DUREN FIRE RESCUE ADMINISTRATOR PREPARED BY: FIRE RESCUE PPM COMMITTEE SUBJECT: PROFESSIONAL DEVELOPMENT PPM #: FR-T-101 ISSUE DATE EFFECTIVE DATE March 19, 2014 April 30, 2014 PURPOSE: The purpose of this policy is to establish a program that supports the continual professional development of job related skills and knowledge related to all aspects of Emergency Response. UPDATES: Future updates to this PPM are the responsibility of the Division Chief of Training and Safety, in conjunction with the PPM Committee, under the authority of the Fire Rescue Administrator. AUTHORITY: Fire Rescue Administrator, as may be amended. SCOPE: This policy applies to all Palm Beach County Fire Rescue personnel and reservists. ATTACHMENTS: Attachment A: Professional Development Form POLICY: Fire Rescue is committed to delivering a quality service to the citizens of Palm Beach County. When an area of deficiency is identified, the appropriate Battalion Command Staff shall create a professional development plan to improve the performance level and assure that general competencies are attained. PROCEDURE: 1. Professional development is intended to improve personnel performance. 2. The following procedure shall be followed in the event of below average performance of an assigned task or general competency. Consideration should be given to the nature of the problem. Consideration should be given to following Development (PPM FR-A-105) for documentation. Training issues should be documented utilizing a Professional Development Form (FR-T-101 Attachment A). 3. Any employee may complete a Professional Development Form (FR-T-101 Attachment A). The employee completing the Professional Development Form should document the specific FR-T-101/Page 1 of 3 job related area that needs improvement (i.e., drafting, drug calculation, poor performance during training, did not comply with policies/procedures on an emergency incident, etc…). 4. The Professional Development Form (FR-T-101 Attachment A) shall be submitted to the affected employee’s Battalion Chief who, with the District Chief, shall assume the responsibility of developing and tracking the employees’ progress through the developmental process. This should be done in conjunction with the assistance of the appropriate Battalion Command Staff. 5. Professional development shall be developed by the assigned Battalion Command Staff for each person based on a needs assessment. Professional development may include one or more of the following: a. Additional research in the questionable subject b. Reading, combined with pre and post assessment on Fire Rescue related material c. Attendance at training sessions d. Performance training and evaluations e. Attendance at courses provided by other vendors f. Other 6. The employee and the assigned Battalion Command Staff shall meet with the employee’s supervisor and District Chief to discuss their continued progress. 7. Successful professional development shall result in demonstration of acceptable job performance as described and defined in the action plan on the Professional Development Form (FR-T-101 Attachment A). 8. Completed Professional Development Forms and the action plan shall be forwarded electronically to the Compliance Officer for inclusion in the Fire Rescue approved training log program (refer to Staffing, Unit Staffing, PPM FR-O-101). 9. Should the need for professional development occur during on duty training with Training and Safety Division training instructors in attendance, it shall be their responsibility to complete the Professional Development Form (FR-T-101 Attachment A) and forward it electronically to the employee’s Battalion Chief. 10. A maximum of eighteen (18) shifts of professional development time shall be allotted for shift personnel. If eighteen (18) shifts are inadequate for professional development of a shift employee, all related information shall be referred to the Division Chief of Training and Safety for further action. ______________________________ REGINALD K.
