GENERAL.01 INTRODUCTION The Ship Inventory Program is designed as a means of compiling accurate and current information on selected types of ships that use the facilities of the Los Angeles Harbor on a regular basis. This information will be used as an aid to officers in handling emergencies aboard ships. Further use of the ship inventory material will be in pre-fire planning sessions and drills. Written and Plan Information Sheets will be submitted to Battalion Commanders where they will be reviewed for content and clarity. The companies that respond to berth numbers on a first alarm basis, Battalions 6, 16 and Division 2, will receive copies which have been laminated in plastic and punched for insertion into the Building Inventory book. These sheets will be placed behind the Index of Ships Normally Calling in the Port of Los Angeles in the Building Inventory Book. Original Written and Plan Sheets will be forwarded to OCDS for microfilming and filing in the microfilm storage bank. The original Written and Plan Sheets will be returned to the submitting Battalion and shall be filed in the Battalion master file. The Ship Inventory Program is designed to provide current and accurate information. In order to obtain all necessary information for a particular ship, it may be necessary to make several visits due to difficulties of language, availability of a knowledgeable guide, or the availability of the vessel. These situations will require cooperation of all three platoons to collect all essential data before a ship leaves port. Ship inventory information shall be reviewed as nearly as possible on an annual basis according to the ship's visitation to port. Necessary changes will be accomplished by retyping written information, redrawing plan information, adding correction date and returning the corrected information to Battalion for filing..05 SHIP CRITERIA Ship Inventory Sheets shall be required for all ships that normally berth within a fireboat station's assigned inspection district. In addition, sheets shall be completed for one of each class of ship-- conventional freighter, tanker, container ship, car carrier, lighter aboard ship, Pacific Australian Direct, super tanker, etc., that in the opinion of the officers represents a typical unit of its class. Ships selected for inspections shall be those that call on a regular basis at Los Angeles Harbor facilities. Duplicate inventories of vessels of nearly identical construction need not be made (See Filing Instructions 12/10-35.25). -17. INSTRUCTIONS Information submitted shall be contained on two sheets, a Written Information Sheet and a Plan Sheet (samples attached). Margins shall be provided as outlined in the instructions for each sheet..01 WRITTEN SHEET The Written Sheet shall be compiled in the field using the check list provided on Page Five of this booklet to ensure that all required information is obtained. Finished Information Sheets shall be typewritten on 8-1/2" x 11" white bond paper, allowing not less than a 1" margin on the left side. A two-line heading, using capital letters, will appear in the upper right hand corner as follows: 12/10 SHIP INVENTORY 2 VICTORIA MAID-VANCOUVER (Ship's name and registry) KEYSTONE (Shipping Line) The most recent date of completion or correction of the Written Sheet shall be placed in the lower right corner of the original sheet. The submitting fire station and battalion designation shall be entered below the date on the Written sheet. These entries shall be made in pencil. Ship information will appear in the order listed on the Written Information Check Sheet. If a ship does not have features listed on the check list, insert the word "none" following that item..24 INFORMATION 1. ARRIVAL Indicate the best approach to the ship at its normal berth and the placement of companies dispatched on a first alarm assignment. 2. SIZE, CONSTRUCTION AND TYPE OF SHIP Indicate length and beam, number of decks, holds, and tanks. Type of service such as tanker, freighter, etc. 3. LOCATING FIRE - ALARM INFORMATION Indicate location of watch officer. List location of alarm panel, type, and area covered; language spoken; and the ship's outline plan for fire aboard when the ship is in port. 4. SPECIAL FEATURES List location and/or control points and area served for the following international fittings and inlets for fire main system; water and fire tight doors; CO2, steam, foam and dry power systems; sprinklers; special fire fighting equipment carried. 5. HAZARDS Describe unusual fire or safety hazards such as unprotected stairways, life hazards, or cargo hazards. 