BROWARD SHERIFF'S OFFICE DEPARTMENT OF LAW ENFORCEMENT STANDARD OPERATING PROCEDURES 15.1 INCIDENT MANAGEMENT SUPPORT TEAM (IMST) 15.1.1 General: The Department of Law Enforcement (DLE) Incident Management Support Team (IMST) establishes critical incident contingency plans and assists with coordinating and managing the Department Law Enforcement response during mobilizations for natural disasters, acts of terrorism and large scale critical incidents. The DLE IMST serves as the Department of Law Enforcement’s National Incident Management System (NIMS) and Incident Command System (ICS) point of contact. 15.1.2 Authority: A. The DLE IMST will act under the authority of the Director of the Regional Services Bureau. B. The DLE IMST is responsible for coordinating the DLE response to any incident or event requiring a full-scale Incident Command System response. 15.1.3 Goals and Objectives: A. Provide a level of service consistent with the standards of the Broward Sheriff’s Office and meet the needs of the community during critical incidents and special events. B. Maintain active liaison with local, state and federal law enforcement agencies and other DLE districts, divisions and bureaus. C. Maintain and update lists of emergency points of distributions (PODS). D. Work with the BSO Training Division and conduct and coordinate National Incident Management System (NIMS) and the Incident Command System (ICS) training for all DLE employees including table top exercises and field exercise. E. Provide operational support in the form of the Incident Command System to any on scene Incident Commander. F. Organize intra-agency emergency coordination and planning workshops and exercises. Promote the Department of Law Enforcement’s emergency preparedness response recovery and mitigation abilities through planning, coordination, and training. 15.1.4 Organization: A. DLE IMST Supervisor: Responsible for overall coordination of the DLE IMST including the administration, direction, and supervision of all activities of the DLE IMST and its assigned personnel. The Supervisor will coordinate departmental meetings dealing with DLE IMST operations, emergency DLE IMST operations and responses. The supervisor will also coordinate and attend interagency meetings dealing with emergency operations and disasters and maintain liaison with the BSO Office of Emergency Management. The supervisor will assist in the preparation of agency contingency plans for disasters and emergency responses. The DLE IMST supervisor will respond to all emergency incidents as needed to assist the DLE IMST and/or the on scene incident commander. The DLE IMST Supervisor will also be responsible for the maintenance and deployment of the agencies Mobile Command Vehicles (MCV) and the Communication on Wheels (COW) tactical radio communications platform. The DLE IMST Supervisor will ensure that DLE adheres to the BSO Comprehensive Emergency Management Plan (CEMP) B. DLE IMST Support Staff: Assists the DLE IMST supervisor with maintaining and updating lists of available resources and assets; maintain the agencies mobile command post(s) and COW tactical radio communications platform in a state of readiness; responds to emergency incidents to assist the on scene incident commander and the DLE IMST Supervisor. C. All additional DLE IMST members as defined in 15.1.5 C will be part time team members. Upon activation of the DLE IMST, they will respond from their regular assigned duty assignment. D. Uniforms: 1. The DLE IMST Supervisor will assign the uniform of the day however; DLE IMST personnel shall wear a Class B or Class C uniform for routine operations. Deviations of the dress code are to be made in advance by the Director of the Regional Services Bureau or the DLE IMST Sergeant. E. Equipment and Maintenance: 1. The DLE IMST Sergeant is responsible for maintaining all equipment assigned to the DLE IMST. 2. Maintenance and Usage Logs will be maintained for the Mobile Command Vehicle and the Communications on Wheels. F. Operational Procedures: 1. Daily Operations: Duty Hours will be assigned by the DLE IMST Supervisor 2. Administrative Procedures: a. Ensure response of personnel to staff meetings and planning seminars. b. Review and approve report and other written documents. c. Coordinate and schedule DLE IMST Training. d. Maintain training records which accurately reflect training received or rendered by personnel. G. Field Operations: Upon approval of the Director of the Regional Services Bureau or his/her designee, DLE IMST personnel may respond to incidents to assist an ongoing scene incident commander with the coordination of resources and/or assets. At the discretion of the command staff, DLE IMST may assume operational responsibility for the duration of the incident. 