Palm Beach County Fire Rescue Standard Operating Guideline SOG 100-04 Fire Protection Systems Issue Date: 05/21/2018 Effective Date: 06/21/2018 PURPOSE: To provide guidelines for operations in buildings with fire protection systems. AUTHORITY:  Fire Rescue Administrator SCOPE: This standard shall apply to all emergency operations personnel. ATTACHMENTS: Attachment A: Life Safety Systems Activation (click on the station number) PROCEDURE: When a fire occurs in a building equipped with a fire protection system (sprinklers and/or hose cabinets) the second arriving engine should be assigned to support these systems. Support shall include: 1. Sprinklered Buildings a. Supplement the Water Supply to the Sprinkler System i. The second arriving engine should connect to the Fire Department Connection (FDC) with a minimum of two 3” supply lines and connect to a hydrant with LDH. Supply lines shall be charged and maintained at 150 psi. ii. Static water sources (lakes, canals, etc.) should not be used to support fire protection systems connected to a potable water supply. iii. Water needed for other firefighting activities should not diminish the water supply to the building’s fire protection system. b. Verify all Sprinkler Control Valves are Open i. These valves shall include the PIV, WIV, OS and Y. ii. If these valves are not completely opened, they should be opened unless otherwise instructed by the Incident Commander (IC). iii. If a sprinkler control valve is closed and marked with a sign stating “Closed for Repair” or the like, notify the IC of this condition and await orders. c. Verify the Fire Pump is Running i. If a fire pump is present and has not started, it should be started using the manual controls. If the pump cannot be started, notify the IC. d. Shutting Down the System SOG 100-04 Fire Protection Systems Page 1 of 3 i. The sprinkler system should not be shut off until the fire has been extinguished or at the IC’s discretion. ii. The flow of water from the fused sprinkler head(s) should be stopped as soon as practical to prevent excessive water damage. In fires where several heads have fused, it may be necessary to shut down the affected zone via the zone control valve instead of using sprinkler stops. iii. Control valves for sprinkler systems should only be closed upon order of the IC. When a control valve is closed a firefighter with a portable radio should remain at the valve ready to open it if necessary. iv. In the interest of reducing water damage and providing continued fire sprinkler protection, company’s may replace activated sprinkler heads and recharge the system. This does not alleviate a building owner’s responsibility to contact a licensed fire sprinkler contractor to perform and document required follow-up service. e. Follow Up i. Following a fire, the IC should advise the B.O.S.S. of the status of the sprinkler system. The IC, Fire Investigator and/or Communication Center shall attempt to contact the building representative and advise them of the need for repairs. It is the sole responsibility of the building owner to make repairs to the sprinkler system in an expedient manner. ii. Whenever a sprinkler system is activated, the following shall be completed: 1. An incident report [refer to Incident Reporting (PPM FR-M-201)]. 2. A Life Safety Systems Activation (100-04 Attachment A) iii. In addition to the required Incident Reporting (PPM FR-M-201), the incident report shall include: 1. Information on any problems encountered while supplying or working with the fire protection system 2. What actions Fire Rescue personnel took 3. Any valves found closed a. Example: sprinkler control valves, OS&Y, etc… 2. Building with Hose Cabinets and Standpipes Only a. Supplement the Water Supply to the System i. The second arriving engine should connect to the Fire Department Connection (FDC) with a minimum of two 3” supply lines and connect to a hydrant with LDH. ii. Supply lines shall initially be charged to 100 psi and then adjusted to the correct pressure based on the hose layout. Driver Operators should ensure the pressure at the FDC does not exceed 200 psi. b. Verify all Sprinkler Control Valves are Open i. These valves shall include the PIV, WIV, OS and Y. If these valves are not completely opened, they should be opened unless otherwise instructed by the IC. If the valve is closed and marked with a sign stating “Closed for Repair” or the like, notify the IC of this condition and await orders. c. Verify the Fire Pump is Running SOG 100-04 Fire Protection Systems Page 2 of 3 i. If a fire pump is present and has not started, it should be started using the manual controls. If the pump cannot be started, notify the IC. d. Firefighting Operations i. When connecting to a hose cabinet or standpipe, companies should connect one floor below the fire and advance up. Fire hose that is provided in a hose cabinet shall not be used. Prior to connecting hose to a hose cabinet or standpipe, open the valve and flush the system of debris until clean. 3. Combined Systems a. A combined system is an integrated standpipe and sprinkler system that shares a common FDC. b. When supplying a combined system, the Driver Operator should maintain a minimum pressure of 150 psi to support the sprinklers. If hose lines are also deployed, the Driver Operator may need to pump at a higher pressure to support the hose lines. The discharge pressure shall not exceed 200 psi at the FDC in such instances.
