HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: RESPONSE GUIDELINES – 013 January 1, 2022 NIMS COMPLIANT SOG Title: Non-Classified Revision: 7 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2026 Fire Chief 6 PURPOSE The purpose of this guideline is to provide standardized and predetermined responses to all incidents not classified by Northwest Central Dispatch (NWCD). POLICY It shall be the policy of the Hoffman Estates Fire Department to follow this guideline. However, it may be altered to achieve a more appropriated response based on information received from NWCD or to achieve a faster response based on location and/or status of fire department apparatus and personnel. PROCEDURE MABAS Box Alarm Responses: A. Ambulance responses will be made by the closest apparatus or as shown on pg. 3-4 B. The minimum staffing of an engine, or tower shall be 3 personnel. C. Engine responses will be made by the closest apparatus or as shown on pg. 3-4. 1. When Eng. 23 or Eng. 24 responds, Eng. 22 will change quarters to that station. Additional staffing will be supplemented by call back personnel. D. When Tower 22 responds, additional staffing will be as determined by the shift commander. E. Water rescue responses will be made with two personnel. On-duty personnel should respond immediately and call back personnel should be used to supplement shift staffing. The Shift Commander may send additional divers if the need exists. F. Technical rescue responses will be made using TRT 24 with appropriate rescue equipment and TRS personnel. On-duty personnel should respond immediately and call back personnel should be used to supplement shift staffing. The Shift Commander may send additional TRS personnel if the need exists and staffing allows for it. 1 G. Hazardous Materials responses will be made by HazMat 24. The response will involve a minimum of two personnel, one of which will be HazMat Technician. On duty personnel shall respond to the scene and call back personnel shall be utilized to supplement shift staffing. The Shift Commander may send additional technicians if the need exists and staffing allows for it. H. Chief Officer/Incident Safety Officer Response: 1) During normal business hours Requests for a Chief Officer and/or Safety Officer will be filled based on availability by the Chief, Deputy Chief or Battalion Chief. 2) During non-business hours, weekends and holidays Responses will be made by the closest Chief Officer or as shown on pg. 6. 3) Notification Process i) Initial notification will be via Chief’s page from NWCD. ii) On-duty Battalion Chief will relay the request to the designated Chief Officer by telephone or cell phone. iii) If the closest Chief Officer is not available, the next closest Chief shall be notified. iv) If no Chief is available, NWCD shall be promptly notified. Requests for Battalion 6: A. Requests for Battalion 6 will be filled by the on duty Shift Commander. If staffing permits this will be back filled with a qualified member to work as the acting Shift Commander. Otherwise a Staff Chief will be notified through NWCD to back fill the opening. This does not include a MABAS Box Alarm response when a chief is requested. A MABAS Box Alarm requires a chief officer. Bomb Threats, Hostage Situations, Barricaded Subject, and other Police Requests: A. For all bomb threats, the district or closest engine will respond in a non-emergency mode. All fire personnel should stage a minimum of 500 feet from the incident. The engine officer should communicate with the police department face to face. B. NWCD will contact the shift commander to coordinate and authorize the appropriate apparatus and/or personnel response. EXCEPTIONS Where MABAS Illinois Policies and Procedures current online reference or MABAS 1 Operating Guidelines/Policy Statements are in conflict with HEFD Standard Operating Guidelines, HEFD Standard Operating Guidelines will take precedence.
