Introduction- Statement by the Accountable Manager The East Midlands Airport Winter Operations Plan clearly and concisely describes the systematic approach to the operation of the aerodrome in winter conditions. The airport has prepared this plan to document the procedures and means which have been established. These shall be implemented to provide safe conditions for aerodrome operations during winter conditions in accordance with Commission Regulation (UK) 139/2014 ADR.OPS. B.035. This plan is prepared in consultation with the airports Air Navigation Service provider and other organisations. This plan documents the means and procedures by which inspections of the aerodrome shall be carried out, the criteria by which snow clearing shall begin to take place, the priorities for snow clearing and methods for assessing and reporting surface conditions. In addition, it includes the criteria for when runway operations shall be suspended due to winter conditions. East Midlands Airport (EMA) is committed to reducing its environmental impact, through application of liquid de-icer on its airside areas or through third parties providing de-icing services to airlines operating from EMA. It is paramount that all colleagues and third parties follow guidelines specified within this plan to minimise any possible impact on the environment. PART B of this document clearly and concisely describes the systematic approach to the operation of de-icing related activities. The Airport has prepared this plan to document the procedures and means which have been established to conduct activities associated with de- icing operations. These procedures shall be implemented to protect the environment from harm. This plan documents the methods by which de-icer can be stored, handled, tested, transferred and disposed in order to protect the environment. In addition, it includes the requirements for recording and reporting information related to the de-icing activities. It is essential that all individuals understand their own responsibilities and accountabilities within this plan. Introduction Winter conditions at the Airport introduce hazards to aerodrome operations. Snowfall can impose significant restrictions on airfield capacity and can lead to disruption. In prolonged or severe snowfall, disruption can last for many days. Whilst the Airport makes every reasonable effort to clear frost, ice, and snow, it can be a lengthy process, especially with persistent or heavy snowfall. It is therefore essential that all Airport personnel, regardless of organisation are constantly aware that frost, ice, and snow may be present and take extra precautions. It is the responsibility of line managers and supervisors to bring this plan and safety promotional material to the attention of their employees. It is also the responsibility of the departmental manager to ensure robust procedures are implemented and reviewed annually in line with this plan. How and where we apply materials to remove frost and snow is also important and it is the responsibility of all employees and line managers to ensure they are working to minimise any impact on the environment and only apply these materials in approved areas both on the airfield and across the airport site. 3. Aims and Objectives The aim of this plan is to keep the Airport open and operating as long as reasonably practicable, ensuring safety is the number one priority taking into consideration environmental aspects winter operations may impose from the activities undertaken. Where winter conditions have caused disruption, the airport shall ensure that a return to normal operations is achieved as soon as possible whilst ensuring aerodrome safety and compliance. This plan provides an outline of the processes that may be adopted by the Airfield Operations Duty Manager (AODM) in consultation with the RFFS Station Manager (SM) (ext. 2999). Severity of the snow conditions. Forecasted weather conditions. Time of day. Traffic movement expected. Personnel and equipment available. It should be noted that plans adopted by the AODM/SM may vary based on operational factors. This plan concentrates on the planning, organisation, and response to winter conditions and the Airport’s clearance plan for snow accumulations airside. In addition, this plan covers the prevention and treatment of frost and ice airside, which is more likely to occur but requires a less extensive response. The objective of The Winter Operations (Part B) is to provide information regarding the prevention of pollution in controlled waters resulting from incorrect handling of de-icer, and associated products or wastes. East Midlands Airport is dedicated to furnishing comprehensive guidance for all staff engaged in de-icer application, and associated tasks. Purpose and Scope of this Plan This plan describes the airports approach to winter operations as per CAA UK139 AMC1 ADR.OPS. B.035. The principal objective of the plan is to show how the airport shall prepare, respond, and manage aerodrome operations in winter conditions. It contains, or refers to all relevant policies, standards, and procedures by which this shall be achieved. It ensures that personnel, regardless of organisation, are fully informed as to their duties and responsibilities. Safe working practices clearly define organisational safety aims, chain of command and responsibilities or accountability if applicable. By clearly defining the safe working practices and assigning responsibilities or accepting accountability, safe operations can be maintained with tasks assigned to reflect the authority and expertise required for those tasks. Part B of this plan is to provide instruction on how to prevent contamination of controlled waters caused by de-icing and anti-icing activities at the airport. This is in accordance with: The Duty of Care Regulations or the Hazardous Waste Regulations the Environmental Protection (Duty of Care) Regulations 1991 The Hazardous Waste (England and Wales) Regulations 2005 (legislation.gov.uk) 4.1 Plan Structure This Plan is structured in a way to clearly show how the airport shall prepare, respond, and manage aerodrome operations during periods of winter weather and ensure Environmental compliance is maintained. Please also refer to AOI 2/ AOI 9/ AOI 22/ AOI 24. 