Mass Gathering/Civil Disturbance Notification PURPOSE To provide the City of Miami Department of Fire-Rescue (MFR) with a procedure for alerts and notifications during times of a potential or actual civil disturbance. DECLARATION Fire Chief - The Fire Chief or his/her designee may declare that a condition in the City has attained or has the potential to attain the proportions of a civil disturbance, the procedures as outlined herein shall be in effect. City Manager - A declaration of civil disturbance may occur when the City Manager of the City of Miami, or his/her designee, determines that any condition in the City has attained, or has the potential to attain, the proportions of a civil disturbance. The City Manager may direct MFR to aid other communities stricken by a civil disturbance when so declared by the Governor of the State of Florida or when deemed to be in the public’s best interest. PROCEDURE All notifications of civil disturbances shall be routed through the Fire Central Information Officer (FCIO). Most alerts will originate with the Miami Police Department (MPD) and shall be conveyed to the Department of Fire-Rescue. The Department-at-large shall be alerted, using a bell/tone alert procedure, followed by a radio message. Such notifications will fall into one of the following categories: Actual Civil Disturbance Within the jurisdiction of the City of Miami When the alert is for an “Actual Civil Disturbance” within the City of Miami, FCIO shall immediately contact the following key personnel: • On-duty Battalion Commander (BC), who shall notify the District Chiefs (DC) • Staff Duty Officer (SDO) • Fire Chief and his Executive Staff. May 2019 EOM /Article 3/ Section 3 Page 1 of 3 Mass Gathering/Civil Disturbance Notification o The Fire Chief or his/her designee shall alert the City Manager. • Emergency Manager • Public Information Officer • Water Supply Officer In cases of an Actual Civil Disturbance, FCIO will notify the Police Communications Supervisor of alarms received in the area. The Police will then dispatch an officer to the scene to determine the need for fire services. DCs will make certain that MFR units that are in, or could respond into the disturbed area, are properly notified to exercise all necessary precautions. MFR units responding into the disturbed area will do so with caution and in the event of a sudden increase in dangerous activity or "flare-up", will leave the area as rapidly as possible, using the most expeditious route. FCIO will forward the location of the MPD Command Post to the DC(s) in whose district(s) the disturbance is occurring and will give the Police Communications Supervisor the location of all fire stations which service the affected area. When it is anticipated that Fire Rescue services will be needed, a DC will respond to the MPD Command Post and establish a Unified Command. Outside of the City of Miami When an alert is for a civil disturbance outside of the City of Miami, FCIO shall inform and request approval from the on-duty BC prior to deploying any units outside of the city. FCIO shall then notify the SDO, Fire Chief, and the Executive Staff. The Deputy Chief of Operations or his designee shall establish liaison with the Operations Chief of the Fire Department of the community involved. Potential of Civil Disturbance When the alert is for a “Potential of Civil Disturbance”, FCIO shall notify the SDO and the OnDuty BC who will determine if further notification is necessary. Note: When a peaceful public demonstration or any type of mass gathering has been deemed to May 2019 EOM /Article 3/ Section 3 Page 2 of 3 Mass Gathering/Civil Disturbance Notification require MFR services, FCIO shall be contacted and the BC notified. The BC may consider the need to move up an on-duty unit to stand-by. If a move up is performed, FCIO shall notify the SDO. Recalling of Off-Duty Personnel During an emergency, the Fire Chief may order the recall of off-duty personnel on a limited or total basis, as the circumstances may dictate. The recall of off-duty personnel as outlined in the Call-in Procedures for Major Emergencies, shall be followed. Recalled personnel shall report to the Task Force Headquarters where their company is assigned or to a designated point with their firefighting gear as directed. Task-Force Activation If a civil disturbance is of sufficient magnitude to warrant activation of the Task Force Plan, please refer to the Task Force Response Guideline. Mutual-Aid The Fire Chief, or his designee, may request Mutual-Aid assistance. When requested, FCIO shall call for Mutual-Aid and direct responding units as designated by the AFC of ERD or On-Duty BC. Emergency Operations Center The AFC of Emergency Management may activate the Emergency Operations Center (EOC) as directed by the City Manager or Fire Chief.
