PURPOSE: To maintain a minimum staffing level capable of providing comprehensive emergency services to our community. Clearwater Fire and Rescue Department will maintain a minimum staffing level as determined by the Fire Chief. DEFINITIONS: ALS Qualified Person – CFR Fire Medic, CFR Fire Medic Lieutenant, CFR pool paramedic, or Pinellas County Certified Paramedic who agrees to work in an ALS qualified person position. Specialty: a certification obtained via an educational and testing process that is in addition to rank. 602P.1 Overtime and Swap Time Overtime and swap-time procedures are addressed in the current IAFF Agreement. 602P.2 Special Event Staffing Special Event Staffing is outlined in the current IAFF Agreement. 602P.3 Daily Staffing Requirements A. Each Engine Company will be staffed with a Lieutenant or a qualified Acting Lieutenant, a Driver/Operator or a qualified Acting Driver/Operator, and one firefighter for a daily minimum of three. B. Each Truck Company will be staffed with a Lieutenant or a qualified Acting Lieutenant, a Driver/Operator or qualified Acting Driver/Operator, and two firefighters for a daily minimum of four. When Truck 45’s Tiller is in service, this truck company will require one Lieutenant or qualified Acting Lieutenant, two Driver/Operators or two qualified Acting Driver/Operators, and one firefighter. Squad 51 will be staffed with a Lieutenant or a qualified Acting Lieutenant and a Driver/Operator or qualified Acting Driver/Operator for a daily minimum of two personnel. D. Each Rescue unit will be staffed minimally with one ALS qualified person and one EMT. E. ALS Engine companies will have, at minimum, one ALS qualified person and one EMT. F. In addition to Rank / Acting Rank, specialty requirements may be assigned to apparatus as determined by the Operations Division. 602P.4 Acting Personnel A. Clearwater Fire & Rescue Training Division will establish and maintain an accurate list of acting personnel as determined by the Department to ensure adequate staffing of apparatus. B. Establishment and management of these lists will follow parameters detailed in the current IAFF Agreement. C. District Commanders have the responsibility to staff apparatus appropriately based upon personnel qualifications that are determined to be necessary for the orderly and efficient operation of the department's various functions and services. 602P.5 Reporting for Duty and Going Off-Duty A. The Station Officer-in-charge (SDP 601P) is responsible for ensuring that the apparatus assigned to the station are ready for response. B. When an absence creates a staffing shortage, the officers will hold over the necessary personnel and inform the District Commanders. C. All oncoming personnel will be appropriately equipped, fit for duty, and ready to respond by 0800. D. Off-going personnel will not be released from duty until the apparatus assigned to the station are staffed for response unless authorized by the District Commander. E. Off-going personnel shall not leave duty prior to 0800 unless specifically authorized by a District Commander. F. Any department officer or acting officer has the authority to holdover personnel for the proper staffing of apparatus. G. Oncoming personnel will be given the opportunity to review communications and information. H. Each individual firefighter is responsible for reviewing departmental communications and information. SUBJECT: EFFECTIVE DATE: 09/01/00 S.D.P. 602P Staffing REVISION DATE: 03/15/22 CATEGORY: SUBCATEGORY: PAGE 3 OF 4 Operations Suppression, EMS, Special Operations 602P.6 Reporting for Duty - Emergency in Progress A. If an emergency call is received at shift change, the oncoming shift shall, on orders from their officer, take their respective positions on the assigned apparatus and respond. B. If the emergency is already in progress at shift change, at his/her discretion, the District Commanders may relieve the companies at the emergency scene. C. When the relieved companies return to their station and are in an overtime situation, they will remain at that station until dismissed by the oncoming station officer-in-charge. D. The station officer-in-charge will page the District Commanders with their names, the time they were relieved, their assigned apparatus, and the incident number. 602P.7 Daily Log A. Proper entries shall be made In the Station Journal in PSTRAX ( SOP 603) of personnel at roll call, noting: Unusual situations Absenteeism Tardiness Personnel leaving quarters for details Time off Overtime Swap time Call in B. Reasons for the above should be stated. C. In the event firefighters leave duty for an injury, the incident number covering that injury shall be logged (See SDP Section 603P.1 Electronic Logbook for detailed information on logbooks). 602P.8 Reporting Late for Work A. Department members, if unable to report for duty at the scheduled starting time, will notify their Company Officer or Station Officer in charge at their assigned station or the District Commander as quickly as possible. B. The department member must state the reasons for tardiness. C. The District Commander will log this tardiness and document it appropriately on the shift roster. D. Tardiness is a violation of policy and will result in disciplinary action when there are no extenuating circumstances such as stopping to render aid at an accident, unforeseen mechanical problems with personal vehicle, or personal involvement in a motor vehicle SUBJECT: EFFECTIVE DATE: 09/01/00 S.D.P. 602P Staffing REVISION DATE: 03/15/22 CATEGORY: SUBCATEGORY: PAGE 4 OF 4 Operations Suppression, EMS, Special Operations accident. Two or more incidents of tardiness excluding extenuating circumstances will require the use of an action plan and possible disciplinary action. 602P.9 Emergency Call-Ins A. Emergency call-in occurs when a need is indicated for additional personnel, other than currently on-duty. B. When it is determined that off-duty employees are to be called in under these circumstances, the District Commander shall initiate an emergency call in with notification to the Deputy Chief. C. Personnel will comply with the directions given by the officer in charge. 602P.10 Special Teams Staffing A. There will be a minimum of four Technical Rescue Team personnel on-duty each day. These four personnel can be utilized in any combination and assigned to either Truck 48 or Squad 51.