5. Document Management and Distribution List The Winter Operations Plan shall be reviewed on an annual basis. It is distributed electronically to all airport departments that form part of a winter operations response. All changes to The Snow Plan are highlighted in yellow. This plan is a live document, which is maintained to include the most up to date information possible. Amendments, unless a meaningful change, shall be incorporated on an annual basis. Term Definition A defined area (including any buildings, installations, and Aerodrome equipment) on land or water or on a fixed offshore or floating structure intended to be used either wholly or in part for the arrival, departure, and surface movement of aircraft. Aircraft Stand A designated area on an apron intended to be used for parking an aircraft. A defined area intended to accommodate aircraft to the Apron purposes of loading or unloading passengers, mail, or cargo, fueling, parking or maintenance. A facility where frost, ice, or snow is removed (de-icing) from De-icing/anti-icing facility the airplane to provide clean surfaces, and/or where clean surfaces of the airplane receive protection (anti-icing) against the formation of frost or ice and accumulation of snow or slush for a limited period. Global Reporting Format Assessment, Measurement and Reporting of the Runway Surface Condition. Ice Water in its’ solid state takes many forms including sheer ice, rime ice and hoar frost. Standing Water Standing water produced because of melting contaminant in which there are no visible traces of slush or ice crystals. A defined path on a land aerodrome established for the taxiing Taxiway of aircraft and intended to provide a link between one part of the aerodrome and another. Weather Forecasts and Warnings East Midlands Airport uses a range of meteorological services to assess the potential threat to aerodrome operations throughout the year, but with increased focus during the winter season. These services include: A bespoke weather forecasting service procured from Storm Geo which provides airfield specific prediction of frost, ice, or snow through a rolling 24-hour and a 2-5-day outlook. A bespoke weather forecasting service procured from Vaisala which provides airport Runway and Taxiway specific prediction of frost, ice, or snow through a rolling 24-hour period. Aviation weather warning issued by the Met Office. Access to an Aviation Forecaster at Storm Geo. Actual surface temperature data acquired from embedded sensor devices in the runway and taxiway. Upon receipt of weather warnings for freezing fog, frost, ice, or snow, the AODM shall disseminate the warning to stakeholders via email to a pre-determined contact group. This information is also available via the Airport Community Application updated by the ADM/Control room. During the winter season, the AODM and SM shall continually monitor the weather forecast to assess the potential threat to airport operations. During each shift, the RFFS SM and the AODM shall conduct a check to confirm the status of the snow fleet and available stock of de-icing product. 1.1 Snow Warnings Snow warnings shall be issued in conjunction with the Disruptive Weather Status when snow is predicted at the Airport. They shall detail when temperatures are cold enough for snow to fall or settle, form slush, reduce visibility or be accompanied by strong winds. Snow warnings will be issued via the ADM and the AODM, this will be communicated out via the EMA Airport Community App with the latest Disruptive Weather Status. Information may contain the below: Time of onset. Intensity (slight, moderate, or heavy) Approximate depth of snow likely (in centimeters) Type of snow (wet or dry) Possibility of drifting (significant falls of snow with winds greater than 15 knots, and visibility, when expected to fall below 600 meters. A snow warning cancellation message shall be issued once the threat of snow has passed. 2024-5, Version 1 OFFICIAL – DISTRIBUTION LIST ONLY Part A, Section 2, Page 1 Uncontrolled when printed C2 - Internal WINTER OPERATIONS PLAN, PART A SECTION 2 – AIRPORT RESPONSE AND NOTIFICATION 1.2 Strong Wind and Gale Plan During the winter months, there is an increased likelihood that the airport will be subject to wind related disruption. Any notification of strong winds via Storm Geo shall be disseminated by the AODM or AOS to stakeholders via email to a pre-determined contact group. This information is also available via the Airport Community Application updated by the ADM/Control room. Further information on the airport’s response and the requirements placed upon stakeholders can be found in the East Midlands Airport Aerodrome Manual and AOI 23. During strong winds, snow clearance activities may be continued, delaying the reopening of the runway to minimise overall disruption to aircraft operators, airlines, and passengers. 