POLICE ACTIONS ON AUTOMOBILE ACCIDENTS, DOA’S AND FIELD TERMINATION PURPOSE To standardize Fire-Rescue Department actions at scenes involving police. RESPONSIBILITY All personnel will adhere to these policies and all officers are to assure their adherence. GUIDELINES When dispatch states police responding or “En Route”, it only means that our request is “on the board” and prioritized as to response. It does not necessarily mean that police are on the way. If at any time a Fire-Rescue Department unit or member feels physically threatened, and requires immediate police assistance, police can be summoned on a “3” signal through our Alarm Office. District Chiefs will refrain from calling “the bridge” to get police assistance. All calls for assistance will go through our Alarm Office or the Fire Central Information Office (FCIO). TRAFFIC ACCIDENTS When on the scene of a traffic accident, if police have not arrived, we are to make the scene safe, including the movement of vehicles from the street. If the scene cannot be made safe because the vehicles cannot be moved by hand and a wrecker is needed, police are to be requested. After the police arrive, and as soon as area is deemed safe by the Fire-Rescue Department Incident Commander (IC) or if the Police assume Command, the scene can be cleared. “DEAD ON ARRIVAL” (DOA’S) When on the scene of a DOA in a home, and the death appears to be due to natural causes, the scene can be cleared after requesting that the Police Department (PD) respond to the scene. FIELD TERMINATION a) Request that the Alarm Office dispatch PD, reference “Unsuccessful attempt to resuscitate” (vs. “45”), unless PD is already on the scene b) Wait for PD on the scene for at least 20 minutes c) If still not present, repeat request for PD response d) After that time, unit may leave the scene if:  family is in agreement with being left alone with the body  there is no suspicion of crime or questionable circumstances  the body is in a “private” place and not in public view e) Otherwise, Miami Fire-Rescue Department unit must stay until PD unit arrives f) Contact the EMS Battalion Captain for help or advice, if you are not sure whether to leave the scene or not. g) Refer to Chapter 11 of the EMS protocol manual for field termination guidelines 4/2/2013 EOM / Article 3 / Section 21 Page 1
