BROWARD SHERIFF'S OFFICE DEPARTMENT OF LAW ENFORCEMENT STANDARD OPERATING PROCEDURES 4.5 BARRICADED SUSPECT/HOSTAGE SITUATION: 4.5.1 General: Incidents involving a barricaded suspect, especially with hostages taken, are among the most dangerous and difficult situations facing deputies. Problems presented are delicate and critical. Successful resolution of barricaded suspect or hostage situations rely on discipline, teamwork, and communication. 4.5.2 Response/Responsibilities (CALEA 46.1.4B) A. When recognizing a barricaded suspect or hostage situation has developed, deputies will refrain from taking action that would endanger hostages or others if possible. (CALEA 46.1.4a) B. Deputies will take action if they reasonably believe it’s necessary to protect lives and this is consistent with this department’s response to resistance policy. C. Deputies Responsibilities: 1. Notify communications and supervisor of the incident and circumstances. (CALEA 46.1.4d) 2. Control, contain and isolate the incident scene. 3. Evacuate any innocent citizens who may be caught within the immediate area. D. Sergeants Responsibilities: 1. Patrol supervisors will respond to the scene and evaluate the situation. (CALEA 46.1.4b,d) 2. Coordinate the inner and outer perimeter. Have knowledge/list of deputies and their positions. 3. Notify command of the on-going incident. 4. Designate a command post (CP) and CP staging area within the outer perimeter. 5. Attempt to obtain the phone number of the target location and if appropriate attempt contact. If a phone is not available, attempt contact with a public address system. 6. Attempt to identify a floor plan to the target location including any and all information that may be used for overall deputy safety. 4.5 Revised 02/27/06 BROWARD SHERIFF'S OFFICE DEPARTMENT OF LAW ENFORCEMENT STANDARD OPERATING PROCEDURES 7. On a multiple unit structure, make contact with management for keys to target location, access to an identical apartment/room, access to utility room for electrical and phone connections and contact number of responsible individual for future contacts. 8. If possible and safe, plan for evacuation of occupied structures in the immediate area. 9. Supervisors will contact the SWAT Captain to evaluate the need for SWAT. Depending on the situation, the SWAT Captain, team leaders and/or negotiators will respond and offer assistance in solving with patrol, or authorize SWAT team activation. a. Examples of immediate SWAT Activation (1) Active shooter (2) Barricaded subject with gun shots fired (3) Hostage situation E. Command Responsibilities: 1. Ensure the sergeant's responsibilities have been carried out. 2. Ensure efforts to obtain as much information about the subject and structure are under development. 3. Direct the notification of other key command personnel and resources. 4. Establish a media staging area, out of sight of the scene, and separate from the command post. 5. Continue with any plans designed for evacuation. F. SWAT Response 1. SWAT will relieve patrol deputies containing the situation. SWAT will establish an inner perimeter and evacuate the area. Access into the inner perimeter and the Tactical Command Post will be limited to SWAT and hostage negotiators. (CALEA 46.1.4f) 2. The SWAT commander or designee will assume responsibility and control of the situation and summon assistance (e.g., Canine, Aviation) as needed. 4.5 Revised 02/27/06 BROWARD SHERIFF'S OFFICE DEPARTMENT OF LAW ENFORCEMENT STANDARD OPERATING PROCEDURES 3. Patrol supervisors will establish and control the outer perimeter boundaries. Unnecessary vehicles and pedestrian traffic will be excluded from this area. The mobilization point, command post, and media information center will be established in the outer perimeter. (CALEA 46.1.4f) NOTICE This Standard Operating Procedures is considered law enforcement sensitive and contains certain information that is exempt under Florida Public Records Law.