6. EXPOSURES List exposures on board the ship. 7. VENTILATION Indicate location and control for mechanical blowers. Describe conditions for use of natural ventilators. 8. ELEVATORS Indicate location of elevators, decks served and remote controls. 9. ADDITIONAL INFORMATION Used to record any other pertinent information that would be useful in controlling a fire or handling an emergency incident aboard that ship. Task Force and second Engine Company standby hydrants adjacent to berth. Fire boats to outboard side of ship. 2. SHIP SIZE CONST. & TYPE Length 515', Beam 60' all metal, Container Type, 4-Decks. 3. LOCATING FIRE ALARM INFO. Watch officer inside passageway opposite top of gangway. Smoke detector alarm panel on bridge only for cargo spaces. English spoken by both officers and crew. Fire plan in port, none. 4. SPECIAL FEATURES International fittings located in ship's office. Inlets to the fire main are port and starboard amidship on the main deck. Water and fire tight doors at all openings to main house and fire door in engine roof aft, all controlled locally. CO2 system for engine room, 80-150 lb. bottles located on 2nd deck port side, control local and on bridge. No sprinklers. Fire resistant suits, axes, nozzles and breathing apparatus located in CO2 room. 5. HAZARDS All stairways unprotected, life and cargo hazard minimal, 100% container, no passengers. 6. EXPOSURES Internal exposures minimized by bulkheads between storage cells. 7. VENTILATION In super structure forward passage on the starboard side. Serves second deck to bridge deck. Remote control on after bulkhead of forward passage. 8. ELEVATORS In super structure forward passage on the starboard side. Serves second deck to bridge deck. Remote control on after bulkhead of forward passage. 9. A margin not less than 1" shall be provided on the right side of the Plan Sheet. Ship plans will be a side view using a standard template with an outline of a ship's hull. Various deck levels and superstructure will be added to the outline to fit the plan of a particular ship. Items to be identified will show as symbols as used in the Building Inventory Program. Where items appear and there is not an appropriate symbol, they will appear at the proper deck level and the designation for starboard side will be a number within a triangle. The designation for port side will be a number within a circle. 1. ACCESS-ENTRANCE Indicate location of gangway and location of side ports. 2. STAIRS Indicate location and deck levels served. 3. ELEVATORS Locate elevators for crew and for passengers and deck levels served. 4. PASSAGEWAYS Locate key passageways on levels that provide most accessible route from bow to stern. 5. FIRE MAIN INLETS AND INTERNATIONAL FITTINGS Indicate location of inlets and where fittings are kept. 6. SPRINKLERS Indicate locations served, location of controls and inlets. 7. ENGINE ROOM - BOILER ROOM Indicate location and access at different levels. 8. ALARM PANEL Indicate location and type. 9. CO2 SYSTEM Indicate location of bottles and location of controls. 10. Sheets will also be required on at least one of each type of ship using the harbor facilities on a regular basis. Ships selected for inventory will be typical of their class based on the opinion of officers concerned. Examples of types to be inventoried would be tanker (conventional), super tank, freighter (conventional), container, lighter aboard ship, Pacific Australian Direct, etc. Station Commanders shall submit a list of all ships that they believe qualify under the ship criteria outline. A typical ship of a class may be substituted for another if it becomes available for inspection. Battalion Commanders will review and finalize the proposed lists. Forms will be available through Battalion Office. Preceding the Ship Inventories will be an Index of Ships Normally Calling in the Port of Los Angeles (See example on following page) and all Ship Inventories including typical class Ship Inventories will be listed on the Index. Typical class Ship Inventories will be filed ahead of all other specific Ship Inventories. Duplicate inventories of vessels of nearly identical construction need not be made but will be cross-referenced in the index to the typical ship by name (see example on following page). A separate divider labeled "Ship Inventory" shall be placed behind Building Inventory in Pre-fire Planning files. Company survey forms (page 11) containing annual inspection dates shall be inserted into this divider..30 SCHEDULE One ship, per station, every two months..35 ROUTING - ORIGINAL SHEETS Station - Prepare and forward to Battalion Battalion - Forward to Division Coordinators A.