1.3 Operational Briefing When snowfall is expected, and circumstances allow, the ADM may chair a pre-meeting to brief stakeholders and airlines on the forthcoming disruptive weather. The ADM may also provide an overview of the weather forecast and mobilization of the snow fleet. Whenever possible a hard copy of the briefing will be prepared in advance of any snowfall. Additionally disruptive weather forecasts and the DWS shall be briefed in all 8AM and 8PM meetings should DWS be activated, or adverse weather be in the latest weather forecast. The ADM shall coordinate with the Airfield Operations Duty Manager and Operations Control Room to discuss the allocation plan for the forthcoming period and determine the priorities for the forthcoming period, as well as determine the priorities for the treatment and clearance of aircraft parking stands. The allocation of personnel to the snow fleet vehicles shall be done by the SM for the runway and taxiway teams and the AODM for the Apron roadways and aircraft stands. Personnel standing-by for snow clearing duties shall remain at their assigned location at the Fire Station/Airfield Operations offices until briefed by the AODM. Disruptive Weather Status The Disruptive Weather Status Matrix (DWSM) provides a clear gateway decision-making process with which pertinent weather information can be disseminated to the Airport Community. AODM to ensure all Ops/RFFS vehicles and Snow/Sleet Community App update (DWS 72- Disruptive weather equipment are fuelled and serviceable. Suspension of Operations 3.1 Suspension of Aerodrome Operations (Aerodrome Closed) If a snow event causes a SNOCLO, the AODM will announce “aerodrome closed due to snow” over channel 1. Initially, the aerodrome shall remain in positive control of ATC until all aircraft movements are confirmed to have ceased by ATC. Once all aircraft movements have ceased and it is confirmed by the AODM that the SNOCLO will be for a prolonged period, Air Traffic Control shall hand the Airfield over to the AODM. This broadcast will be made on Channel 1 in the following format: “CALL SIGN, confirming airfield now with the AODM. All vehicles permitted to cross red stop bars as required.” It is the responsibility of the AODM to monitor all vehicular access on the maneuvering area. Vehicles only operationally necessary and associated with snow removal are permitted to be under the AODM’s control. The aerodrome shall remain closed until the movement area surface is returned to a satisfactory state by the RFFS / Airfield Operations. The AODM will have the ultimate responsibility for confirming the operational status of the runway and associated movement area. This confirmation process should take place subsequent to a runway and movement area inspection conducted by both the AODM and AOS. During the aerodrome being in possession of the AODM CAT I RHP stop bars will remain illuminated. All snow clearing vehicles during airfield possession by the AODM are exempt in crossing red RHP stop bars. The AODM will brief all vehicles of this exemption as soon as confirmation via RTF by ATC that the AODM has possession of the airfield. Under no circumstances are vehicles that are not associated with the snow removal of the movement area and runway are permitted to cross red stop bars and positive ATC clearance remains in place with these vehicles. 3.2 Suspension of Runway Operations If a snow or icing event causes runway operations to be suspended but the taxiways and aprons are still serviceable the AODM will announce “runway operations suspended due to snow” over Channel 1. The airfield shall remain in full positive ATC control during suspended runway operations. If runway operations are suspended it is expected that the closure will not be for a prolonged period of time and a snow clearing or anti / de-icing run taking no greater than 60 minutes will be required to bring the surface state of the runway back to an operational level. Runway Operations Suspended Aerodrome Closed due to Snow (SNOCLO) 60 minutes 3.3 Runway AGL Requirements During the suspension of runway operations and SNOCLO, all CAT III runway lighting shall be extinguished including the runway centreline, runway TDZ and approach lighting system. If circumstances dictate, the AODM may need to extend the closure period. The decision shall be agreed between the AODM, SM and ATC Watch Supervisor. 3.5 Return to Service (Normal Operations) Once the movement area surface has been returned to a satisfactory state, the following procedure shall be followed to return the movement area to operational use under the positive control of ATC: Ensure that all snow clearing vehicles and equipment have vacated the runway. The AODM shall confirm that all Airside Operations and snow clearing vehicles are aware of the status of the runway by making a general broadcast on Channels 4 and 5. Appropriate readbacks must be obtained to confirm the information has been received and understood by all parties. Ensure, where necessary, that the aerodrome has been safeguarded in accordance with procedures, and that all personnel are aware if the airfield is in Low Visibility Procedures. Complete a full movement area inspection. Upon closure, the RFFS will deploy personnel to undertake snow clearing duties, the AODM shall consult with the RFFS SM to confirm the that an appropriate level of fire category is available before allowing flight operations to resume. The SM will also confirm this with ATC. All snow clearing vehicles shall be briefed that normal operations resume and red stop bars are to be always abided by. The primary goal of this command-and-control structure is to ascertain the optimal allocation of resources and their efficient