Purpose: The following Rules and Regulations are intended to provide direction to the members of the Las Vegas Fire & Rescue for their personal conduct or for conducting the affairs of the Department. B. Scope: These Rules and Regulations supersede all previous Rules and Regulations, bulletins, and/or memorandums issued before this date. C. Author: The Fire Chief, or designee, will be responsible for the content, revision, and review of these rules and regulations, and will ensure that they are consistent with any valid and applicable bargaining agreements. RESPONSIBILITY A. Employee: It is the responsibility of all employees to be familiar with and comply with these procedures. B. III. 4/8/11 Type: Rules & Regulations – 130 series Las Vegas Fire & Rescue Department: Signature: Supervisor: It is the responsibility of all supervisors to apply this regulation as uniformly as possible and to take such action as necessary to ensure all employees are informed as to its requirements. Any special information relative to the performance outlined in this procedure must be readily communicated to all employees (i.e. telephone numbers, extension numbers, etc.). POLICY A. Employees shall have the right to trade time; there will be no paperwork associated with trades due to the electronic signatures, in the event that it does not interfere with the operation of the fire department. No obligation shall accrue to the City. B. Employees may accrue a maximum of 120 trade-of-time hours with any single employee, unless approved by the Deputy Chief responsible for suppression. C. Employees are allowed to arrange a trade of time for up to six (6) hours during their scheduled overtime/callback shift. The employee is required to physically report to work before a trade of time commencing. If multiple 130.05 Trade of Time Page 2 of 2 trades are done, the initiator (TO) will only need to be present at the beginning of the first trade of the shift. D. Personnel wishing to trade time will follow these procedures: 1. The Initiator (TO) will contact the standby person (TW) they want to trade with, if that person agrees to the trade the TW will enter the trade into Telestaff, after this is completed the TW will contact the TO to inform them that the trade has been entered. The TO will then go into telestaff to accept the trade. 2. Both individuals signing into Telestaff will constitute an electronic signature. 3. If the TW fails to report to duty on the given day the department will take actions in the following progressive manner: 4. a) The TO will have hours deducted from their annual leave hours, and if employee does not have enough annual leave hours, the remainder of the time will be covered as leave without pay (LWOP). b) The TW will receive discipline in accordance with the Positive Disciplinary procedures, if appropriate. The TW individual will receive a suspension from trading time for six (6) months. If the TW is unable to complete the shift due to illness, the following actions will occur: a) The TO will have hours deducted from their annual leave hours, and if employee does not have enough annual leave hours, the remainder of the time will be covered as leave without pay (LWOP). b) Verification of illness must be provided by the employee to the Deputy Chief over the division, or designee. 5. An employee must settle any trade within 90 days of an employee status change. 6. Employees suspended from trading can still payback a trade, but cannot be a TO.
