PURPOSE AND OBJECTIVES (GENERAL ORDERS 0.1 AND 0.2). (a) Departmental Mission Statement and Organizational Values. (1) Mission. The mission of the CHP is to provide the highest level of Safety, Service, and Security. This is accomplished through four departmental goals: (a) Protect Life and Property. We make California a great place to live, work, and travel by reducing fatalities, injuries, and crime. (b) Enhance Public Trust Through Superior Service. We are committed to providing first class customer service through the expansion of valuable programs, and through demonstrating departmental accountability and efficiency. (c) Invest in Our People. We develop and support our workforce to sustain a world-class organization. (d) Anticipate Public Safety and Law Enforcement Trends and Provide Assistance to Allied Agencies. Respond to emerging law enforcement demands with allied agencies’ need for support, training, and assistance. (b) Organizational Values. To accomplish our mission, we are committed to the following organizational values as the foundation of our pledge to public Safety, Service, and Security: (1) Respect for others. (2) Fairness. (3) Ethical practices. (4) Equitable treatment for all. (c) The primary mission of the Academy is to prepare cadets for the tasks they will perform in the field so they may carry out the purpose and objectives of the Department. (d) The purpose of this document is to assist cadets in understanding the rules and regulations required by the Academy’s cadet training program. These rules and regulations are designed to facilitate the Academy’s mission. 5 CADET SOP (1) Violations of the rules and regulations contained in the Cadet Standard Operating Procedures (SOP) will result in a censurable 091-15, Incident Card (Blue Card), or “gig”; liberty restriction; a censurable CHP 2, Incident Report; a Memorandum of Direction; or Adverse Action up to and including dismissal. This SOP outlines specific penalties for certain violations. (2) The rules and regulations in this SOP pertain to cadet training only. The conduct of departmental employees is governed by more comprehensive regulations of the Government Code and departmental policies. Cadet violations of those regulations and policies not addressed in the Cadet SOP will be dealt with on an individual basis after consultation with Academy Management and may result in an Adverse Action. (3) Cadet shall know the names and titles of all departmental employees in their immediate chain of command. Cadets shall, without exception, adhere to their chain of command when requesting clarification of departmental policies and procedures. Cadets shall also know the insignia worn by each rank (refer to Annex E). Any concerns regarding actions or orders by an Academy staff member shall first be discussed directly with the involved staff member. 2. SCHEDULES AND DETAILS. (a) General Information. (1) Promptness is essential during training, as well as throughout the cadet’s entire career with the Department. International time (24-hour clock) is used on all schedules. There are no colons used when documenting international time. (b) Training Schedules. (1) The master schedule will be adhered to unless otherwise directed. (2) The master schedule on the class bulletin board shall be checked for schedule changes each day. (3) While in Emergency Vehicle Operations Course (EVOC) training, the class bulletin board shall be checked hourly for any EVOC training changes. CADET SOP 6 (c) Cadet Overtime Compensation. Cadet overtime shall be in compliance with departmental policy and the current Bargaining Unit 5, Memorandum of Understanding: (1) Training in the Academy will last approximately 145 training days and will result in approximately 152 hours of overtime. 103 of these hours will be compensated with compensating time off (CTO) at time and one half. The remaining 49 hours will be paid at the regular hourly premium overtime (OT) rate. Any overtime earned, in excess of the approximate 152 hour maximum, will be compensated as either OT or CTO, and the cadet will choose the method of compensation. (a) Once the approximate 152 hour maximum is reached, each individual cadet will be responsible for consolidating their overtime weekly on Cadet OT Form (refer to Annex V). (b) The individual cadet will choose whether they want overtime worked beyond the 152 maximum to be compensated as either premium OT or CTO. (c) Each week, the Recruit Training Office will collect the Cadet OT Form, review, and submit to the Cadet Desk for processing. (d) Leisure Time. (1) Cadets may use the various facilities available in conformance with the general rules of the Academy. (2) The gym and physical training facilities may be used with permission from the Recruit Training Office or the Physical Training (PT) Unit staff. (a) Cadets using the physical training facilities shall sign in and out on the gym log. Failure to do so will result in a liberty restriction. (b) During the first two weeks of training, cadets may use all the inside gym facilities, except the weights. (c) Cadets may not run on their own during the first two weeks of training without prior approval from the PT Unit staff. (d) There shall be at least two cadets present when using the outside physical training areas, weightlifting room, or water safety training tank. (e) The obstacle course shall not be used unless prior approval is granted by the PT Unit staff. 7 CADET SOP (3) Physical activity occurring on personal or leisure time while on Academy grounds and not under the purview of the PT Unit requires specific authorization and shall not otherwise be conducted. This restriction is eliminated once a class earns Junior status and shall be performed in accordance with the requirements outlined in paragraph 2(d)(2)(a-e). (4) Cadets shall not leave the Academy grounds or go to the parking lot for any reason except when on authorized liberty or when granted permission by the Recruit Training Office. (e) Non-Academy Staff Visitations. (1) Cadets shall not permit or encourage any person to enter any portion of the Academy grounds at any time unless specific permission is obtained from the Recruit Training Office. (2) When permission is granted, cadets shall instruct visitors to report to the Administration Building during business hours. During non-business hours, visitors shall report to the Recruit Training Office, and the on-duty Recruit Training Officer shall specify the location where the visitation will take place. This will normally be on the west side of the Recreation Building. (3) Cadets shall wear the cadet uniform during the visitation. (4) On liberty days, persons who are to pick up cadets at the Academy shall be directed to wait off Academy grounds until the conclusion of the cadet’s training day. Cadet pick-ups and drop-offs will occur in the cadets’ respective parking lots (north or south). (f) Liberty. (1) Normal Liberty Hours. (a) Weekdays, 1700 hours to 2200 hours. Liberty will not be granted during the first week of Academy training. (The Academy Commander has the discretion to change the liberty hours). (b) Weekends, 1700 hours Friday to 2359 hours Sunday. (The Academy Commander has the discretion to change the liberty hours). CADET SOP 8 (c) Cadets shall sign out on the locator sheet each time they leave the Academy grounds utilizing a black ballpoint pen in neat, legible printing. Printing shall be in upper case block letters, using six-digit dates (e.g., 01/25/24) and 24-hour international time (e.g., 1735) where applicable. Entries shall be made in the destination column to indicate the city of destination. If liberty will involve an overnight stay, cadets shall also include a telephone number where they can be reached. If a mistake is made on the locator sheet, the involved cadet shall draw a single line through the error and make the correct entry directly above it. The cadet then shall immediately notify the Recruit Training Office of any error on the locator sheet. If the Recruit Training Office is closed, the cadet shall leave an informational Blue Card after making the correction. (2) After signing out, cadets shall immediately leave the Academy grounds. Upon returning to the Academy, cadets shall immediately sign in. Loitering (e.g., making telephone calls, checking squad folders or cadet boards, using vending machines, casual conversation, hanging out in the dormitory [dorm] rooms) after signing out, before signing in, and after signing in from liberty is not permitted and will be considered a failure to sign in from liberty. Failure to follow this direction will result in a liberty restriction and/or a censurable CHP 2. (3) All cadets shall sign in prior to the conclusion of liberty. Failure to do so will result in a liberty restriction and/or a censurable CHP 2. (4) Special liberty will be granted only on rare occasions and must be approved by the Recruit Training Office. (5) “Off-grounds” errands, such as auto repair, haircuts, check cashing, etc., are not normally permitted. (6) Cadets shall be in appropriate civilian attire when signing out and returning from liberty. (a) Liberty attire consists of the cadet’s civilian clothing, which is to be neat, clean, pressed, and worn in good taste. No shorts, tank tops, T-shirts, sweatpants, clothing with unacceptable printing, sandals, badly faded blue jeans, etc., are permitted. (b) Cadets shall ensure their shirts are properly tucked into their trousers. A belt will be worn with pants