15.1.5 Duties and Responsibilities: A. Hurricane preparedness, evacuation and recovery 2. Civil Disturbances 3. Acts of Terrorism 4. Complex Crime Scenes 5. Law Enforcement Shootings 6. Large Scale Special Events 7. Large Scale Critical Incidents B. The DLE IMST will coordinate the law enforcement response with other jurisdictions that may request emergency mutual aid assistance. The DLE IMST Supervisor will act as DLE liaison to any county or municipal law enforcement agency requesting assistance. C. The DLE IMST will be comprised of the following respective positions at the discretion of the DLE IMST Supervisor. Each branch will have inter- related duties and responsibilities: 1. Scribes 15.1.6 Mobile Command Vehicle (MCV): A. DLE Mobile Command Vehicle: The Mobile Command Vehicle (MCV) is a rapid deployment all-weather command and control mobile platform which is designed to assist the Incident Commander and field personnel by providing support in the form of ICS and NIMS organizational tools. The DLE MCV can also provide interoperable communications where the communications infrastructure is inadequate or has been disrupted. The DLE MCV meets the current threat environment which requires mobility, interoperability among public safety agencies, reliability and cost effectiveness. B. DLE MCV Mission: The DLE MCV can support daily operations as well as special deployments of the organizational elements required to meet mission objectives. It is capable of providing portable power via generator for on scene requirements along with a 40 foot mast camera, redundant communications in the form of VHF, UHF, 700-800 MHz Motorola and Harris systems radio interoperability , weather station, six (6) onboard workstations, conference room capabilities, portable lighting, and cellular and satellite data connectivity. C. DLE MCV Callout Procedures: The DLE MCV is available to respond to planned and unplanned special events and critical incidents. It is available both through the BSO Communications Duty Officer and by contacting the DLE IMST supervisor or his/her designee directly. 1. Requests for DLE IMST MCV will primarily be made through the BSO Communications Duty Officer. The Communications Duty Officer will then notify the DLE IMST supervisor via cellular telephone with the details of the request. The DLE IMST Supervisor will then contact the Director of the Regional Services Bureau and relay the request for the response. Upon approval, the DLE MCV and IMST will then be activated via call out procedures. 2. The significance of the incident. b. The duration of the event/incident. c. The possibility of adverse weather. d. Where the MCV will be located (Required Space: 45 feet by 12 feet) 3. During the deployment period, the DLE MCV will only be operated by trained IMST personnel. 15.1.7 Communications On Wheels (COW): A. DLE Communications on Wheels (COW): The DLE COW is a standalone generator powered portable radio system and radio tower capable of transmitting and receiving a 700/800 MHz Motorola system along with providing repeater capability for statewide emergency mutual aid channels. It provides emergency communication capabilities when the primary radio systems are inoperable or at operational capacity. B. DLE COW Callout Procedures: The DLE COW is available to respond to planned and unplanned special events and critical incidents. It is available both through the BSO Communications Duty Officer and by contacting the DLE IMST Supervisor or his/her designee directly. 1. Requests for DLE COW will primarily be made through the BSO Communications Duty Officer. The Communications Duty Officer will then notify the DLE IMST supervisor via cellular telephone with the details of the request. The DLE IMST Supervisor will then contact the Director of the Regional Services Bureau and relay the request for the response. Upon approval, the DLE ICT and IMST will then be activated via call out procedures. 2. When requesting the DLE COW, the requesting on scene supervisor should take into account the following variables: a. The significance of the incident. b. The duration of the event/incident. The possibility of adverse weather. d. Geographical restrictions 3. During the deployment period, the DLE COW will be operated by trained IMST personnel. 15.1.8 Training and Qualification: DLE IMST personnel will be encouraged to attend the following training courses and conferences: A. Critical Incident training B. Hazardous Materials training C. Hurricane Preparedness training D. Mass casualty incident training E. Incident Command System (ICS) training F. National Incident Management (NIMS) training 15.1.9 Emergency Operations Plans: A. DLE IMST personnel will prepare contingency plans for a variety of critical incidents and disasters involving DLE operations. B. DLE IMST will be available to respond to critical incidents to assist the Incident Commander with the establishment of a command post and liaison with other municipal, state and federal agencies that respond. C. The IMST will provide a 24 hours response capability for DLE. D. DLE IMST personnel are predicated on a situational need as authorized by the DLE IMST supervisor or the Director of the Regional Services Bureau. E. The DLE IMST Supervisor and Director of the Regional Services Bureau will be available via cellular phone and will be apprised of any significant incidents. The DLE IMST will receive all mobilization and emergency operations after action reports from all involved DLE units upon their completion. J. Hurricane Procedures: 1. DLE IMST personnel will assist the BSO Emergency Management Coordinator with the development of the agency hurricane plan annex to the CEMP. 2. DLE IMST will participate in hurricane activations at the discretion of the Executive Director, Department of Law Enforcement. K. Cost Recovery: The DLE IMST will be responsible for coordinating with the Office of Management & Budget all Federal Emergency Management Agency (FEMA) or other agency cost recovery documentation for the Department of Law Enforcement.
