## RESOLUTION C.S. N° 1176 - JOSÉ C. PAZ, 26 DIC 2023 ### VISTO - The National Constitution. - The Law N° 24.521. - The Statute of the National University of José Clemente Paz. - The Resolution of the Ministry of Education N° 584/2015. - The Resolution CS Nº 97/2018. - The file N° 1626/2023 of the record of this University. ### CONSIDERANDO: - The National Constitution recognized the autonomy and the autarchy of the National Universities. - The Law 24.521 recognizes in its article 29 the autonomy of the Universities to create degree and postgraduate careers. - Teaching, research, extension and transfer are substantive functions of the National University of José Clemente Paz. - They are oriented to the local, regional, national and international issues, to detect problems and needs that hinder or delay local and national development, to recognize the causes and to propose and implement the solutions. - The UPNAZ defines itself as an institution open to the demands of its time and its environment, within the broader context of the national culture that it proposes to enrich and serve with its management. - Among its objectives, they include having a university capacity to put it at the service of the consolidation of a national development model and to prioritize the teaching of critical thinking and new technologies as a guiding principle in pedagogical matters. - The UNPAZ proposes to have careers that respond to the current needs of its environment and also to projects that are geared towards a future of development with social inclusion. - It also aims to design short careers and qualifications with job prospects and, in general, to implement a curricular regime that facilitates the articulation and complementarity of university studies. - The UNPAZ maintains its commitment to human rights and to the development of public policies that guarantee and expand them in every new proposal for teaching, research and extension, from its Statute, as stated in its Statute. - National Universities are the state institutions responsible for guaranteeing the effective enjoyment and exercise of the human right to higher education. - The field of Computer Science plays an invaluable and strategic role in the current context, as it has gained a central role in all areas of society, interactions, work and communication. - Computer Engineering is presented as a strategic response to meet the needs of the productive and business environment of the University's area of influence and also of the country. - It aims to promote sustainable economic growth and the specialization of professionals in key areas for the future. - The demand for computer science professionals has historically been high and shows a growing trend, coupled with a growing search by organizations to adapt to a constantly evolving digital and technological environment. - The offer of a computer science degree with an engineering degree does not exist in the areas surrounding the University, although there are related degrees at relatively nearby universities. - However, the demand for this type of profile is often unmet. - The Department of Economics, Production and Technological Innovation proposed the creation of the Computer Engineering degree after carrying out the feasibility and relevance study envisaged in article 1 of Resolution CS No. 97/2018. - The Department of Economics, Production and Technological Innovation, the Academic Secretariat and the Legal and Technical Affairs Directorate. - It depends on the Legal and Technical Secretariat and has taken the corresponding action in accordance with its competences. - This measure is adopted in the exercise of the powers conferred by article 63, clause d) of the Statute of the National University of José Clemente Paz. ### EL CONSEJO SUPERIOR DE LA UNIVERSIDAD NACIONAL DE JOSÉ CLEMENTE PAZ RESUELVE: - **ARTICLE 1°** Approve the creation of the COMPUTER ENGINEERING degree in the Department of Economics, Production and Technological Innovation of this University. - **ARTICLE 2°** Approve the name of the degree created in the previous article, the title, the activities for which those who obtain it will be competent, the profile of the graduates and the graduates according to the terms set forth in ANNEX I, which forms part of this document. - **ARTICLE 3°** Entrust the Rector of this UNIVERSITY with the formation of a TECHNICAL COMMISSION for the design of the Curriculum of the degree that is being created by this act, in accordance with the provisions of article 2 of Resolution C.S No. 97/2018. - **ARTICLE 4°** Register, communicate, publish in the OFFICIAL BULLETIN of the NATIONAL UNIVERSITY OF JOSE CLEMENTE PAZ. NAME OF THE DEGREE AND SCOPE - **1.1 Name of the degree** - Computer Engineering - **1.2 Institutional scope** - Department of Economics, Production and Technological Innovation ### 2. NAME AND SCOPE OF THE TITLE - **2.1 Name of the title** - Computer Engineer - **2.2 Reserved activities** - According to the provisions of Resolution No. 1254/2018 (Annex XXXII) of the Ministry of Education, the following are activities reserved exclusively for professionals with a degree in Information Systems Engineering or Computer Engineering: - Specify, design and develop information systems, communications systems, data systems and software whose use may affect security, health, property or rights. - Design and direct everything related to computer security. - Establish metrics and quality standards for software. - Certify the operation, condition of use or status of the aforementioned. - Direct and control the implementation, operation and maintenance of the aforementioned. ### 2.3 Scope of the title - Taking into account the previously mentioned reserved professional activities, Computer Engineers graduating from the National University of José Clemente Paz will be able to: - Plan, direct, carry out and/or evaluate projects of data collection, analysis, specification, design, development, implementation, verification, validation, commissioning, maintenance and updating, for all types of natural or legal persons for: - Information systems. - Software indirectly linked to hardware and data communications systems. - Determine, apply and control strategies and policies for the development of information systems and software. - Evaluate and select specification languages, design tools, development processes, programming languages and software architectures related to point 1. - Design, manage and optimize databases, ensuring integrity, security and efficiency in data storage and access to information. - Evaluate and select processing technology architectures, data communication systems and base software, for their use by software linked to point 1. - Design methodologies and technologies for software development linked to point 1. - Organize and direct the systems area of all types of natural or legal persons, determine the profile of the human resources required and contribute to their selection and training. - Plan, design, direct and carry out user training in the use of software linked to point 1. - Determine and control the compliance of technical standards, regulations and procedures governing the operation and use of software linked to point 1. - Develop, design, implement and/or evaluate methods and standards to follow in matters of information security and the data processed, generated and/or transmitted by the software. - Establish metrics and quality and security standards of software. - Control processes and software products by means of formal validation techniques. - Validate and certify the quality and security of software products. - Carry out arbitrations, expert opinions and valuations related to their specific areas of application and competence. ### 2.4 Profile of the graduate - The computer engineers and female engineers graduating from the National University of José Clemente Paz will have a solid foundation in basic sciences, as well as specific knowledge and practical skills regarding the operation of hardware, programming, analysis and design of information systems. - They will be able to identify needs, problems and demands in different sectors of social and productive activity, and design and apply solutions with creativity. - They will be able to work independently or in the framework of organizations of diverse nature, contributing to the formation of interdisciplinary teams. - They will be committed professionals in all their areas of work, who will develop ethically and socially responsible practices, capable of identifying the specific needs of the territory and the community they are part of, and carrying out interventions that prioritize collective interests, as well as environmental care and preservation. - They will maintain a critical perspective to face the challenges linked to social, cultural and technological changes impacting the field of computer science. - They will be able to work with professionals from other disciplines and review their own training needs, enriching their professional performance through ongoing training.
