BROWARD SHERIFF'S OFFICE DEPARTMENT OF LAW ENFORCEMENT STANDARD OPERATING PROCEDURES 3.6 REPORTING REQUIREMENTS: All activity will be properly documented and submitted before the end of the employee’s shift. Exceptions must be approved by a supervisor. 3.6.1 Incident Report / Supplement A. General: 1. Incident Reports/Supplements will be written to document: a. Crime reports (felonies, misdemeanors, County/Municipal Ordinance Violations) b. Criminal cases initiated by deputies c. Incidents involving arrests except: (1) Criminal traffic arrests (2) Capias or Warrant d. Domestic/dating violence calls e. Child Abuse/Elder Abuse Calls f. Investigations conducted due to a deputy's official obligation whether or not a crime was committed (unattended natural death, DCF initiated investigations, lost and found property, etc.) g. Court ordered enforcement (child custody, visitation rights, etc.) h. Suspicious fires as determined by on-scene Fire Rescue command; non-criminal/non-suspicious fires do not require an incident report i. Investigation of PREA (Prison Rape Elimination Act) violations j. Reports supplementing police reports from other jurisdictions regardless of the incident's nature 2. When documenting a crime, the Incident Report must include violations of state law. The Incident Report documents the initial reporting of an incident, crime, etc., occurring in BSO's jurisdiction. The Incident Report will be used to supplement another jurisdiction's police report. Jurisdictions are listed as follows: a. Unincorporated areas of Broward County, with the exception of the Airport and the Port, will be considered part of the same jurisdiction. b. Cities within Broward County (BSO and non-BSO contracts) will be separate jurisdictions. c. Cities, counties, and states outside Broward County will be separate jurisdictions. 4. Supplements will be used to document any new or additional information about an incident previously reported in the same jurisdiction. Additional persons, property or vehicles identified during an investigation will be added to the appropriate module. B. Unless unusual circumstances are present, and no violations of law/criminal activity exist, the following types of incidents will not require an Incident Report: 1. Animal Complaint Complaints of barking, injured, or loose animals (including reptiles) 2. Police Service Call 3. Civil Assistance/Civil Matters 4. Traffic (Noncriminal 5. Open Door/Window: No evidence of entry 6. Emergency Messages 7. Alarm 8. Bar/Business or Other Sensitive Area Check 9. Foot Patrol 10. Complaint Refusal/Lack of Information/No Violations Observed: Canceled by complainant in noncriminal calls; complainant is Gone on Arrival (GOA) and there is no indication of a crime or suspicious/unusual circumstance; false reports; wrong or no such address; no violation or unusual circumstance observed; etc. 12. Off-Duty Assist 13. Field Contact 14. Crash Investigation: Settled on the scene C. All calls not listed will require an Incident Report to be completed with any applicable current forms. D. Shift supervisors may require a full Incident Report be completed even if situations fall within guidelines suggesting a report is not needed. 3.6.2 Deputy Activity: Many calls for service require deputies to act as an information source. Others require only the presence of deputies as a preventive measure. These calls do not involve activity (criminal or otherwise) requiring an Incident Report or follow-up however, each call for service dispatched or on-viewed must be documented A. Each deputy/CSA will maintain a record of their activities in the PMDC Unit Log for incidents that do not require an incident report to include case disposition code and a brief summary of events. The summary should include names, race, sex, and birth dates of persons contacted, and a brief description of actions taken by the deputy. Deputies that do not print citations from OSSI, must key into the citation module any handwritten citations by the beginning of their next shift or at the end of their shift if they are not working the next day. B. Additional deputy/CSA activities, not received through dispatch as a call for service or on-viewed, such as business checks, home vacation checks, attendance at community meetings, quality of life activities etc., must be documented in the comments section in PMDC. 3.6.3 Case Disposition Codes Assignment: A. Each case assigned to or on-viewed by a deputy will be assigned an applicable disposition code by the deputy upon completion of the assignment. B. A (Alpha): Police action warranted, needed, rendered, or requested. Incident Report and Traffic Crash Report required. For all narcotics-related incidents, the following disposition codes for narcotic cases (Signal 57) will be used: a. A (Alpha) 1 - Calls for service, no enforcement action b. A (Alpha) 2 - Calls for service, arrest c. A (Alpha) 3 - On-view arrest d. A (Alpha) 4 - Transactional operation (buy bust, reverse sting) e. A (Alpha) 5 - Search warrant f. A (Alpha) 6 - Crime Stoppers 2. B (Bravo) - Complainant GOA/Lack of Information/No Violation Observed: Complainant is gone on arrival and there is no indication of a crime or suspicious/unusual circumstance; complainant refuses to cooperate in cases that cannot proceed without the complainant's cooperation; canceled by