2023 will be applicable. For all the allotted work, successful bidder shall complete the assigned work and submit Hard copy of Forms, reports along with all other documents with proper indexing within 10 days of completion of work or as mentioned in scope of work whichever is earlier. The timeline may be extended in exceptional cases such as manifold increase in quantum of work, usage of app, and submission of documents at the discretion of AIC provided that the agencies submit the proof of hardships faced by them recorded in writing while completing the assigned activities. AIC will process any payment after and subject to checking of entire data or on the basis of sample checks. Further, the payment shall be made if the work is completed as per the deliverable timelines as mentioned in this document. Page 3 of 14 AGRICULTURE INSURANCE COMPANY OF INDIA LIMITED Regd. Office: Plate B&C, 5th Floor, Block 1, East Kidwai Nagar, New Delhi-110023 The successful bidder shall clarify/rectify all the queries or information asked by AIC offices for reports/documents submitted by them within 5 working days of receiving such communication; failure to doing so within specified time the report submitted by bidder shall be considered as final and decision of AIC shall be final and binding on the bidder. The successful bidder shall use AIC authorized mobile app which may be AIC’s app / successful bidder's own app and/or Govt. App to conduct all the Field Risk Management Services as specified in the work order/Tender. In case AIC authorizes successful bidder's own app, the successful bidder should provide access to AIC in a dedicated Portal/pages showing country-wise, State/UT-wise, District-wise, Sub District/Taluk wise, GP/Village wise (In drill down mode as per the user access right, as applicable) and provide summary, statistics (including task management data), dashboard and reports pertaining to the Field Risk Management activities, at each of these levels as per the formats and structures provided by AIC. Successful bidder will provide dashboard to AIC with real time data, report generation & photos/videos download (with GPS & Meta data). Successful bidder shall also submit Hard disk of Photos/Videos including complete META Data & GPS details (Latitude, Longitude, Date & Time) with proper folders/sub-folders such as District > tehsil > Village wise within 10 days of completion of work. All the video and still photographs should be digitally dated & time stamped and location & geo tagged. Reference number should be drawn to link the video and photograph with the report submitted to facilitate report verification and bill payment. There will not be any extra payment by AIC for successful bidder's app or any other work. AIC will only pay the valid rate/s as quoted in response to this financial bid by the successful L1 bidder. No extra payment will be done towards any work required to be done as mentioned in tender/work order. AIC, at this stage, cannot assure quantum of work under any of the Field Risk Management activities in the district/districts/state/states/UT/UTs allotted to the bidder. It is clarified that AIC may give the work order in respect of any and/or all works as mentioned in the scope, jointly or severally, without any restrictions to more than one empanelled agency at L1 rate and the successful bidder shall provide the services to such work allotted without any demur. The detailed scope of work is given as below: 2.1 Mapping & digitization of offline hardcopy Crop Loss Intimations and data entry in the prescribed Template. 2.1.1 All Offline-Hardcopy crop loss intimations are to be numbered & segregated according to notified area. 2.1.2 Mapping & Validating the physical hard copy of Loss Intimations filled up by the farmer in local language with the policy record / NCIP Portal. 2.1.3 Single Intimation with multiple crops and multiple survey numbers to be mapped with corresponding policies in multiple rows. 2.1.4 After validation, data entry of the Intimation and applied survey data into the prescribed Excel Template in English language (Template will be provided by the concerned AIC office). 2.1.5 The hard copy of the intimations from different sources shall be collected by the Agencies at their own cost. AIC will not pay any expenses related to transportation / handling of these intimations. The successful bidder shall be solely responsible for hard copy of intimations and same shall be returned to the concerned regional office of AIC within 10 days of completion of the work. 2.1.6 The successful bidder shall complete the assigned work within 3 days of issuance of work order and submit the report with all necessary documents (Hard copy, MIS etc.) 2.2 Insured Crop Verification – Standing Crop Page 4 of 14 AGRICULTURE INSURANCE COMPANY OF INDIA LIMITED Regd. Office: Plate B&C, 5th Floor, Block 1, East Kidwai Nagar, New Delhi-110023 2.2.1 The successful bidder shall verify the assigned crop and collect the area sown / cropped area (crop variety wise wherever available) of assigned crop(s) in assigned survey number(s) / village(s) in the assigned area(s) with extent of crop sown / crop cultivated with crop condition by using Mobile App. through field surveys (sample field survey with Govt. officials / independent survey by successful bidder's surveyors). 