or trousers that have belt loops. If baseball-type hats are worn, the bill will face forward, and it shall be removed when entering the Recreation Building or other indoor area. 9 CADET SOP (7) Once a cadet class earns Junior status, as communicated by the Recruit Training Office, they are given the ability to wear appropriate civilian attire at the conclusion of the training day, while on Academy grounds. While in civilian attire, cadets shall wear their cadet name tag and may carry their cell phone on their person. Junior cadets will also be granted the ability to utilize the gym, track, recreation area, classroom building, and other outside gathering locations during this time. While utilizing the gym or track, cadets shall wear proper physical training attire and work in pairs. Academy Management has the discretion to remove or change the Junior class liberties. (8) Once a cadet class earns Senior status, as communicated by the Recruit Training Office, the liberties they were granted as Juniors will continue. The class may be granted additional weekday evening liberty at the discretion of Academy Management. Academy Management has the discretion to remove or change the Senior class liberties. (g) Off-site Medical Appointments. (1) All off-site medical appointments shall be coordinated through the Emergency Medical Services (EMS) Unit, with notification made to the Recruit Training Office. (2) Cadets shall not leave the Academy grounds without checking out with the on-duty Recruit Training Officer. (3) To sign out for a medical appointment, all cadets shall report to the Recruit Training Office and follow the instructions given by the on-duty Recruit Training Officer. (4) If an injury/illness is industrial or personal, the EMS Unit’s vehicle and/or the cadet’s personal vehicle will normally be used. However, if a personal vehicle is not available, another cadet may be asked to provide transportation. (5) Upon receipt of a medical appointment, cadets shall immediately notify the Recruit Training Office of the date, time, and location of the appointment by submitting a Blue Card. (h) Meals. (1) Meals are normally served between 0645 hours and 0715 hours, 1145 hours and 1215 hours, and 1645 hours and 1715 hours, Monday through Friday. Meals served on the weekend will be coordinated through the Recruit Training Office during the week prior and are generally self-serve or to-go box meals. CADET SOP 10 (2) To facilitate movement at the beverage line, only two cups (a combination of plastic or coffee cups) shall be used per tray. Coffee cups are to be used for hot drinks only. During the first two weeks of training, cadets shall take two bottles of water per meal and consume at least one with their meal. (3) When the meal is finished, the chair shall be placed under the table by picking the chair up off the floor rather than sliding it on the floor. Place all articles (cups and glasses) and tray on the conveyor belt at the northwest end of the cafeteria. Place eating utensils in the plastic bin provided, and place trash, including any unconsumed food, in the trash can. (4) Cadets shall eat in the area designated for their training class. Cadets shall fill in each available chair at each table as they arrive, starting from the table furthest to the south, in the back row of their designated area. Tables shall be filled in a counterclockwise manner, beginning with the chair on the south side of the table. (5) Cadets are required to complete the Meal Sign-Up Sheet prior to the weekends and liberty days. This sheet is necessary to advise the cafeteria staff how many meals to prepare. (a) Failure to consume a meal that was signed up for, or consumption of a meal without signing up, will result in a liberty restriction. (b) Cadets must initial the appropriate box over their check mark on the Meal Sign-Up Sheet when the meal is consumed. Failure to do so will result in a liberty restriction. If a cadet is on the training table, they shall place a ‘T’ with a circle around it next to their check mark. (6) Cadets shall consume all provided meals. Skipping a meal will result in a gig. (7) Cadets shall pivot to perform any facing movement (direction change) while walking inside, or outside the cafeteria. Pivots shall be conducted anytime the cadet is involved with eating, whether they are carrying a tray, or not. (8) The general rule is no greetings in the cafeteria while seated; however, cadets shall use sound judgment and greet when appropriate. For example, when making eye contact with someone who is not engaged in a conversation or sitting down eating, greet them properly. 11 CADET SOP (i) Laundry and Dry Cleaning. (1) Cadets can have their uniforms cleaned by an outside vendor during their weekend liberty. However, the cadet is responsible for any loss or damage to the uniform. (2) Coin-operated laundry equipment, irons, and ironing boards are provided for cadet use and convenience in the Day Rooms. (3) Cadet uniforms are delivered by the dry-cleaning vendor to the Day Room and shall be removed by 2359 hours on Sundays. (j) Cadet Details. (1) Cadet details are assigned for training purposes and are intended to accomplish specific assignments. The following details will be assigned to individuals and groups by the Recruit Training Office: (a) Company Commanders will be appointed by the Recruit Training Office supervisor. They will carry out orders from the Recruit Training Office and present their companies for formation and physical training. Company Commanders will select a cadet within their respective companies to maintain the company bulletin boards located in the Recreation Building. In addition, Company Commanders will select a cadet within their respective companies to maintain the pigeonhole/squad box area of the Recreation Building. The Company Commanders will serve as a direct liaison between their companies and the Recruit Training Office. However, cadet personal issues are to be addressed by the Recruit Training Office. (b) A Company Guide will be appointed by the Recruit Training Office. They will assist the Company Commanders and carry out orders from the Recruit Training Office. (c) Squad leaders will be appointed by the appropriate Recruit Training Office squad counselor. The responsibility of the squad leader is to ensure accountability of their squad, at the direction of the squad counselor. They will also assist the Company Commander in carrying out duties set forth by the Recruit Training Office. (d) Drill instructors will be assigned to lead close order drills during morning formations. (e) Mail Clerks will be responsible for collecting and distributing the mail within their respective companies. They shall check for incoming mail and CADET SOP 12 information at least once during the morning and afternoon hours. Mail Clerks will also assist the Supply Clerk as necessary. (f) Supply Clerks are responsible for obtaining and distributing class materials prior to the beginning of each class. They shall also report to the Supply Unit on a regular basis and distribute such items as memorandums, General Orders, and manual updates. Upon conclusion of an instructional period, Supply Clerks will be responsible for returning any unused forms or class materials to the Supply Unit. They will also ensure that adequate supplies are available in the classroom and mailbox areas. Supply Clerks will obtain a Blue Card from the instructor if instructional materials are needed for that class. For individual needs, cadets shall obtain Recruit Training Office permission prior to going to the Supply Unit. For company, squad, or group issuance of equipment, permission from the Recruit Training Office is not needed. (g) Flag detail will consist of seven cadets from each company. The detail shall conduct the flag ceremony utilizing proper military protocol, as directed by the Academy staff. The flags will be raised Monday through Friday by 0725 hours or any time after sunrise and lowered no earlier than 1700 hours. Duties will be shared equally by all company details. Flag detail cadets who are not participating in the flag raising on a given day shall practice their detail at the same location their company is practicing drill. (h) Audiovisual operators will develop a working knowledge of all audiovisual and lighting equipment in the classrooms. They will operate the equipment as directed by their instructor. (i) Social Media cadets are responsible for taking photographs or videos of cadet training and sharing media with the Academy Accreditation Unit personnel for posting on Academy specific social media accounts. Social Media cadets shall not photograph, nor video record, any training deemed sensitive, nor shall they disrupt training in the performance of their duties. Instructor approval is required prior to photographing or video recording during training. **Social Media cadets will work together to create a cadet video to be shown during graduation. The video shall not exceed 5 minutes in length and is to be submitted to the Recruit Training Office Sergeant 3 weeks prior to graduation for review and approval. The TV Unit will provide access to non-copyrighted music for use with the video. (2) Cadets will be expected to fulfill the requirements of these assignments to the best of their abilities. 