Subject: # 1086.30 Quality Assurance Program Adopted: Effective Date: April 10, 2020 Last Revised Date: April 10, 2022 Revision Number: 2 Due for Revision Date: April, 2025 Table of Contents: 1086.30.01 1086.30.02 1086.30.03 1086.30.04 1086.30.05 1086.30.06 1086.30.07 1086.30.08 Purpose Scope Patient Standard of Care Patient Care Reports Field Observation Emergency Medical Review Committee Continuing Education Procedural Skills C:\powerdms\convert\Temp\6edab887-dd22-41a0-8a57-58d3fd9204ed.doc Page 1 of 4 1086.30.01 Purpose: The purpose of this document is to establish an EMS Quality Assurance Program to improve patient care and treatment by the Bonita Springs Fire Control and Rescue District (BSFC&RD). 1086.30.02 Scope: This SOG will include all EMTs and paramedics operating within the suppression division. 1086.30.03 Patient Standard of Care: All medical care and treatment rendered by the BSFC&RD is under the supervision of the Medical Director and his/her designee. The Medical Director is a member of and participates in the Lee County Medical Care Council. The MCC approves the Lee County Common Treatment Guidelines that serve as standing orders for patient care and treatment. All patient interactions will have a patient care report available for review and evaluation. Problems, sub-standard care or neglect shall be referred to the EMS Deputy Chief and/or Medical Director as required. On any issues that may require disciplinary action, it will be handled in accordance with the department’s policies and procedures. 1086.30.04 Patient Care Reports: The Company Officer will review all completed patient care reports. All priority one calls, alerts and cardiac arrests will be reviewed by the shift Battalion Chief, shift FTOs, Training Captain or EMS Deputy Chief to ensure that the following are complete: 1. All the documentation areas required by the state and our agency are properly completed. 2. Documentation and patient treatment is consistent with departmentapproved guidelines. 3. Any deviations from the guidelines are properly documented. C:\powerdms\convert\Temp\6edab887-dd22-41a0-8a57-58d3fd9204ed.doc Page 2 of 4 1086.30.05 Field Observation: The shift Battalion Chief, Training Captain, FTOs, and/or the Deputy Chief will periodically complete field observation of the emergency medical crews. The general purpose of the observation will be to ensure that the Standard of Care is being followed, including treatment and care of the patient. When necessary, the appropriate information will be reviewed with crews to improve in any of the above listed areas and/or to provide positive feedback to promote continued proper patient care and satisfaction. 1086.30.06 Emergency Medical Review Committee: The committee conducts Quality Assurance (QA) reviews of any significant emergency medical call with the responding crew for: treatment, care, actions, decisions and outcomes in an effort to improve care and treatment. The committee will convene with at least three members that may include the Fire Chief, Assistant Fire Chief, Deputy Chief, Training Captain, FTOs or Medical Director. All QAs will be documented in writing. It is the intent of this SOG to comply with the Florida Statute 401.425. Per the statute, any findings or content discovered within the contents of this program may not be used against the individuals for discipline by the department. 1086.30.07 Continuing Education: Continuing Medical Education is provided to all EMTs and Paramedics during each two-year recertification period as directed by the DOH/EMS. This continuing education is provided through several mechanisms approved by the medical director. Monthly in-services include presentations by the Medical Director and/or his or her designee. The sessions are recorded or posted and made available to all personnel. Sessions are conducted to review current guidelines, patient care incidents, and to educate the members on new pre-hospital emergency medical issues. Additionally, the Medical Director and/or his designee will conduct other training programs throughout the month. All programs will be appropriately recorded as listed in the training catalog.