2.2.2 The successful bidder shall complete the assigned work and submit the duly filled prescribed insured crop verification forms in original with proper indexing and digitized form along with proof of insurance, insurable interest & all other required documents to AIC within 10 days from the date of assignment of work for the survey number (including all the sub survey numbers). The dates may be extended up to maximum 7 days considering bulk orders. 2.3 Insured Record Verification 2.3.1 Insured Record Verification to ensure the insurable interest of the insured farmers covered by the assigned bank branch/CSC/any other intermediaries in the notified area/ notified crops. 2.3.2 To identify the duplicate/double enrolment within or between Bank branch/CSC/any other Intermediaries for the same land and crop. 2.3.3 To verify the owner of the insured field and if the owner has leased the field to tenant farmer, ascertain whether the consent has been provided by owner to tenant for taking crop insurance and if it is so, copy of relevant documents shall be collected & submitted to AIC. 2.3.4 The successful bidder shall complete the work assigned within 10 days of award of the work order and submit the duly filled prescribed Insured Record Verification forms in original with proper indexing and digitized form along with required documents to AIC. 2.4 Crop Health Monitoring 2.4.1 The successful bidder shall survey the crop condition during the crop season as mentioned in the work order. 2.4.2 The field for crop health survey should be based on the satellite imagery based smart sampling method or as indicated by AIC. 2.4.3 The successful bidder shall complete the assigned work and submit the reports including all the required documentation within 10 days of completion of the work. 2.5 Individual Loss Assessment 2.5.1 The successful bidder shall be required to conduct crop loss assessment at individual farm level for all the assigned crop loss intimations / insurance proposal forms / land survey numbers for the assigned crop(s) as per the prevailing operational guidelines of the PMFBY/RWBCIS and notification issued by the concerned state/UT for the season by using AIC authorized Mobile App through physical field surveys as specified in the work order. AIC may issue work order during any time of the season. 2.5.2 In case of substantial crop losses, comprehensive crop loss assessment at sub district level by using results of Joint loss assessment surveys, Remote Sensing Technology, Unmanned Aerial Vehicles, Weather data, various Proxy Indicators, reports of the Agriculture / Revenue Department, media reports etc. shall be done by the successful bidder. 2.5.3 The time interval between two Individual Loss Assessment by an investigator shall be minimum of 20 minutes and maximum 20 Individual Loss Assessments shall be done by an investigator in a day. If an investigator carries out more than 20 Individual Loss Assessments in a day, assessments over and above 20 carried out on that day shall Page 5 of 14 AGRICULTURE INSURANCE COMPANY OF INDIA LIMITED Regd. Based on requirements, the successful bidder must engage sufficient number of investigators and intimate the concerned office of AIC. 2.5.4 The successful bidder shall submit the duly filled prescribed individual loss assessment form in original with proper indexing and digitized form along with proof of insurance and insurable interest & all other required documents to AIC within 10 days from date of assigning each individual loss assessment work. 2.5.6 The successful bidder may be asked to submit the photocopies of Survey Forms & other documents to District Administration or State Government office or any other place as per the directions received from AIC at successful bidder’s cost. 2.6 Co-observation of Crop Cutting Experiments (CCEs) 2.6.1 The successful bidder shall have to coordinate with the offices/officials of the State/UT Government/District administration/Steering Committee or the successful bidder to which the CCE work has been entrusted by the State/UT Government and the successful bidder should ensure that all the CCE schedules are received well in advance. 2.6.2 The following activities need to be ensured by the CCE co-observer during CCE co- observation as per the work order awarded. Part-1 – Selection of Village, Survey & Sub survey number and Selection of CCE field Part-2 – Selection of CCE Plot, Harvesting, Threshing and Weighing of the produce obtained from the CCE plot i.e., Green/Wet Weight Part-3 – Driage Experiments – Dry Weight The work order may be issued for Part 2, Part-1 & 2, Part-2 & 3 and Part-1, 2 & 3. 2.6.3 The successful bidder shall ensure that the CCE kit is carried (Smart Phone with preinstalled CCE Apps, Measuring Tape and Digital Weighing Machine etc.) by the CCE Co-observer at the time of co-observing the CCEs. 2.6.4 All the CCEs which have been conducted using Government CCE App must be co- observed using Government CCE Coobservation Mobile App. Moreover, the successful bidder shall also use AIC authorized mobile app and capture all the specified columns and photos/videos. Any deviation in this regard must be pre- approved in writing by the office issuing the work order. 2.6.5 The successful bidder shall ensure to co-observe all the pickings for the multi picking crops. 