13 CADET SOP (3) Cadets shall obey orders issued by appointed cadet leaders. Failure to do so shall result in Recruit Training Office involvement and potential disciplinary action. (4) Elected Positions shall be filled for each class and include Class President, Vice President, Treasurer, and Secretary. The group of selected individuals will be referred to as the class management team. See Annex U for a detailed list of duties for each elected position. 3. BUILDINGS AND GROUNDS. (a) General. (1) The cooperation of all trainees is essential in maintaining the buildings and grounds in excellent condition. (a) Use ashtrays and sand urns for cigarettes, cigars, matches, and other lighted material. (2) Community areas are those areas used by cadets as a group, except dorm rooms. Cadets are jointly responsible for keeping community areas in a clean, neat, and presentable condition. (a) Use waste containers for wastepaper, disposable cups, etc. (b) Alcoholic beverages are strictly prohibited on the Academy grounds. Violation of this rule may result in Adverse Action. (c) Food and beverages are strictly prohibited in classrooms, dorms, the gymnasium, and the pool area. Food includes any snacks provided by the Academy staff and any form of candy. However, breath mints (mint- flavored and clearly labeled as such) or chewing gum is permitted in the dorms and outside the classrooms during breaks. Gum chewing or the disruptive consuming of mints in the classroom is prohibited. Water in a sealed container may be stored in the classroom under the desk. Additionally, electrolyte packets or protein powder mixed with water, and/or prepackaged protein drinks, are allowed in the classroom. Bottled water, protein powder, and/or prepackaged protein drinks may also be stored and consumed in dorm rooms. Consuming any beverage other than what is related above in the classroom or dorm rooms is prohibited. **PT Unit approval is required prior to consuming protein. (d) Smoking of tobacco and/or use of vaping devices is permitted outside only, in the designated areas (gazebos), at least 20 feet from any doorway, window, or ventilation area. CADET SOP 14 (e) The chewing of tobacco is not permitted in dorms or classrooms. Do not put chewing tobacco expectoration in the waste baskets. Spitting on the ground is also prohibited. (f) Cadets shall not use the dorm or classroom areas for Rapid Containment Baton (RCB) practice. (g) Edge dressing and liquid shoe polish are not to be used in carpeted areas. Shoes/boots that have had these products recently applied are to be kept off carpet until the product has dried completely. (h) Cadets shall not share any of the following: towels, razors, and/or personal hygiene tools or equipment. Cadets shall ensure all cuts and abrasions are covered with a band-aid or dressing. At the first sign of infection (e.g., redness, swelling, hot to the touch, and/or a foul-smelling discharge), report to the Recruit Training Office. (3) Building Discrepancies. (a) Blank copies of the 091-090, Maintenance Unit Work Order Request, are located in the cadet mail slot area. These are to be used to report repair or maintenance issues such as defective air conditioner, burned out fluorescent lamps, etc. (b) Submit completed 091-090 forms to the Recruit Training Office. (c) If the repair or maintenance issue involves a locker which cannot be secured, a duplicated 091-090 form will be taped to the locker. (4) Community Areas–Specific. (a) Classrooms. 1 Cadets shall display their name card on their desk so that it is visible to the instructor during class hours. Cadets are not to write on or attach any items to their name card unless directed to do so by the instructor. 2 No personal items of value (wallets, jewelry, credit cards, paychecks, check books, money of any kind, cellular telephones, smartwatches, pagers, sunglasses, car keys, etc.) or food shall be stored inside of backpacks or bags that are within the classroom area. Protein powder in a mixing container or pre-packaged protein drinks are the only exception to this rule. 15 CADET SOP 3 When an absence from the classroom exceeding one hour is anticipated, place all study materials on the seat. This will permit the janitors to clean the desktops and floors. 4 After training hours, cadets shall remove all personal and state materials from the classroom. 5 Cadets will be responsible for maintaining neatness in the classrooms. This includes updating or removing outdated material from the bulletin boards and classroom walls. Cadets will also be responsible for maintaining table tops and forms near the pigeonhole area in a neat and orderly manner. It shall be the responsibility of the Company Commanders to assign individuals or groups to ensure compliance. 6 Any audio recording equipment is prohibited in the classroom or during any training classes (physical training, Arrest and Control, EVOC, scenarios, etc.). If a cadet wishes to videotape or photograph any portion of training, they shall request expressed permission from the instructor(s) teaching the respective class. Upon receipt of permission, cadets shall exercise good judgment in taking photographs or video. 7 When answering/asking questions, cadets will stand unless expressly told by the instructor to remain in their seats. 8 When the instructor enters the classroom prior to the block of instruction, cadets will stand at the position of attention and greet the instructor. The greeting will correspond with the time of day, “Good morning (afternoon, evening) sir (ma’am, lieutenant, etc).” Cadets will follow their greeting with their class chant, unless expressly told by the instructor to take their seats. 9 When the instructor leaves the classroom at the end of the block of instruction, cadets will stand at the position of attention and thank the instructor. (b) Gymnasium. 1 Wear gym shoes that will not leave marks on the floor. 2 Return equipment to the proper receptacles after use. CADET SOP 16 (c) Post Exchange. 1 The Post Exchange (PX) is open Monday through Friday, from 0730 hours to 1700 hours. 2 Money received at the PX is transferred to the Academy Recreation Fund and is used to provide recreational items, such as the dry sauna, televisions, and game tables located in the Recreation Building. (d) Recreation Building. 1 Cadet pigeonholes shall be checked at the beginning and end of the training day for returned documents/assignments. 2 Return all equipment to its proper location after use. 3 Damaged equipment should be reported to the PX staff. (e) Restrooms 1 Use of the restrooms in the Recreation Building is prohibited. (b) Dormitory Regulations. (1) To ensure effective security in the dorm areas, outside doors and dorm room doors shall be locked at all times. Violation of this provision will result in a gig. (a) Exception. 1 Dorm room doors may be unlocked when the cadet(s) is physically present in the room and awake. (2) Cadets shall not enter the dorm room, foyer, or washroom assigned to any other Academy trainee. Cadets shall not permit any other person to enter their dorm room, foyer, or washroom. (a) Exceptions. 1 Cadets may meet in the dorm rooms of other cadets for study between 1730 hours and 2200 hours on weekdays, and 0900 hours and 2100 hours on weekends. 17 CADET SOP a When cadets of different genders are the same dorm room, the door shall be propped wide open, all cadets shall be in full cadet uniform, and all occupants of the quad shall be notified. 2 Academy personnel (instructors or Recruit Training Officers) may enter dorm areas for official business at any time. 3 Janitorial and maintenance staff may access dorm areas for required cleaning or repairs. Cadets shall be appropriately attired when studying or relaxing in their dorm rooms. When traveling to or from the shower area, cadets shall cover themselves with a towel or bathrobe. 4 When in use, the bathroom doors shall be closed. When not in use, the bathroom doors shall be propped open. 5 Cadets are responsible for any foul odors from dirty physical training gear, shoes, mildew from wet towels, or failing to properly flush toilets. Failure to maintain an odor-free environment may result in a gig for the entire affected dorm quad. (3) Minimal noise is expected between 1745 hours and 2300 hours. (a) During the duty week, between 2300 hours and 0400 hours, all lights shall be off (including the lights in the foyer and bathrooms), and silence observed. (4) Cadets shall sleep in their assigned beds, using only the bedding provided by the Academy. Cadets shall sleep under the covers of their assigned bed. Sleeping bags are prohibited in the dorm rooms and adjacent areas. (5) Three-Bed Dorm Rooms. The cadet assigned the lowest letter in the dorm room will sleep on the single bed. The cadet assigned the next letter in the dorm room will sleep on the bottom portion of the bunk bed. The cadet assigned the double letter in the dorm room will sleep on the top portion of the bunk bed. Cadets shall letter their assigned bed and chair. (Refer to Annex N.) (6) Cadet dorms (including rooms, closets, drawers, luggage, and bathrooms) are subject to inspection (for cleanliness or contraband) by Academy Recruit Training Officers at any time. Cadets shall not secure their room, washroom, closets or lockers with personal locks or by any means other than the state issued lock assigned to that dorm room by the Academy. Violation of this rule will result in an automatic liberty restriction. If unauthorized items are found during any inspection, appropriate action will be taken. Cadets are CADET SOP 18 responsible for the appearance and condition of their assigned dorm room to the following extent: (a) Cadets are responsible for immediately reporting any damage to their dorms to the Recruit Training Office. Failure to do so will result in a censurable CHP 2, Memorandum of Direction, or Adverse Action. (b) Dust all furniture (desk, bed frame, locker, and chair), window and door ledges, study areas, lamps, and heating/air conditioning vents. (c) For inspection purposes, each dorm room will be divided by an imaginary line down the center of the room. Each cadet will be responsible for their side of the dorm room. A third cadet (double letter) will be responsible for their bunk, desk area, locker, heater/air conditioner unit, and the dorm room entry way. (d) Any discrepancy found in a common area (foyer, bathroom, etc.) shall be signed for by one occupant from each room on the side of the dorm cluster where the discrepancy was noted (e.g., dust in the bathroom of 110ABCD shall be signed for by one occupant from 110AB and one occupant from 110CD). When signing for a common area, or community gig, the cadet will note a “C” that is circled (ex. ©) to indicate they are taking ownership of said gig. Failure to sign for a community gig will result in all affected cadets receiving a gig. (e) Dorm discrepancies found during an inspection may result in a gig. Multiple discrepancies may result in a liberty restriction. Failure to sign for a dorm inspection will result in a liberty restriction. (f) When leaving the room, turn off all lights and the heating/air conditioner system. If the heater/air conditioner is left on, the occupant of the upper bunk will receive a gig. If only two cadets occupy a room, it is the responsibility of the cadet assigned to the heater side of the room. From April 1 through October 31, window drapes shall be closed during the day. From November 1 through March 31, window drapes shall remain open throughout the day. Depending on weather conditions, windows may be left open for ventilation. (g) When cadets are away from their assigned rooms for any reason, all personal items of value (ex. wallets, check books, jewelry, credit cards, paychecks, prescription medications, money of any kind, cellular telephones/chargers, sunglasses, electric razors, irons, keys, personal electronics, therapy guns, etc.) shall be locked in the dorm room closets. In addition, books and equipment bags shall not be left out on the desks or on the floor. All state-issued items (except manuals, charging radio 19 CADET SOP extenders, rechargeable flashlights, charging laptop computers) shall be locked in the dorm closet. Violation of this provision will result in a liberty restriction. However, failure to secure any officer safety equipment (soft body armor, radio, baton, oleoresin capsicum spray, electronic control device, firearm) will result in a censurable CHP 2 or Memorandum of Direction. (h) The state-issued rechargeable flashlight and charging unit shall be positioned with the lens end down on the desk under the desk lamp when not in use. Cadets shall ensure the charging unit is plugged in and the “charge” light is illuminated when they are away from their room. The electrical cord for the charging unit shall be neatly wrapped to avoid an unsightly appearance. (Refer to Annex F) Note: Do not turn the flashlight on and place lens-end down on the carpet or desk in an attempt to drain the battery. This will damage either area and can result in a fire. (i) No ammunition or empty casings, mace, or flammable or explosive materials are allowed in the dorm rooms. 1 California Penal Code Section 171(b) prohibits persons from possessing firearms and other specified weapons in state or local public buildings. Cadets in possession of state-issued safety equipment or training materials, while engaged in Academy training and under the supervision of Academy staff, are exempt. (j) No open flames (lighter, candles, etc.) are allowed in cadet dorm rooms. (7) Personal vehicles on Academy grounds shall not contain weapons of any kind (bats, pellet or paintball guns, pepper spray, etc.). (8) Prior written permission must be obtained from the Academy Commander to keep other firearms in dorm rooms. (9) Any live ammunition or casings found in a dorm room or on a cadet’s person shall be turned into the Recruit Training Office immediately. (10) All medications, including over-the-counter and prescription, shall be reported to the Recruit Training Office. Cadets shall update their Cadet Information Sheet whenever a change is required. This sheet is located in the Recruit Training Office. Such changes shall include the name of the medication, reason for taking the medication, the dosage, and the length of time the medication will be taken. CADET SOP 20 (11) Closets and Drawers. (a) State-issued locks shall be used for lockers. (b) Uniforms are to be hung on the left side of the closet, and civilian clothes on the right side. (c) Shoes will be placed in a neat row on the closet floor or in the prescribed manner under the bed. (Refer to Annex M.) (d) Dirty laundry is to be kept in a laundry bag. (e) The laundry bag shall only be hung from the wooden dowel or hook provided inside the closet. (f) A maximum of two suitcases may be kept in the closet or on top of the locker. Suitcases, briefcases, or other containers shall be kept unlocked at all times. This includes backpacks and duffle bags. (g) Books are to be arranged in a neat row on the top of the locker if they cannot be stored inside the locker. (h) Closet and desk drawer contents shall be neat. Clothing shall not be stored in the desk drawers. If a cadet’s room is changed, drawers shall be unloaded. Switching drawers is not permitted. (i) The use of a room air freshener is recommended. If necessary, the container may be placed on the window ledge behind the curtain. (j) Articles on top of the closet dresser are to be neatly arranged. Cadets shall not occupy more than one locker. (k) The inside of the closet shall be neat and orderly. The outside of the closet door frame shall be dusted. (l) Athletic clothing that is sweaty or soiled shall be hung neatly on the racks provided on the back of the dorm room doors. (m) Cadets assigned to a dorm room alone are responsible for the entire room. Unoccupied beds shall be left unmade. (n) Each cadet may leave one clock or clock/radio combination and two personal family photographs in the prescribed position on the study desk. No other personal articles may be left outside the locked closet or desk drawers. (Refer to Annex F.) 21 CADET SOP (o) Laptop computers and tablets are permitted in the dorm rooms and the dayrooms only. All laptop computers and tablets may be used after the completion of the training day. Use of laptop computers and tablets after 2100 hours shall be in the dayrooms only and shall be terminated by 2200 hours. All electronics shall be turned off when not in use while on Academy grounds (Video recording devices and handheld scanners may be permitted with prior Recruit Training Office approval). If a router is in a cadet dorm room, the cadets SHALL NOT cover the router light in any way. If it is discovered a cadet covered the light, all cadets assigned to the dorm room shall receive a gig. Cadets will only possess these items after they obtain approval from the Recruit Training Office. Failure to adhere to this provision will result in a weekend restriction and could result in the removal of these privileges (Commander’s discretion). (p) Cellular telephones are permitted in the dorms and dayrooms only. Cadets possessing such items shall provide the Recruit Training Office with the telephone numbers. All cellular telephones shall be turned off when not in use while on Academy grounds. Cellular telephones may only be used after completion of the daily class/training schedule. Cellular telephone use after 2100 hours shall be in the dayrooms only, and all cellular telephone use shall be terminated by 2200 hours. Violation of cellular telephone use privileges will result in a gig and/or could result in the removal of cellphone privileges during the week (Commander’s discretion). (q) Cadets are prohibited from rearranging beds. (r) Cadets are responsible for the appearance and condition of the adjoining bathroom to the following extent: 1 No personal articles, such as soap, shaving equipment, shampoo, etc., may be left in the shower stalls or on the sink shelves. 2 Sinks, counters, and adjoining shelves shall be wiped clean after use. 3 Mirrors shall be left clean, and lights and towel dispensers shall be free from dust. 4 The floor and sinks shall be wiped free of standing water. 5 Toilets shall be flushed after use. 6 All drawers and shower doors must be left closed. CADET SOP 22 7 Heaters are to be turned off when not in use. To assist in cleaning and proper ventilation, the overhead lights and fan may be left on between 0800 hours and 1700 hours on training days. 8 Towels and washcloths shall be hung neatly on the bathroom towel racks. Shower or bathmats shall also be neatly hung up on the provided racks after use to avoid mildew buildup on the floors. 9 Wet articles, such as towels or swim wear, shall be hung on the hooks provided in the bathrooms. (12) Linen exchange day is on Monday, by 1215 hours. When Monday is a holiday, linen exchange will be on Tuesday at 1230 hours. (a) Prior to 0800 hours on linen exchange day, stack blankets, linen, and pillow, in that order, on the foot of the bed. (b) Exchange soiled linen for clean linen at the linen supply room located in the dayroom/laundry room. (c) Place the two sheets from each bed in the pillow cover from each bed when exchanging at the linen supply room. (d) Place the clean linen at the foot of each bed in the same order as described in paragraph 3.b.