BOCA RATON POLICE SERVICES DEPARTMENT Departmental Standards Directive 41.238 AUTOMATED EXTERNAL DEFIBRILLATOR Revised: March 9, 2022 I. PURPOSE: The purpose of this departmental standards directive is to establish guidelines for the use of the Automated External Defibrillator (AED). II. POLICY: It shall be the policy of the Department for employees to provide early defibrillation to a patient using the AED. III. DEFINITIONS: Automated External Defibrillator: A device that applies a brief high-energy pulse of electricity to the heart muscle through disposable defibrillation electrodes applied to the patient’s chest. IV. PROCEDURE: A. AUTHORIZATION/APPROVAL: 1. The Boca Raton Fire Rescue Services Department’s Medical Director will authorize the use of the AED by Department employees. B. AED COORDINATOR 1. The AED coordinator, a supervisor assigned to patrol, is responsible for distribution of AED related supplies, to include replacement batteries and replacement shock pads. C. AED ADMINISTRATOR 1. A supervisor designated by the chief of police shall serve as the AED administrator. The AED administrator shall: a. Maintain an inventory of all AEDs by serial number and assignee. b. Complete a quarterly report to the chief of police that will include a summary of AED assignments, repairs and maintenance activities, any incidents of use of an AED. D. INITIAL RESPONSE: 1. Fire Rescue Services shall be dispatched as the primary unit in a cardiac arrestrelated calls. 2. Public safety dispatchers (PSD) shall spawn an AED call for Road Patrol and broadcast the call on law enforcement channels. 3. Law enforcement officers (LEOs) shall also be dispatched to cardiac arrest-related calls (e.g., choking, unconsciousness, drowning, electrocution, or cardiac arrest and respiratory arrest) unless the call is to a recognized medical facility or when trained medical employees are already on-scene with their own AEDs (e.g., doctors’ offices, nursing homes, and assisted living facilities). 4. The closest LEO shall respond Code 3 and provide ‘first-responder care’ until the arrival of Fire Rescue Services. This may include CPR and the use of the AED. Two LEOs should respond to the call, if available. 5. If Fire Rescue Services arrives at the scene first or at the same time, they will assume responsibility for the patient. E. AED OPERATION: 1. Employees shall refer to the manufacturer’s directions and Department training on the operation of any Department-issued AED. 2. Employees shall take personal precautions by wearing issued personal protective equipment (PPE) such as latex gloves, surgical masks, and safety glasses when in contact with patients. 3. After use, employees shall not remove the electrodes or disconnect the AED from the patient. 4. Fire-Rescue Services will assume responsibility for the care of the patient and will use the AED and electrodes in accordance with their protocol. 5. An on-duty supervisor shall be notified of an AED usage. 6. An LEO assigned to a call where an AED is used shall document the incident in an Incident Report. F. TRAINING: 1. Employees are authorized to operate the AED after they have completed CPR/AED certification. Employees will receive training and demonstrate proficiency in the use of the AED during the CPR retraining process. G. INSPECTION: 1. Per City of Boca Raton Ordinance No. 4528, owners of AEDs in the City of Boca Raton must provide maintenance and inspection of the AED unit in accordance with the manufacturer’s instructions and keep records of maintenance/inspections. 2. Employees shall inspect his/her assigned AED utilizing the electronic AED Monthly Inspection Form located on the Department Intranet. 3. It is the assigned employee’s responsibility to ensure the AED is properly inspected and equipment is not past the expiration date. The employee must ensure a “greenlight” is displayed in the rescue window. This indicates the AED is ready to go. A “red light” indicates that AED needs to be taken out of service and checked by the AED administrator. 4. The employee shall inform the AED administrator of any issues with his/her device. If an employee needs supplies, he/she should contact the AED coordinator.