2.6.6 In case of any deviation from standard CCE procedure, CCE co-observer must raise the objection through CCE co-observer app from the field and inform the same to the AIC Office on the same day of CCE conducting with all the relevant proofs. The successful bidder shall send daily communication of objections (Signed letter/statements) to DLMC / DAO in scanned soft copy or hard copy along with copy to AIC Office. The suggestive list of objections to be raised would be provided along with work order. 2.6.7 Competent officials of the successful bidder shall remain present along with documentary, photographic and video evidence in the DLMC convened in relation to CCEs. 2.6.8 The successful bidder should ensure compliance with prescribed procedure (for each crop) / formats and completeness of CCE co-observation report (including multi- picking crops), as per the MIS formats (Excel) provided by AIC. 2.6.9 The successful bidder shall submit proof of field survey number/sub survey number selected for CCE. In Case of Part 1 (Form 1) when the selected survey number is different from arrived survey number, successful bidder may be asked to provide GPS tagged photos & videos along with other required documents to be submitted to AIC for those skipped survey numbers. Office: Plate B&C, 5th Floor, Block 1, East Kidwai Nagar, New Delhi-110023 2.6.10 The successful bidder shall complete the assigned work and submit district wise and crop wise reports & all other required documents to AIC within 10 days of completion of CCE as per the necessary instructions from AIC Offices. 2.6.11 The successful bidder may be required to submit photocopies of CCE Forms of State Government & submitting to AIC as per instructions received from AIC Offices. 2.7. Surveys for Mid-Season Adversity & Prevented/failed Sowing. 2.7.1 To assess the quantum of likely losses for ‘on-account’ payment and prevented/failed Sowing as a member of the joint survey Team on behalf of AIC as per the prevailing operational guidelines of the PMFBY and notification issued by the concerned state/UT for the season for the assigned notified area(s) and crop(s). 2.7.2 In case substantial crop losses, comprehensive crop loss assessment at sub-District level by using results of Joint loss assessment surveys, Remote Sensing Technology, Unmanned Aerial Vehicles, Weather data, various Proxy Indicators, reports of the Agriculture / Revenue Department, media reports etc. 2.7.3 The successful bidder shall complete the assigned surveys and submit the duly filled prescribed loss assessments form in original with proper indexing and in digitized form along with required documents as desired by AIC within 10 days from date of assignment of surveys for Mid-Season Adversity and/or prevented/failed Sowing loss assessment for the respective notified areas and crops. 3. Payment Terms and Conditions 3.1. The payment shall be made as per the below table. S.No. Activity Unit of payment I. CCE co- a) For each co-observed CCEs in the notified area and crop combination observation under Part 2, Part-1 & 2, Part-2 & 3 and Part-1, 2 & 3 respectively as per the work order. b) 75% of the Part-2 rate shall be paid for subsequent pickings. c) In addition to CCE co-observation charges, 25% of Part-2 rate per objected CCE (objections as specified by AIC) shall be paid subject to the reasons for objections and submission of required proofs of the objected CCEs subject to acceptance by the Government. In case objections are raised for non-conduct of CCEs, the payment will be made as under. Physically visited the CCE field on scheduled data and time – 100% Part-2 payment will be made subject to production proof of schedule, visit and objections. d) CCE co-observation consists of all the parts viz., Part 1, Part 2 and Part 3 wherever applicable. The bidder shall quote combined rate for Part 1, Part 2, and Part 3. For combined rate provided for CCEs, the bifurcation of same will be as per below: Part 1 (20%), Part 2 (50%) & Part 3 (30%) of combined rate. The upper ceiling of Rs. 1500 will be applicable for the combined quoted rates. The minimum payment of 350 to the field functionary/surveyor will be applicable for combined CCE activity and can be bifurcated in the ratio of activity wise rates as described above subject to minimum wages as per the prevailing rules in the state. Part 2 is compulsory for all the agencies, without completing part 2 no payment will be made. VII. Surveys for Mid- For each completed Survey (as a member of Joint survey team) of the Season Adversity & assigned Notified area and crop combination. Prevented/failed Sowing 3.2. Payment shall be released after receipt of satisfactory reports in desired formats within timelines as specified by AIC in conformity with scope of work specified and compliance with the terms/ conditions/ requirements under Tender document/ Work Order. 3.3. The successful bidder shall submit the reports in the formats as desired by AIC in the mode (Offline / Online) as specified in the work order. On verification of the reports, AIC will approve the eligible surveys as per the terms and conditions of the work order / Tender document for the payment. Thereafter, successful bidder may raise the Invoice for Payment. 