(7)(a). (e) Beds are to be remade in the prescribed manner after 1700 hours on linen exchange day. (c) Outside Area. (1) Use the sidewalks and roadways unless otherwise instructed. (2) Do not park or drive any vehicle on the unpaved portions unless specifically authorized. (3) The EVOC and Range areas are off limits to cadets except during scheduled instruction. (4) Walking through the center of the quad area is prohibited. This includes any area between the Administration Building and the cafeteria. (5) Cadets shall not march or walk in a robotic fashion unless in formation. When walking across the quad, cadets will walk in one or two lines without pivoting their turns at 90 degrees. They will walk naturally, moving their head and eyes naturally to be aware of their surroundings and to make eye contact 23 CADET SOP with others when naturally appropriate. They will not walk right next to buildings and doors, creating a hazard to themselves. Cadets shall only walk through the quad when expressly instructed to do so. Otherwise, they shall walk behind the Recreation Hall, Water Safety Tank, and Gymnasium. (d) Administration Building. (1) Cadets shall not enter the Administration Building unless they have been given specific permission to do so by the Recruit Training Office or an instructor, and under the following circumstances: (a) While performing the duties of the flag detail. (b) While performing the duties of the mail clerk for their company. (c) While completing required paperwork with the Cadet Secretary or Cadet Coordinator. (e) Use of Personal and State Issued Laptop Computers/Internet Devices. (1) Laptop computers and tablets are permitted in the dorms and dayrooms only. All laptop computers and tablets may be used after the completion of the training day. Laptop computer and tablet use after 2100 hours shall be in the dayrooms only and shall be terminated by 2200 hours. All electronics shall be turned off when not in use while on Academy grounds (Video recording devices and handheld scanners may be permitted with prior Recruit Training Office approval). (2) State-issued laptop computers shall be positioned on the dorm room/classroom desk in an orderly manner at all times. At the close of business, cadets shall ensure state-issued laptop computers are returned to their dorm rooms and plugged in for charging so as to be operational for class the next day. Cadets shall return the laptop computers to their dorm rooms for charging when released for lunch or dinner if the battery level is below 75 percent, and allow the laptop computer to charge until immediately before the next class begins. The laptop computers shall be returned to the dorm rooms for charging when cadets are outside the classroom environment for extended periods (e.g., PMA, Range, etc.). (3) Cadets shall check their departmental electronic mail on the state-issued laptop computers at least once daily. (4) Cadets will be responsible for the condition and any damage to their state- issued laptop computers. Damage and/or loss of a cadet’s state-issued laptop computer or chargers shall be reported to the Recruit Training Office CADET SOP 24 immediately, and may result in an Adverse Action up to and including dismissal. (5) The laptop computers may be taken home on liberty for the purpose of studying, provided they are not stored in any place that is outside of the cadet’s immediate control (e.g., a vehicle, including the trunk) and returned with the cadet following liberty. Any laptop computers that are taken home when traveling by air shall be taken as a carry-on item and not stowed in luggage. (6) Technical problems shall be reported to the Recruit Training Office immediately. Cadets shall not wait until the start of their class to inform the Recruit Training Office of computer issues. (a) The following procedures and guidelines shall be adhered to: 1 A CHP 53, Request for Information Technology (IT) Request, shall be completed and legible. 2 The CHP 53 will be turned in to the Recruit Training Office. 3 If a state-issued laptop computer is defective (e.g., broken screen, fails to power up when fully charged, etc.), a loaner laptop computer will be issued by the Recruit Training Office. a Upon leaving a defective computer and taking a loaner computer, the cadet shall complete the relevant boxes on the sign-out sheet maintained by the Recruit Training Office. b Upon returning the loaner computer once the cadet’s assigned laptop computer is fixed, the cadet shall complete the remaining information on the sign-out sheet. c No information or notes are to be saved on the loaner laptop computer. Any information or notes shall be saved on a removable flash drive only. 4 If a cadet is given a loaner laptop computer, the Recruit Training Office will coordinate with Information Management Division, Information Technology Section. 5 Computer issues related to passwords or Bitlocker will be handled in the Recruit Training Office. A cadet may not be issued a loaner laptop computer for these issues as they are relatively easy to fix or resolve. 25 CADET SOP (7) At the time of issuance, each cadet shall complete a CHP 101, Appropriate Use of Automated Information & Systems Statement. Additionally, cadets will receive a classroom lecture regarding the laptop computers, their use in regard to classes and assignments, and the rules that govern their use (as outlined in the Cadet SOP). Inspection of an issued laptop computer is authorized at any time, for any reason (including random inspections) for the purpose of verifying adherence to the procedures outlined in the Cadet SOP. (8) With regard to the state-issued laptop computers, cadets shall not: (a) Use another cadet’s laptop computer for any reason. (b) Share or allow any other person to know their login password. (c) Log in (or attempt to) with login credentials other than their own. (d) Attempt to troubleshoot errors or technical issues. (e) Connect to (or attempt to) any networks, Wi-Fi networks, or Hotspots other than the authorized training network. (f) Download or install (or attempt to) any software. (g) Use the laptop computer for any non-departmental purposes (e.g., unauthorized media, searching the internet, personal email, etc). (h) Connect unauthorized devices (e.g., telephones, drives, etc.). (i) Alter the appearance or exterior in any way. (j) Misuse Outlook, Teams, or Sharepoint, etc. for personal/unprofessional communication, posts, messages, etc. Cadets may utilize Microsoft Teams to create chat groups for the entire class, for individual companies, or for individual squads, to share relevant information related to Academy training. Any programs utilized for anything unrelated to Academy training may result in an Adverse Action, up to and including dismissal. 4. UNIFORM AND APPEARANCE. (a) Cadets shall maintain exemplary uniform and grooming standards at all times. Cadets shall shave facial hair every morning (and as needed to maintain a clean- shaven appearance), and shall shower after physical training, or as otherwise necessary to maintain good personal hygiene. Grooming shall conform to those standards as directed by the Academy staff and described in Highway Patrol CADET SOP 26 Manual (HPM) 73.5, Uniform/Grooming and Equipment Standards. Modifications to the cadet uniform shall be restricted to ensure proper fit only. (b) After issuance of the RCB, cadets shall not carry any items, other than the duty weapon, in their primary hand. (c) Cadet Dress Uniform. (1) The Academy cadet dress uniform shall consist of the following: (a) Cadet uniform shirt. 1 Cadets may wear either the long-sleeved or short-sleeved shirt on a year-round basis as part of the cadet dress uniform. 2 When wearing the long-sleeved shirt, cadets may wear the approved departmental blue necktie with the appropriate tie bar as desired. 3 In any instance where cadets are participating in a ceremony, including the weekly Memorial Fountain ceremony, all cadets shall wear their long-sleeved uniform shirt, navy blue tie, and tie bar. (b) Cadet collar insignias. (Refer to Annex G.) (c) Cadet uniform trousers. (d) Issued leather gear may be polished and maintained using products approved by the Academy staff. (e) Cadet uniform cover (blue hat). (f) Black boots SHALL comply with the CHP uniform policy. In addition, boots shall be polished and highly shined at all times. “Speed laces” (front zippers) are not authorized. Boots with canvas portions which are visible below the trouser hem are not authorized. (g) Cadets should wear navy blue or black socks. White socks may be worn, provided no part of the white sock is visible while standing, walking, marching, or sitting. (h) Cadet blue jacket. 1 Whenever a cadet elects to wear the cadet blue jacket (even with a short-sleeved shirt), the cadet may wear the approved blue necktie with the tie bar. 27 CADET SOP 2 The blue jacket is an optional item and may be worn at any time. When worn, it shall be buttoned, except for the top button. 