Code RO12-ASD-F422 Rev 00 Effectivity 09.22.2023 Page LEGAL BASES DO 53, s. 2003, as supplemented by DO 84, s. 2003 (Updated guidelines on the grant of vacation service credits to teachers) DO 13, s. 2024 (Revised Guidelines on the Grant of vacation Service Credits for Teachers) SCHOOLS DIVISION OFFICE OF COTABATO SCOPE OF THE POLICY This DepEd Order provides the revised guidelines on the grant of vacation service credits for all public school teachers, including Mobile Teachers, who are employed on permanent, substitute or provisional appointment in all public elementary, junior, and senior high schools. Those occupying teaching positions that are directly engaged in teaching or the delivery of instruction in the elementary and secondary (junior high school and senior high school) schools and Community Learning Centers (CLCs) on a full-time basis. SCHOOLS DIVISION OFFICE OF COTABATO Vacation Service Credits Vacation Service Credit refers to the vacation service credits or leave credits earned by public school teachers for services rendered during activities authorized by proper authorities during summer/long and Christmas vacation, weekends and holidays. These credits are used to offset absences due to illness or to offset proportional deduction in vacation salary due to absences for personal reasons or late appointments. SCHOOLS DIVISION OFFICE OF COTABATO How do teachers earn vacation service credit? For eligible activities/circumstances performed beyond regular work hours during school days, one (1) hour of service rendered shall be equivalent to 1.25 hours of Vacation Service Credits For eligible activities conducted during Christmas, summer/long vacation, weekends, and holidays, one (1) hour of service rendered shall be equivalent to 1.5 hours of vacation Service Credits (8 hours shall be equivalent to 12 hours or 1.5 days per 8 hours rendered service/s) One (1) hour of teaching overload shall be equivalent to 1.25 hours of Vacation Service Credit SCHOOLS DIVISION OFFICE OF COTABATO Number of days of Vacation Service Credit granted to teachers Incumbents with one (1) or more years of service shall be entitled to not more than thirty (30) days of Vacation Service Credits for one calendar year. New hires for the current year with appointments issued less than four (4) months after the first day of classes shall likewise be entitled to not more than thirty (30) days of Vacation Service Credits for one calendar year. New hires with late appointments for the current year shall be entitled to not more than forty-five (45) days of Vacation Service Credits for one calendar year. Late Appointments are appointments issued four (4) months after the first day of classes. SCHOOLS DIVISION OFFICE OF COTABATO ACTIVITIES ELIGIBLE FOR THE GRANT OF SERVICE CREDITS Services rendered in connection with the conduct of remedial/enhancement classes during weekends, summer/long vacation, Christmas vacation, or outside of regular school days; Services rendered in connection with the early opening of the school year, i.e.,Brigada Eskwela, Oplan Balik Eskwela, Enrollment; Services rendered during the school sports competitions, youth formation, and scouting activities in all levels held outside of regular school days; Teaching overload not compensated by teaching overload pay (excluded by the thirty (30) day limitation); Conduct of DepEd testing and assessment activities held outside of school days; Services rendered on teaching-related, and learning and development programs, and activities conducted weekends, holidays, Christmas, and long vacation; SCHOOLS DIVISION OFFICE OF COTABATO ACTIVITIES ELIGIBLE FOR THE GRANT OF SERVICE CREDITS Attendance/participation in special DepEd projects and activities which are short-term in duration such as English, Science and Math Mentors’ Training, curriculum writing workshop, planning workshop, etc., if such are held during the Christmas, summer/long vacation or during weekends or holidays; Services rendered before, during and after a calamity when schools are being used as evacuation centers; Services rendered during registration and election days as long as these are mandated under existing laws; Conduct of conference with parents and home visits performed beyond regular work hours; Coaching, mentoring, and provision of technical assistance of Master Teachers assigned as class advisers conducted outside regular working hours; and Teachers who are performing teaching-related assignments performed beyond regular working hours as defined by other applicable DepEd issuances. SCHOOLS DIVISION OFFICE OF COTABATO ACTIVITIES NOT ELIGIBLE FOR THE GRANT OF SERVICE CREDITS In-service training programs fully funded by the government, task/assignments in connection with exhibits at a fair, and counseling, mentoring, and coaching of students performed during weekdays not exceeding the regular school official time since it is compensated during regular working hours; Accomplishing and/or checking of forms, and reports commonly required in connection with the opening and closing of classes, (i.e., Submission of Year-End reports, preparation of School Form (SF) 7); SCHOOLS DIVISION OFFICE OF COTABATO ACTIVITIES NOT ELIGIBLE FOR THE GRANT OF SERVICE CREDITS Teachers performing tasks other than teaching as a result of designation or reassignment; Time spent in traveling to and from the workstation in view of official travel such as trainings, conferences, seminars, and workshops; and Conduct of research, either personal and/or government- funded. SCHOOLS DIVISION OFFICE OF COTABATO PROCEDURES ON THE GRANT OF VACATION SERVICE CREDIT The School Head will consolidate and submit the request for the grant of service credits together with the complete set of documents/requirements to the Schools Division Superintendent for approval within one (1) month after the completion of the activity. The process flow as follows: 1. Collate the documentary requirements. Check and validate the documents as to their eligibility, completeness, and accuracy; 2. If complete and in order, the School Head or AO shall submit the complete and validated documents to the Schools Division Office of Cotabato for approval of the Schools Division Superintendent through the Program Holder; and 3. Once approved, the Administrative Services – Personnel Unit shall issue a Special Order for the grant of Vacation Service Credits and furnish the school a copy of it. SCHOOLS DIVISION OFFICE OF COTABATO EFFECTIVIVTY This DepEd Order shall take effect fifteen (15) days from its approval, and publication on its website. Date: September 18, 2024, Effectivity: October 4, 2024 All activities conducted before October 4, 2024, DO 53, s. 2003 shall remain in force. Only actual classroom teaching rendered per learning area and class advising duties are treated as teaching load and shall form part of the six hours of teaching. Item 4. The Teacher Ancillary Tasks that shall complete the 8- hour workday of teachers may be performed with or outside the school premises following these guidelines and procedures: 4.B. While Section V.A.1. of DO 005, s. 2024 does not require documentary evidence or accomplishment reports that summarize how they spent the two hours for ancillary tasks, this provision must also be harmonized with the Civil Service Commission Resolution No. 080096 which mandates DepEd to institute a mechanism to account teachers’ outputs in performing teacher ancillary tasks outside school premises. In this regard, any of the following shall be observed: SCHOOLS DIVISION OFFICE OF COTABATO UPDATES i. If the teacher opts to leave the school premises during vacant periods, the teacher shall register in the school logbook or accomplish a locator slip. They shall indicate the reason for going outside the school premises in relation to the performance of their ancillary tasks. Original copies or photocopies of these documents shall be attached to their DTR. ii. If the teacher chooses to perform the teacher ancillary tasks before or after all assigned classes, they shall submit a certificate of undertaking to be attached to the DTR.
