Purpose: It is the purpose of these guidelines to ensure that the scheduling of personnel is consistent with the needs of the Department, is accomplished with speed and efficiency, and is as fair and equitable to all employees as possible. B. SCOPE: These Rules and Regulations supersede all previous Rules and Regulations, bulletins, and/or memorandums issued before this effective date. C.