3 Jacket sleeves are not to be rolled or pushed up and shirt sleeves will not be visible outside of the jacket sleeves. (i) Watch. If alarm-style watches are used, the alarm shall be disabled during training hours. Watches will be of a neutral color. A PT Unit authorized activity tracking device (e.g., smartwatch) may be worn during the day to track physical activity however, all wireless connectivity shall be disabled during business hours. (j) Pen with black ink. (k) Soft body armor (worn at all times). (l) Radio extender (upon issuance), with charged battery. (Refer to Annex H.) (m) Cadet aiguilette (worn on the right shoulder only by the Company Commanders). (n) Cadet gold squad leader epaulette attachment (worn on the right shoulder by squad leaders). (o) Class identifier (red, white, or blue) epaulette attachment (worn on the left shoulder). Each cadet class is assigned a color which will identify them for the duration of their Academy training. (p) Plain WHITE crew neck T-shirt. The T-shirt collar shall be secured behind the tie clip so as not to protrude above the uniform shirt collar when the tie is worn. When the short-sleeved cadet uniform shirt is worn, a plain WHITE crew neck T-shirt shall be worn. No portion of the T-shirt sleeve shall be visible underneath the short-sleeved uniform shirt. Compression shirts and base layers are authorized for wear under the cadet long-sleeved dress uniform provided they are worn under the required plain white crew neck T-shirt and are not visible. (2) Cadets shall wear and maintain their uniform in an exemplary manner, ensuring it is clean and pressed. Uniforms shall be examined on a daily basis and any excess threads or stains shall be removed. While the uniform is being worn, cadets will be responsible for proper alignment of the shirt and trousers, commonly referred to as a “gig line.” CADET SOP 28 (3) Cadets shall wear only departmentally issued uniform and leather gear items, including the soft body armor. Any optional equipment or uniform items shall be approved by the Academy staff. (4) The wearing of shorts is only approved during physical training runs. With exception to dorm rooms, no shorts are allowed indoors. (5) Cadets may only wear physical training gear in the cafeteria when given specific permission from the PT Unit staff on each occasion. (6) Civilian clothes are authorized only under the following circumstances: (a) When signing in or out from liberty. (b) When signing in or out for medical or dental appointments. (c) When signing in or out from liberty and reporting an error on the locator sheet. (d) When directed by the Recruit Training Office. (e) When granted junior or senior privileges. (f) If there is an emergency situation that requires immediate notification of the Recruit Training Office. (7) While at the Academy, cadets are permitted to wear an activity tracking device, such as a smartwatch, watch phone, or similar device, for the purpose of activity tracking. As outlined in paragraph C(1)(i) above, all wireless connectivity shall be disabled during business hours and any such watch style shall not be worn during any Academy testing (RBC, scenario, etc.). (d) Placement of Accouterments. (1) The insignia shall be centered between the inner and outer edge of the collar of the shirt, with the leading edge of the insignia placed 1/2 inch back from the front edge of the collar. (Refer to Annex G.) (a) “CHP” shall be on the cadet’s right, and “CADET” shall be on the left. (b) A defective or broken collar insignia may be replaced by purchasing another one from the Academy PX. Notify the Recruit Training Office if it cannot be replaced. 29 CADET SOP (2) A temporary nameplate will be issued upon arrival at the Academy. It is to be centered above the right shirt pocket, with the lower portion even with the top of the pocket. (3) The permanent nameplates are issued approximately five weeks after arrival at the Academy. (a) Cadets will be provided with two nameplates (one for the uniform, and one for the green jacket). (b) The permanent nameplate is to be centered and worn over the right shirt pocket, with the lower portion even with the top of the pocket. (4) The cadet dress uniform is to be worn during training hours and between the hours of 1700 and 2245 while outside the assigned dorm area. The cap is to be carried while indoors. Civilian clothing may be worn during these hours only when junior or senior status have been attained, or when authorized by the Recruit Training Office supervisor. (5) Required uniform and equipment items include all state-issued items and items purchased by cadets that are required to be in the possession of an officer upon graduation from the Academy. These items are to be readily available during training hours. (6) Physical training gear may only be worn after business hours while going to and from the gym, in the dayrooms, or in the dorm rooms. (e) Sunglasses. Sunglasses may be worn outside when cadets are not in a formation or any other instance where uniformity is required, and only when approved by an instructor or Academy staff. (1) Sunglasses shall not be worn in the classroom, or on the head when not in use. (2) Mirrored sunglasses shall not be worn. (3) Sunglasses shall be conservative in style and size. Questionable sunglasses shall be submitted to the Recruit Training Office supervisor for a decision on their suitability (sunglasses shall be in compliance with policy contained Highway Patrol Manual 73.5, Uniform/Grooming and Equipment Standards). (f) Tattoo Policy. All cadets are prohibited from displaying body art, tattoo(s), brand(s), and intentional scarring or mutilation that is visible. Cadets shall cover existing body art, etc., with a skin-toned patch or makeup, have it removed at their own expense, or wear the long-sleeved uniform shirt. A skin-toned sleeve or partial CADET SOP 30 sleeve is not permitted as it does not meet the definition of a patch. While in the physical training uniform (white CHP T-shirt), the acceptable alternative for cadets with visible arm tattoos will be a long-sleeved, solid navy blue, compression shirt. (g) Vendor Uniform and Equipment Sale. (1) Cadets will have an opportunity to purchase required and authorized regulation uniform articles and equipment from private vendors. Purchased items must meet the specifications contained in HPM 73.5. (2) Cadets are prohibited from contacting a uniform vendor on the Academy grounds prior to 0800 hours on the day of uniform purchasing. 5. EVALUATION AND PERFORMANCE. (a) Performance Objectives. (1) Cadets will be evaluated on their performance throughout the training program. (2) Performance objectives have been developed for each phase of the training and minimum acceptable levels of performance established. (3) Cadets experiencing academic difficulties are encouraged to seek guidance. Cadets requiring additional assistance or an appointment with an instructor and/or Academy personnel shall make necessary arrangements through their Recruit Training Office counselor. If a cadet’s counselor is unavailable for an extended period of time, they may make an appointment with another on-duty Recruit Training Officer upon approval from the Recruit Training Office supervisor. (4) Cadets having difficulties of any kind which are having a detrimental effect on their Academy performance are encouraged to see their counselor. (a) Recruit Training Officers are experienced officers. They are always available for assistance, advice, and guidance. (b) Problems of a personal nature will be handled in confidential manner. (b) Personal Qualifications. (1) Ability to adjust to various situations. (2) Ability to get along with people. 31 CADET SOP (3) Appearance. (4) Maturity and poise. (5) Manner of speech. (6) Alertness. (7) Punctuality. (8) Honesty. (c) Continual Evaluation Program. (1) Cadets having problems which are adversely affecting their overall Academy performance may be placed on Continual Evaluation. (a) Failure of four or more examinations and/or quizzes may result in being placed on Continual Evaluation. (b) This program is designed to assist the cadet in overcoming their problem(s) and bringing their performance up to an acceptable level. (c) Both the cadet and Recruit Training Office counselor will work closely together in a concentrated effort to identify and overcome the obstacle(s) responsible for the cadet’s poor performance. (d) Continued deficiencies or substandard ratings on the monthly CHP 100CDT, Cadet Evaluation Summary, in any critical task may result in the cadet being placed on Continual Evaluation. (e) A cadet will remain on Continual Evaluation until they demonstrate to the satisfaction of the counselor that the problem(s) has been overcome. If the cadet is unable to overcome the problem(s), they will face progressive discipline which may include Adverse Action or Rejection During Probation (dismissal). 