3.4. Incomplete report / non submission / partial submission of specified documents, photos, videos etc. will not be considered for payment. 3.5. Penalty @ 1% of value of work order will be imposed per delayed day if the assigned work is completed after the timeline or the report is submitted after the timeline specified in the scope of work. The amount of penalty shall be deducted from the bills payable to the Page 8 of 14 AGRICULTURE INSURANCE COMPANY OF INDIA LIMITED Regd. Office: Plate B&C, 5th Floor, Block 1, East Kidwai Nagar, New Delhi-110023 successful bidder. 3.6. Payment terms for FRM activities with respect to work done will be as below: S. Less than 50% of the work order is completed for FRM activities. For this purpose, the CCEs conducted without intimation would not be included provided the successful bidder raised valid objections for those CCEs. b. Merely ‘’submitting the report as per the formats provided” without performing the awarded work or merely Yield data collection or CCE report submission without co-observing the CCEs or merely present during CCEs and submitting duly filled CCE co-observation form. c. The surveys are not conducted as specified in the Scope of Work and operational guidelines of the prevailing PMFBY/RWBCIS/Other Crop Insurance products guidelines and IRDAI regulations in force. d. Incomplete Photos/Videos submitted or without META data or without GPS details or without proper indexing (Folders & Sub folders). e. Forms, Reports, all other documents etc. not submitted on time or submitted without proper indexing. f. Any of the tender conditions/ work order conditions not full filled. 3.8 The Performance security for work order shall be forfeited in the following cases. a. Less than 50% of the work order is completed for FRM activities. For this purpose, the CCEs conducted without intimation would not be included provided the successful bidder raised valid objections for those CCEs. b. The surveys are not conducted as specified in the Scope of Work and operational guidelines of the prevailing PMFBY/RWBCIS/Other Crop Insurance products guidelines and IRDAI regulations in force. All payments shall be released after necessary deductions as per prevailing TDS and Taxation rules. 3.9 Waiver: In case of genuine hardship caused to the successful bidder and in exceptional circumstances as recorded in writing, in implementing the work order, AIC reserves the right, in its sole discretion, to waive off payment terms and conditions mentioned above with the approval of the competent authority. 4. Financial Bid Submission The Financial Bid must be submitted as per Annexure-2 at the e-tender portal http://aic.procure247.com/ on or before the last Date and Time for financial bid submission. Submission of Online Bids is mandatory for this Tender. The Financial Bid must be filled in completely, without any error, erasure, or alteration. Any bid received after the due date and time for receipts of bids as prescribed in this Tender document shall not be considered. In case of discrepancy between the words and figures, the amount mentioned in words shall prevail. Where there is a discrepancy between the amount mentioned in the Bid and the line item, total present in the schedule of prices, Page 9 of 14 AGRICULTURE INSURANCE COMPANY OF INDIA LIMITED Regd. Office: Plate B&C, 5th Floor, Block 1, East Kidwai Nagar, New Delhi-110023 the amount obtained on totaling the line items will prevail. The amount stated in the correction form, adjusted in accordance with the above procedure, shall be considered as binding, unless it causes the overall price to rise, in which case the Bid price shall prevail. If there is a discrepancy in the total, the correct total shall be arrived at by AIC. In case the Bidder does not accept the correction of the errors as stated above, the Bid shall be rejected. All liability related to non-compliance of minimum wages requirement and any other law will be responsibility of the Bidder. 5. Financial Bid Evaluation 5.1 The Bidder who shall quote the lowest for a FRM activity for a state will be declared successful bidder (L1) for that activity in that state. The successful bidder shall be required to provide the FRM services after award of work as per the issued work order by the AIC Offices 5.2 AIC may at its own discretion split the Districts / Tehsils or Field Risk Management Services in case it is of the opinion that the L1 bidder may not be in position to deliver the quantity required by AIC or otherwise it would be in the interest of AIC to split the Districts / Tehsils or Field Risk Management Services amongst L2, L3 and so on at L1 rate. The splitting of Districts / Tehsils or Field Risk Management Services shall be intimated to the L1 bidder at the time of issuing work order. 5.3 In case of tie between the L-1 bidders for any State fresh bids would be invited from the L-1 bidders whose quotes have been tied. In case of re-tie, the work shall be awarded equally to all such successful bidders. 6. Bid Validity Period The bids shall be valid for a period of one year up to 30 June 2025. 7. All data, derived data, reports, information submitted by the agency in breach of the timelines or otherwise shall also remain to be exclusive intellectual property of AIC irrespective of whether any payment has been made by AIC or not. 8.
