Oates, Chief of Police MASS ARREST REFERENCES: PAGE: 1 of 3 6.2 MASS ARREST A mass arrest situation exists when, in the judgment of the on-scene supervisor, the number of persons to be arrested exceeds the department's ability to perform normal arrest, booking, and reporting procedures. This may be, but is not limited to, the arrest of l0 or more persons in one incident. 6.2.1 Notifications In the event of a mass arrest situation, the on-scene supervisor will notify the Watch Commander, or in their absence the Duty Lieutenant, who will notify the Duty Commander, Technical Services Bureau Command Officer, District Attorney and County Court Judge, or the on-call City Attorney and Municipal Court Judge, as appropriate, to assist as the court and prosecutorial liaison. The Police Legal Advisor will also be notified. Public Safety Communications Department (PSCD) will notify the Public Information Officer. The Public Information Officer will provide information to the media according to Directive 8.6 - Public Information. In large mass arrest situations, the Duty Commander will arrange for assistance from other agencies including the utilization of procedures in Directive 9.1 - Mutual Aid And Jurisdiction. The supervisor in charge at the scene will notify the Fire Department and have them respond to the scene, if needed, to treat any injuries. 6.2.2 Command Post At any scene where mass arrests are contemplated, a command post will be established by the incident supervisor and should be positioned in a secure area. A field processing area will be established near the command post. Officers will be assigned to maintain security of the field processing area. 6.2.3 Transportation Directive Manual (Revised 2-9-2011) 6.2 MASS ARREST Daniel J. Oates Page 2 of 3 The incident supervisor will notify the PSCD and request that an Aurora Detention Center (ADC) van(s) be brought to the command post by either an officer or ADC personnel. Members assigned to respond with the ADC van will bring digital camera(s) and prisoner property bags. Before the prisoners are transported from the field processing area, digital pictures of the arrestee and the arresting officer will be taken. Arresting officers will complete summonses and/or arrest/booking reports before transportation. ADC vans will be used to transport prisoners to the Detention Center or other place of detention or, if processing is done at the command post, a predetermined location away from the incident. Prisoners will be transported according to Department Directive 6.5 - Transportation of Prisoners and Detention Section Standard Operating Procedures. Violent prisoners should be transported to the Detention Center as soon as possible. 6.2.4 Booking Procedures The Incident Command Officer will decide if arrestees will be processed at the field processing area, taken to a secondary location or the Detention Center. The Incident Command Officer will determine how much prisoner processing is necessary (i.e., photographs only or photographs and fingerprints). Prisoners processed at the Detention Center will be handled according to ADC SOP’s. If prisoners are processed at the scene, provisions should be made for fingerprinting and photographing. Prisoners that are being charged with misdemeanors and who can be positively identified may be released from either the scene or another place away from the incident without further processing. These prisoners are still required to be photographed with the arresting officer. Prisoners who cannot be positively identified will be transported to the Aurora Detention Center for processing. Juvenile offenders will be handled according to Directive 6.6 - Detention Center Procedures and Directive 11.2 Juvenile Procedures. 6.2.5 Aurora Detention Center When arrestees are transported to the Aurora Detention Center, officers will be directed to utilize specific holding cells or areas of the facility as designated an ADC supervisor. Oates Page 3 of 3 In situations where crowded conditions exist inside the Aurora Detention Center, the sallyport may be utilized or, if a bigger area is needed, another fenced-in area may be used when supplied with sufficient resources to provide security. Whenever arrestees are detained for extended periods, they will be provided necessary food, water and sanitation facilities. 6.2.6 Miscellaneous Evidence will be collected according to Directive 8.9 - Processing, Storage and Disposition of Evidence and Other Property. Officers will be required to complete detailed reports as soon as practical at the end of the incident.