6. DISCIPLINE. Discipline plays a very important role during an officer’s career with the CHP. Well-disciplined officers stand out positively in the eyes of their peers, supervisors, and the public. They are always mentally prepared and react appropriately, even under adverse conditions. The purpose of discipline at the Academy is to instill positive personal habits and a respect for rules and regulations. Departmental employees who fail to display good personal discipline or who violate rules and regulations will face a progressive system of penalties or Adverse Action, up to and including dismissal. CADET SOP 32 (a) Incident Cards (Blue Cards). (1) Cadets will be provided with Blue Cards. These cards are to be properly filled out (refer to Annex I). Each cadet shall carry a minimum of five, but not more than seven, Blue Cards at all times. Blue Cards shall be carried in the right shirt pocket and shall be filled out with the following information: NAME, CTC, CO., SQUAD #, AND COUNSELOR. If the Blue Cards do not fit in the uniform pocket, the cadet may trim the edges of the cards. (2) A Blue Card will be surrendered whenever a member of the Academy staff wishes to record a commendable or censurable act. The reason will be fully explained, in detail. If the incident is censurable, the cadet will be given an opportunity to explain their actions. (3) Three censurable incidents will result in a liberty restriction. However, certain specified offenses will result in an immediate liberty restriction. (a) Juniors: Three censurable incidents or a specified offense will result in the loss of a week of on-site liberty (Monday, Tuesday, and Thursday). Wednesday liberty can also be removed when an incident warrants Academy Management involvement, and the decision has been made to do so. (b) Seniors: Three censurable incidents or a specified offense will result in the loss of one day of liberty (Monday, Tuesday, or Thursday). Wednesday liberty can also be removed when an incident warrants Academy Management involvement, and the decision has been made to do so. (4) Throughout training, cadets are recognized for their individual accomplishments by Academy staff. Cadets are rewarded by receiving commendable Blue Cards. One commendable Blue Card will void one censurable Blue Card. (b) Restriction/Remediation. (1) Restriction or remediation from normal liberty may occur for violations of Academy rules or course failures. The days of restriction or remediation will be determined based on the Cadet Training Schedule (e.g., Wednesday night classes, weekend classes). (2) Restriction Reporting Procedures for Other Than Course Failure. (a) Weekend restriction is scheduled from 1745 hours to 2100 hours on Friday, 0800 hours to 1700 hours on Saturday, and 0800 hours to 1700 33 CADET SOP hours on Sunday. After 2100 hours on Friday and 1700 hours on Saturday, cadets will be restricted to the Academy grounds and may not leave. On Sunday, the Recruit Training Office may release cadets at the discretion of the on-duty Recruit Training Officer after the restriction hours to take care of personal needs (e.g., haircuts, banking), and cadets will be required to return to the Academy as soon as the errand has been completed and no later than 2359 hours. (3) Remediation Reporting Procedures for Course Failure. (a) For remediation reporting procedures, refer to the most current version of the Testing User System Agreement located on the CTC V-24 Sharepoint site. (4) Restriction Notices. (a) When a cadet receives a liberty or weekend restriction, their name will appear on a restriction notice. This notice will be placed on the company bulletin board, providing as much notice as possible before the assigned restriction. 1 The restriction notices are kept in the Recruit Training Office. 2 The cadet shall initial and date the restriction notice no later than the time indicated on the notice. (b) The notice shall state the reason(s) for and the date(s) of the restriction. Restriction dates will not be changed to accommodate personal agendas or prescheduled travel plans. (5) Remediation Notices. Cadets placed on remediation will be notified by the appropriate course instructor. Remediation notices will be posted by the Recruit Training Office and shall state the reason for and the date of the remediation. Each cadet assigned to remediation shall sign and date the notice. (a) Peace Officer Standards and Training (POST) Examination Failures. 1 If a cadet fails a POST retest, the cadet shall be terminated from the Cadet Training Program. (b) Agency Specific (AS) Examination Failures. 1 If a cadet fails an AS retest, the cadet may be terminated from the Cadet Training Program. CADET SOP 34 (c) Incident Reports (CHP 2). (1) Incident Reports have a two-fold purpose. First, they provide a uniform system for recording outstanding contributions made by employees of the Department. Second, they provide a record of those acts or omissions on the part of employees which are not compatible with departmental and Academy objectives and regulations. (2) Incident Reports, both commendable and censurable, become a part of the cadet’s personnel file. (d) Performance Appraisal. (1) Monthly written appraisals (CHP 100CDT) will be made of each cadet’s performance while at the Academy. The purpose of these appraisals is to provide feedback on each cadet’s academic and skill development, and to permit the Academy staff to better assess each cadet’s fitness to become a member of the CHP. (2) Every cadet will provide the appropriate information on the CHP 100CDT and submit the form to their assigned squad counselor. The CHP 100CDT is due by the end of the last working day of the month. (Refer to Annex J for the necessary information that is required on the CHP 100CDT.) Cadet appraisals will normally be prepared by the cadet’s assigned Recruit Training Office counselor and will be reviewed with the affected cadet prior to becoming a permanent part of the cadet’s training record. (3) Refer to Annex K for a description of the Cadet Critical Task Categories. (e) Adverse Action. (1) Adverse action is defined as dismissal, demotion, suspension, reduction in salary, or official written reprimand. (2) Such actions are taken following approval by the appointing power (Assistant Commissioner, Staff) and are subject to review by the State Personnel Board. (3) When circumstances arise where information is uncovered or obtained involving acts or omissions by a cadet which would result in an Adverse Action, the cadet shall cooperate fully, honestly, and truthfully with any and all investigatory inquiries by Academy staff or assigned investigators. (4) Nothing shall preclude the acceptance of a resignation submitted voluntarily by an employee against whom Adverse Action is pending. 35 CADET SOP 7. DEMEANOR. (a) Standards of Conduct. (1) Cadets are to conduct themselves in an exemplary manner and perform all duties thoroughly, precisely, and professionally. Cadets are to carry out orders, commands, and instructions given by Academy personnel, including the completion of assigned remedial tasks. Cadets will not commit any acts, either during or outside scheduled duty hours, that are incompatible with public service, or which might reflect unfavorably upon the CHP. (a) Cadets shall immediately report any off-duty incident in which they are involved to the Recruit Training Office. Such incidents include traffic collisions, traffic citations, physical arrests, investigations, or detentions by the Department or allied law enforcement agencies. If directed to do so, the involved cadet shall also complete an email or memorandum outlining the circumstances of the incident. (2) Company Commanders and squad leaders will routinely convey orders and carry out directives from the Recruit Training Office. Cadets shall utilize good judgment and ethical decision making in obeying orders from Company Commanders and squad leaders. A cadet shall immediately contact the Recruit Training Office if there is reason to believe an order is inappropriate or ethically unjustified. (3) Cheating or lying by cadets will not be tolerated and may be cause for dismissal. (a) The definition of cheating is to deceive by trickery, to mislead, to elude, or to act dishonestly. The following are specific examples but are not all-inclusive. 1 Examination. a Looking at another’s answer sheet, test paper, or computer screen. b Copying another’s answers. c Having another do their assignment. d Talking at any time during an examination without permission. e Writing any information prior to, during, or after an examination on desktops, booklets, hands, etc., is prohibited. CADET SOP 36 Use of scratch paper for mathematical computations is acceptable if authorized by the examination proctor. f Having any information at the cadet’s disposal that is relevant to the examination (e.g., notes, books, etc.). g Having access to examination questions and/or answers prior to, during, or after an examination, and prior to the grading of the examination. h Recording an improper score or changing a fellow cadet’s answer sheet. i Utilizing any form of digital messaging (e.g., laptop computer, cellular phone, smart watch, etc.) to convey information regarding a written or scenario-based test. j Utilizing “copy and paste” on any report related examinations. 2 Range. a Recording an improper score. b Intentional shooting at another’s target to improve a score. c Making holes in a target other than by a fired round. 