AURORA POLICE DEPARTMENT DIRECTIVES MANUAL 07.01 Title: ESSENTIAL JOB SKILLS AND REQUIRED TRAINING Approved By: Vanessa Wilson, Chief of Police Effective: 11/03/2006 Revised: 10/06/2020 Associated Policy: DM 07.02 References: Review: Training Section Lieutenant 7.1 Page 1 of 4 ESSENTIAL JOB SKILLS AND REQUIRED TRAINING Specialized skills and training are essential to the performance of commissioned police officers for the City of Aurora. All sworn members will satisfactorily complete required training and demonstrate proficiency in essential skill areas in accordance with the schedule outlined in 7.1.4. Any unexcused absence from required training will be treated as a Neglect of Duty violation. A failure of any essential skill area proficiency test will be treated as Unsatisfactory Performance. 7.1.1 Essential Skill Areas All sworn members, except those specifically excused by the Chief of Police or designee, will receive annual training and demonstrate skills proficiency in each of the following essential skills areas: a. b. c. d. e. f. g. Duty pistol practical skills, handling and marksmanship Arrest Control Techniques Driver’s Training (EVOC) to include review of appropriate policies Police Baton Techniques Self-Defense Techniques Ground Tactics Secondary weapon practical skills, handling and marksmanship Authorized exemptions for a member to be excused from any essential skill area training must be provided in writing to the Training Academy. 7.1.2 Required Training The following training categories are considered Required Training: Directive Manual (Revised: 10-06-2020) 7.1 REQUIRED TRAINING AND ESSENTIAL JOB SKILLS Page 2 of 4 In-Service Training: All members will attend and satisfactorily complete all courses approved for annual In-Service training for their rank, position and/or specialty. The Training Section is responsible for providing annual In-Service training for all essential skill areas and all mandatory training topics. Mandatory Training: Training that is mandated to be completed on a recurring basis by CALEA, Departmental Directive or POST. Topics and frequency are outlined in 7.2.1. Specialized Training: Command Officers overseeing specialized assignments will establish specialized training programs to include provisions for initial and recurring certification requirements essential to the mission of the unit. Members failing to satisfactorily complete the required training of a special assignment are subject to reassignment. Promotional Training: The Department will provide job related training, either inhouse or outside, and this will be provided before or as soon as practical after a member’s promotion. This training will be directed toward enhancing the member’s ability to perform competently in his/her new position. A non-sworn member’s training will be provided by the member’s assigned unit. The unit’s commanding officer or equivalent civilian manager will be responsible for ensuring that the training was provided and the records of the training are forwarded to the Training Academy for the member’s training file. When determined necessary by the Chief of Police or designee, the Training Academy will become involved in providing additional promotional training. Remedial Training: Proficiency testing is required for all essential skill areas (specific to rank and/or position) and may be required for specified required training. All proficiency testing will include remediation options for members who do not demonstrate proficiency. Members who do not meet minimum established standards will participate in remedial training outlined in 7.1.5 designed to achieve proficiency in the deficient area(s). Newly Hired Non-Sworn Training: All newly hired non-sworn personnel will receive, at minimum, information regarding:  The Department’s role, purpose, goals, policies and procedures;  Specific Unit/Section’s role, goals and Standard Operating Procedures;  Department Unit’s/Section’s roles, location, and contact’s o A presentation will be assigned to the new member through LMS and they will have 9 months to complete. o The new members Supervisor will be responsible for confirming the training was completed.  Working conditions and regulations;  Responsibilities and rights of employees; and  Information regarding the accreditation program and process. Directive Manual (Revised: 10-06-2020) 7.1 REQUIRED TRAINING AND ESSENTIAL JOB SKILLS 7.1.3 Page 3 of 4 Discretionary Training All training not included in 7.1.1 – Required Training, is considered Discretionary Training. This includes outside training. 7.1.4 Failure to Demonstrate Proficiency and Remedial Training In the event a member fails to demonstrate proficiency in an essential skills area, he or she will be immediately remediated to the extent that time and resources allow. If, after remediation, the member still cannot demonstrate proficiency, the department instructor responsible for evaluating the member’s proficiency will immediately notify the Training Section Lieutenant and document the deficiency in a PAE. The instructor will also advise the member of the specific deficiency and reason(s) for the failure. The Training Section Lieutenant will notify the appropriate division chief or equivalent civilian manager that the member has failed in an essential skill and request an assignment for the member who is now on restricted duty The Training Section Lieutenant will ensure a complaint is completed on all members failing to demonstrate proficiency in any essential skill area. The complaint will be distributed to appropriate command officers or equivalent civilian manager and the Internal Affairs Bureau. IAB or the appropriate command officer/civilian manager, if assigned by IAB, will expedite an initial inquiry to determine the cause and appropriate action for the member. Members failing to demonstrate proficiency in any essential skills area will be placed on restricted duty status and assigned as determined by the appropriate division chief or equivalent civilian manger pending the outcome of the initial inquiry and the application of the appropriate directive and remediation. Prior to a return to full duty status, the member must first meet the established minimum standard for the essential skills area where the deficiency was identified. 7.1.5 Absences From Required and Discretionary Training Attendance at scheduled required and discretionary training classes for all members is considered a duty assignment and, as such, attendance is mandatory. Members absent from required training must specifically be excused by a command officer or equivalent civilian manger. Absences from required training may result in members being placed in a modified duty assignment until the training is completed by the member. Members missing any portion of required or discretionary training are responsible for reporting all absences to their immediate supervisor as soon as practicable, however no later than upon return to normal duty. Through his/her supervisor, the member will Directive Manual (Revised: 10-06-2020) 7.1 REQUIRED TRAINING AND ESSENTIAL JOB SKILLS Page 4 of 4 coordinate with the appropriate training entity for a make-up training date, if applicable. Excusal from receiving any/all required training or from passing any/all proficiency examination for a calendar year must be authorized by the Chief of Police or designee. 7.1.6 Training Records The Training Section oversees and is responsible for producing any requests for members training records. These records include internal departmentally produced training and training hosted by other agencies. If the training is produced by the Training Academy or any unit within the Police Department, the training records should include:  Approved class outlines or lesson plans  A copy of class materials, if applicable  Class rosters to include the names of instructors  Attendance and absentee report  Proficiency test scores, if applicable  Certificates issued to participants For training produced and provided by a departmental unit outside of the Training Academy, the unit supervisor is responsible for ensuring the documents are uploaded to the Aurora Learn program no later than 30 days from the conclusion of the training. For training attended outside of the police department, one or more of the following documents will be electronically uploaded into the Aurora Learn program:  Certificate issued  Training Authorization (in lieu of a certificate) The immediate supervisor of a member attending training is responsible for validating the member’s attendance at scheduled training. Additionally, the member’s supervisor is responsible for ensuring the documents (certificate, license, etc.) are uploaded in the member’s training file in the Aurora Learn program. The supervisor may also note all completed training in the member’s personnel/electronic administrative file (AIM).