the complainant in noncriminal calls; false reports; wrong or no such address; no violation or unusual circumstance observed; etc. 3. C (Charlie) - Alarm: Building secure, no criminal activity found. Owner was notified. a. C (Charlie) 1 – Undetermined b. C (Charlie) 2 – Unsecured door or window c. C (Charlie) 3 – Severe weather conditions d. C (Charlie) 4 – Animal or pets e. C (Charlie) 5 – Realtor / lock box allow entry f. C (Charlie) 6 – Maintenance people on scene g. C (Charlie) 8 – Owner / guests on scene h. D (Delta) - Building secure, no criminal activity found. Unable to notify owner. a. D (Delta) 1 – Undetermined b. D (Delta) 2 – Unsecured door or window c. D (Delta) 3 – Severe weather conditions d. D (Delta) 4 – Animal or pets e. D (Delta) 5 – Realtor / lock box allow entry f. D (Delta) 6 – Maintenance people on scene g. D (Delta) 8 – Owner / guests on scene h. D (Delta) 9 – Cancelled prior to arrival 5. E (Echo) - Civil Matter/Assist: In the case of domestic disturbance, peace restored and no further action required. 6. F (Foxtrot) - Traffic Crash Investigation: Settled on the scene; no police action warranted, required, requested, or rendered. 7. G (Golf) - Off-Duty Resident Assist: Assisted a resident; situation does not involve a criminal investigation, violation, or warrant further police activity. 8. H (Hotel) - Aid Other Agency: Assistance to another police agency, fire, or rescue while on duty and not related to a criminal act. Incident not requiring a written report by the deputy. 9. I (India) - Capias or traffic arrest with no added nontraffic charges. Legible copy of the Probable Cause Affidavit must go to Records with a copy of any citations issued. 3.6.4 Line Supervisor Report Review: A. Deputies will submit completed reports to the appropriate supervisory review group prior to the end of their shift. B. Completeness 2. Accuracy 3. Cites all elements of offenses 4. Cites correct statutes 5. Jurisdiction C. Incomplete or inaccurate reports will be returned to reporting deputies to make all needed corrections. Deputies will make needed corrections and resubmit their reports before going off duty. Shift supervisors may use discretion in allowing deputies to submit reports the next day. D. In cases involving serving injunction orders, supervisors will ensure Incident Reports are completed and approved before the end of their shift. E. After Incident Reports associated with arrests, are approved by supervisors, a notarized copy will be sent to the State Attorney within 5 days (excluding weekends and holidays). Specialized Units (i.e., Homicide, Robbery, Victim Advocate, etc.) will be notified as appropriate. 3.6.5 Submission of Related Documents/Media to the Records Division: As reports are completed, any related documents/media will be submitted to the Records Division with a transmittal log. A. Reports can only be disseminated through the Records Division. Exceptions must be approved by the employee’s supervisor. B. Staff Inspections/Internal Audit will conduct periodic assessments of submissions as part of the inspections cycle. 3.6.6 Name Candidating: When adding or inputting a person, the master name record will be checked for a match. Unmatched names will be completed by the Records Division to ensure that Name Candidating is completed before submission of the Incident Report into RMS (Records Management System). 3.6.7 Operational Plan: A formalized, specific plan of action based on the result of accurate and timely crime analysis. The plan should be targeted and specific, identifying among other things, particular crimes; locations, days, and times of personnel deployment; Reviewed: 08/17/2018 Revised: 08/17/2018 Rescinds: 02/26/2014 Effective: 08/17/2018 3.6 Page 6 of 8 BROWARD SHERIFF'S OFFICE DEPARTMENT OF LAW ENFORCEMENT STANDARD OPERATING PROCEDURES tactics that will be utilized; and the ultimate goal of implementation. 3.6.8 Zone Report: A periodic report capturing data from Crime Analysis, Operational Plans, Community Concerns Reports, zone improvements, enforcement activity, and truancy activity from any BSO patrol zones. 3.6.9 Administrative Reporting: The purpose of DLE administrative reports is to assist commanders in accounting for the activity within their commands. Reports will aid in planning for budgets, resource deployment, staffing, and other efforts. A. The following are examples of DLE administrative reports: 1. Staff events 2. Operational plans and after-action reports 3. Monthly Truant Log 4. Training Log 5. Commendation Log 6. Employee Accident/Property Damage Log 7. Elder link referrals 8. Criminal Investigations Summary 9. Citizen Survey Summary 10. Workers' Compensation Claims 11. Case Management 12. Any additional requested report B. Crime Analysis Administrative Reports: These reports may be generated by districts/divisions and reviewed by DLE commanders and management for crime prevention and community enhancement initiatives: 1. Crash Reports NOTICE These Standard Operating Procedures are considered law enforcement sensitive and may contain certain information that is exempt under Florida Public Records Law. Outside or public requests for information from this Standard Operating Procedures Manual must be directed to the Department of Law Enforcement for review and redaction, if necessary, prior to disclosure.