3 Physical Training. a Recording an improper score. b Not performing exercises as instructed. c Not completing any given exercise (e.g., shortcuts on runs, weight repetitions, or pull-ups, etc.). (4) Plagiarism and copyright infringement of any kind is prohibited. (5) Cadets are to review thoroughly and comply with the Department’s Inconsistent and Incompatible Activities Statement, as noted on the CHP 18, Annual Internal Investigation Policy Review, signed by each cadet during their first week of training. (6) Cadets shall not actively or indirectly participate in, withhold knowledge of, or consent to harassment or discrimination based upon an individual’s race, 37 CADET SOP color, religion, national origin, ancestry, age, gender (including sexual harassment), physical or mental disability, political affiliation/opinion, marital status, sexual orientation, medical condition, or gender identification. (a) Harassment or discrimination based on any of the aforementioned protected categories and retaliation against any cadet filing a harassment or discrimination complaint is prohibited. (7) Cadets shall not be present at or take part in any form of sexual contact or activity in the Academy dorms or at any location on the Academy grounds. (8) Cadet shall not fraternize with staff members, regardless of rank or prior relationship, including after training hours. Extended conversation or fraternization with in-service trainees, visiting Department members, or communications operator trainees on the Academy grounds is prohibited. (a) Fraternization is the development of any nonprofessional relationship. It is also engaging in any lengthy conversation with relatives or previous acquaintances who may be a member of the Department attending Academy training. (9) Fraternization will result in a censurable gig or a liberty restriction. (10) Cadets shall notify the Recruit Training Office of any pre-existing friendships, relationships, and/or family ties with any staff member, in-service trainee, or Academy visitor. (11) Cadets shall not use profanity, slurs, suggestive language, or engage in any unprofessional or flirtatious conduct. (12) Cadets shall immediately report any instance of hazing to an Academy staff member. Hazing is defined as subjecting an individual to unnecessary or excessive abuse, humiliation, or physical danger, or committing or causing to commit any action resulting in a situation that recklessly or intentionally endangers mental or physical health or involves the forced consumption of alcohol or drugs for the purpose of initiation into or affiliation with any organization. (13) Cadets, when engaged in conduct with one another, shall comport themselves to that which is commensurate with the Department’s organizational values. Notwithstanding the tenets of “CHP PRIDE”, cadets will adhere to the values of respect, fairness, ethical practices, and equitable treatment while amongst their peers. CADET SOP 38 (14) Cadets shall adhere to the established Chain of Command, as noted in Annex T. Cadets shall not contact Academy staff members by phone or email unless expressly instructed to do so. Cadets who contact Academy staff members without receiving instruction to do so (i.e. emailing the Academy Commander, calling a unit supervisor, etc.) shall receive a liberty or weekend restriction, dependent on the circumstance. This provision does not apply to notification or reporting requirements established by the Recruit Training Office. (b) Retest Examinations. (1) If a cadet fails an examination, the cadet will receive remedial training and a retest examination. In addition, the cadet will receive either a weekday evening or weekend remediation. In the event the cadet fails a POST retest examination, that cadet shall be terminated from the Cadet Training Program. (c) Courtesy. (1) Officers of the CHP are expected to perform their duties in a fair, impartial, and courteous manner. Cadets are to display courtesy at all times toward everyone at the facility. (2) When reporting to the Recruit Training Office, the following procedures shall be used. (a) The cadet shall approach the Recruit Training Office and stand to the right of the door at the position of attention, with their toes flush with the black rubber strip. The cadet shall loudly announce their presence (Cadet _____ at the Recruit Training Office). When acknowledged by a Recruit Training Officer, the cadet will take two 30-inch steps forward, execute a right face, take one side step to the right, centering themselves at the door. The cadet will face inward towards the Staff Office and announce themselves again, stating, in a conversational tone, “Sir (or Ma’am), Cadet _____ at the Recruit Training Office. My name is on the board, I have a question, I have information, or reporting as ordered.” Cadets will remain at the position of attention until told otherwise. When their business is concluded and after being dismissed by the Recruit Training Officer, cadets shall return to the position of attention (if “at ease”), take one 15-inch step back with their left foot, make an about-face, make a left face, look left, look right, look left again, before quickly leaving the area by stepping off with their left foot. If more than one cadet reports at the same time, all cadets shall form a line to the right of the door and remain at the position of attention. The cadet shall remove their name from the cadet call board immediately after the contact is concluded. Cadets shall not report to a closed hatch but shall instead leave an 39 CADET SOP informational Blue Card indicating their attempt to report. Gigs shall not be placed in the in the information box. (b) If a cadet’s name has been circled on the call board, the cadet shall notify the Recruit Training Officer during their initial announcement. (c) If a cadet is ordered to enter the Recruit Training Office, they will step two paces inside, assume the position of attention, and loudly state “Sir/Ma’am, Cadet _____ in the Recruit Training Office!” The cadet will the receive further instructions from the concerned duty officer. (d) Cadets shall not report to the Recruit Training Office with items in their hands. All items shall be placed in the upper left-hand corner on the table to their right, flush with the corner. If the item is too large, it shall be placed to the right of the hatch, against the table. (3) When asking a question, cadets will speak clearly and project their voice so that all students present will hear the question. All cadets shall preface all questions or statements with “Sir/Ma’am, Cadet _____.” (4) Cadets shall not address or refer to any staff member by their first name. (5) Cadets, when in groups of two or more, shall march in formation under the following circumstances: (a) When in route to or from designated assembly points for instruction. (b) When assigned to any detail and so ordered. (6) Cadets are not to march in the quad or dorm areas. (a) When in the quad, cadets will walk in one or two lines naturally. Cadets will be aware of their surroundings at all times and make eye contact with others when appropriate. Cadets shall leave appropriate space between themselves and buildings for doors to open without creating an immediate hazard to themselves. (7) Cadets shall be responsible for being aware of their surroundings at all times. If another person approaches a group of cadets in a passageway, the first cadet observing that person will clear the passageway. (8) When a cadet addresses or is addressed by a staff member, the cadet shall be at the position of attention until given further instruction. (9) Cadets shall use good judgment, common sense, and sound decision making skills when greeting others. The intent of the greeting is to be CADET SOP 40 courteous, demonstrate confidence, and engender respect. Cadets are not to greet others from a distance that would cause the cadet to raise their voice or yell. (9) Cadets shall not interrupt conversations, including telephone conversations, to offer a greeting. (10) Greetings need not be separated by rank. When a uniformed staff member is walking by themselves, it would be appropriate for the cadet to greet the staff member by rank. (11) When a group of cadets are together, it is not necessary for every cadet to say a greeting. One cadet representing the cadets in the immediate area should say the greeting and that will suffice. 8. MISCELLANEOUS. (a) State Issued Equipment. Cadets shall not take the following state issued equipment home, nor store in their personal vehicle: Firearms and/or Magazines; Ammunition; Body Armor; Rapid Containment Baton; Handcuffs; Duty Belt; Tactical Riot Helmet; Gas Mask; Patrol Uniforms and/or Jackets; Rain Gear; Weapons of Mass Destruction Bag and included items. If a cadet is given explicit permission to take an item listed above home for practice purposes (i.e., handcuffs and/or duty belt), cadets shall ensure the item is immediately removed from the cadet’s vehicle upon arrival and stored in a secure, inconspicuous location while in transit. (1) Cadets who meet the requirements of Government Code 1031, subd. (a). Pursuant to title 18, section 925(a)(1) of the United States Code, shall sign a memorandum outlining the parameters of when they can legally possess a firearm (refer to Annex W). (b) Call Board. The class bulletin board and the cadet call board shall be checked at least every two hours. Failure to respond to a cadet call within two hours during the training day will result in a censurable Blue Card. When directed to do so, or if no Recruit Training Officer is available, miscellaneous information being turned in to the Recruit Training Office shall be placed in the box near the Recruit Training Office entrance door. The cadet pigeonholes shall be checked prior to the start of business and at the close of business daily. (c) Communications. (1) Each company will have a mail clerk assigned by the Recruit Training Office. It is the responsibility of this individual to pick up and drop off all mail in 41 CADET SOP the Administration Building for their company. This is not to be done at any time that interferes with cadet training. (2) Incoming mail will be delivered daily to the Academy, except Sundays and holidays. (3) Cadet mail is restricted to standard letters and cards. Packages are not
