Barricaded Suspect/Hostage Situation

  • Incidents involving a barricaded suspect, especially with hostages taken, are among the most dangerous and difficult situations facing deputies.
  • Successful resolution of barricaded suspect or hostage situations relies on discipline, teamwork, and communication.

Response and Responsibilities

  • Deputies will refrain from taking action that would endanger hostages or others if possible.
  • Deputies will take action if they reasonably believe it's necessary to protect lives, consistent with the department's response to resistance policy.

Deputies' Responsibilities

  • Notify communications and supervisor of the incident and circumstances.
  • Control, contain, and isolate the incident scene.
  • Evacuate any innocent citizens who may be caught within the immediate area.

Sergeants' Responsibilities

  • Respond to the scene and evaluate the situation.
  • Coordinate the inner and outer perimeter.
  • Have knowledge/list of deputies and their positions.
  • Notify command of the on-going incident.
  • Designate a command post (CP) and CP staging area within the outer perimeter.
  • Attempt to obtain the phone number of the target location and, if appropriate, attempt contact.
  • Attempt to identify a floor plan to the target location including any and all information that may be used for overall deputy safety.

  • Supervisors will contact the SWAT Captain to evaluate the need for SWAT.

SWAT Activation

    • Hostage situation

Command Responsibilities

  • Ensure the sergeant's responsibilities have been carried out.
  • Ensure efforts to obtain as much information about the subject and structure are under development.
  • Direct the notification of other key command personnel and resources.
  • Establish a media staging area, out of sight of the scene, and separate from the command post.
  • Continue with any plans designed for evacuation.

SWAT Response

  • SWAT will relieve patrol deputies containing the situation.
  • SWAT will establish an inner perimeter and evacuate the area.
  • Access into the inner perimeter and the Tactical Command Post will be limited to SWAT and hostage negotiators.
  • The SWAT commander or designee will assume responsibility and control of the situation and summon assistance (e.g., Canine, Aviation) as needed.