utilisation to accomplish the objectives outlines in this plan. It is important that the implementation of complete command and control levels is essential for all winter operations events. Operational The Operational command level is led by the AODM in conjunction with the SM for airside and the ADM for landside and both will provide leadership to personnel to deal with winter operations on a practical level. The Operational team shall report directly to the HAO/HRFS and shall execute decisions and requests from the Operations Director, should it be operational. The Operational team will be formed by personnel on duty at the time, and supported from the control room by the ADM. Airport Duty Manager Reporting to the Head of Control & Command, the Airport Duty Manager (ADM) is responsible for the oversight of the Winter Operations Plan and the management of any major distribution that may occur. Their key responsibilities include: Activation of the Incident Management Centre (IMC) if required via CIM. Ensuring the Operations Control Room Operatives are conversant with their responsibilities under the Winter Operations Plan. Ensure the Operations Control Room maintains detailed logs of clearance treatment activities/materials used in landside areas. Determine the need for activating staff call-out procedures. Ensuring communication with AODM and ATC regarding stand clearance, treatment priorities and availability. Provide up to date airfield status to the IMC. Promulgate to airlines, service partners and the press office. Initiating and managing the landside snow clearance or ice treatment operation. Consulting with the Landside Operations Manager, Car Park Team Manager and Customer Services Duty Managers to prioritising gritting operations around landside Area. Implement the Major Disruption plans as and when required. Record any contractor call outs. ADM to update CIM tile running log with additional information when required. Instruct Control Room to broadcast relevant communications via Community App. When required/relevant disruption messages to be broadcast on airport FIDS and check- in/boarding screens. 8. Control Room Reporting to the Airport Duty Manager (ADM) The Control Room are responsible for communicating out all Winter Operations notifications. Their key responsibilities include: Produce detailed Status Map with divert capacity in inclement weather. Landside Support Manager Reporting to the Landside Operations Manager (LOM) the Landside Support Manager (LSM) is responsible for landside snow clearing and icing treatment. Out of hours, this will be completed by the Car Park Team Manager (CPTM). These responsibilities include: Liaison with the ADM on landside grit areas. Updating the ADM upon completion of areas treated. Support gritting of the terminal front areas; all passenger footpaths including Pathfinder House upon request from the ADM. Staff resourcing, rotation, and welfare. Landside winter equipment readiness, preparation and post winter operations stored correctly. Procurement and serviceability of landside grit bins. Staff training and procedural documentation is reviewed and in line with the latest Winter Operations Plan. All staff are in possession of relevant PPE. 10. Customer Services Duty Manager Reporting to the Customer Service Manager (CSM) The Customer Services Duty Manager is responsible for assisting with the landside operation and for ensuring customers within the terminal are kept informed and cared for. These responsibilities are owned by the Assisted Travel Operations Supervisor (ATOS) in the absence of a CSDM. These duties include: Snow clearance and preventative ice treatment of the following areas. Pathfinder House, Coach Park, Arrivals, Meet & Greet, walkways to Short Stay 1, Rapid Drop Off, walkways to the VIP car park, Short Stay 2, Mid Stay 1, Short Stay 3 and Building 113. Liaison in conjunction with the ATOS and ADM to assign Assisted Travel Assistant (ATA) duties. Security Team Manager Reporting into the Security Operations Manager (SOM) The Security Team Manager (STM) is responsible for: Gritting / removal of snow and ice treatment of all gatehouses including the footprint of all gatehouses, ramps and air lock footpaths with airside materials. Checking stock of airside grit in all gatehouses and liaising with the AODM to replenish as required. To attend all prewinter operations / disruptive weather briefings with the AODM in the Airfield Operations building To ensure all staff at gatehouses are aware of anti / de-icing operations taking place prior to icing treatment of the air lock roadways. 12. External Engineering- Motor Transport Reporting into the Head of External Engineering (HoEE) The Motor Transport Team Manager is responsible for: Serviceability and vehicle preventive maintenance of all winter operations equipment. Vehicle readiness during disruptive weather status (DWS) notifications. Ensure all communication devices are serviceable. To attend all prewinter operations / disruptive weather briefings with the AODM in the Airfield Operations building. Ensure staffing resources, readiness, and welfare. Attend to equipment failures and breakdowns as required. Liaison with AODM and SM on vehicular status. 13. External Engineering- Water Maintenance Manager & External Engineering Manager Reporting into the Head of External Engineering (HoEE) The Water Maintenance Manager is responsible for the maintenance and upkeep of all surface water drainage systems, to ensure that all surface water being discharged complies with the environmental permits pre-determined and discharged to a regulatory safe standard.
