SAFETY VEST – POLICY AND PROCEDURES 01.01 PURPOSE: To enhance the level of safety for personnel working at an emergency incident, training ground, or other hazardous situation, by increasing the visibility of members to vehicular traffic and the public in general. 01.02 REFERENCES: NFPA 1500 – Standard on Fire Department Occupational Safety and Health Program – 5-1.1 OSHA 1910.132 01.03 POLICY: It shall be the policy of the Department of Fire-Rescue to provide a highly visible reflective safety vest to all members working at the emergency incident or training ground, during daylight or evening hours. The vest shall be worn at all times when working in any road right-of-way or other hazardous area as determined by the Incident Commander (IC). When the level of protection warrants full protective gear, the wearing of the vest is optional or at the discretion of the Incident Commander (IC). 01.04 RESPONSIBILITY: The Incident Commander (IC) shall be responsible for the safety of personnel working at the emergency incident or training ground. Each Company Officer shall be responsible for their assigned members. All members shall adhere to the procedures listed under this policy. 01.05 PROCEDURE: I. INVENTORY A. All Fire-Rescue Department members shall be issued an individual/personal safety vest. B. Safety vests shall be available and replaced as needed by the Logistics Division (Quartermaster). II. WEARING OF SAFETY VESTS A. AT THE EMERGENCY INCIDENT 1. Motor Vehicle Accidents (MVA) a. The safety vest shall be worn at all hours of the day by all members, provided full bunker gear is not needed. b. If bunker gear is worn, the safety vest is optional for added visibility and protection from vehicular traffic. 2. Fire Ground a. Drivers shall wear the safety vest unless an increased level of protection is necessary. If bunker gear is worn, the safety vest is optional for added visibility and protection from vehicular traffic. 3. Emergency Medical Services (EMS) Incidents a. Safety vests shall be worn as designated by the IC or Company Officer whenever it will enhance the level of safety to members. B. OTHER 1. Hazardous Areas or the Training Ground a.
