HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: SPECIALIZED OPERATION - 005 January 1, 2022 NIMS COMPLIANT SOG Title: Elevator Rescue Guidelines Revision: 3 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2025 Fire Chief 4 PURPOSE The following guidelines should be followed when removing trapped occupants from a malfunctioning elevator car that has stopped and will not operate between floors: POLICY A. Entrance into building. 1. Bring necessary tools a. Elevator hoist way door key b. Forcible Entry Bag c. Pike pole d. Attic ladder e. Lockout / Tag-out kit f. Flashlight B. Locate elevator bank on main floor. C. Determine location of inoperative car. 1. Position indicator if operative 2. Visual inspection by opening main floor door with elevator key D. Possible ways to lower elevator. 1. Open Chicago key box, use the key to activate “Fire Service Option”. 2. Locate elevator main disconnect. Place in "off" position and wait 15 seconds. Reset to "on" position. Push call button. If this fails to move car, go to No. 3. 3. If the two guidelines above fail to free car, Lockout / Tag-out elevator main 1 disconnect. THIS IS A MUST. Failure to do so may result in serious injury or death to firefighters working on elevator. PROCEDURE F. Guidelines to remove trapped occupants from elevator (See diagram on page 4) 1. Position No. 1 a. Lockout / Tag-out elevator main disconnect. b. Open first keyed elevator floor door above floor of inoperative car using hoist way door key. 1) No matter where elevator floor door is opened, inoperative car floor door may be reached by "leap frog" method. With pike pole, release each successive door from inside shaft by progressively moving up or down floors. d. Upon opening floor door that exposes inoperative car door mechanism: 1) Block floor door open. 2) With palm of hand, turn door opening device to open car door. CAUTION: Be very careful of this guideline to keep fingers and clothing clear. 3) With the use of the attic ladder, remove occupants of car through door opening. 4) If occupants cannot be removed through door opening, open escape hatch on top of car. Place attic ladder into car and remove occupants. e. Upon removing occupants, close doors and leave all electrical switches in "off" position. Contact building maintenance or leave note for elevator repairman as to what switches have been turned off. 2. Position No. 2 a. Lockout / Tag-out elevator main disconnect. 2 b. Open first keyed elevator floor door above inoperative car. May be necessary to use "leap frog" method. c. Upon opening floor door that exposes inoperative car roof: 1) Block floor door open. 2) With palm of hand, turn door opening device on top of car to open car door. CAUTION: Be very careful of this guideline to keep fingers and clothing clear. d. Upon opening car door, the inside of floor door and release mechanism is exposed to occupants. Have occupants push door roller (release mechanism) and open door. Open door and wedge. e. With two firefighters by the exposed car door, help occupants out of car. Upon removing occupants, close doors and leave all electrical switches in the “off” position.
