Other responsibilities include: A. Serving on various federal, state, local, and Department committees. B. Interpreting state and local fire prevention laws and directing their application..25 FIRE INSPECTORS I AND II A promotional position, their primary duties include: A. Enforcing fire safety laws and ordinances in complex occupancies. B. Interpreting and applying, on a technical level, fire prevention regulations and procedures. C. Reviewing building plans to ensure compliance with the Fire Code. 1/4 FIRE PREVENTION BUREAU 3.30 FIRE SAFETY OFFICER All uniformed members of the Fire Prevention Bureau that maintain the rank of Fire Captain and/or Fire Inspector. Performs fire and life safety functions during filming, special events, festivals, firework displays, sporting events, parades, parties, concerts, activities located in the Very High Fire Hazard Severity Zones (VHFHSZ), and other events when deemed necessary for public safety. -05. Los Angeles County Metropolitan Transportation Authority (MTA), Fire/Life Safety Committee. -06. ASSISTANT BUREAU COMMANDER - ASSISTANT CHIEF.01 GENERAL The Assistant Bureau Commander assigned to the Bureau of Fire Prevention and Public Safety maintains regular business hours. This officer has the title of "Assistant Fire Marshal.".35 RESPONSIBILITY The primary responsibility of this assignment is to serve as an executive assistant to the Bureau Commander, and includes: A. Serving as the Acting Bureau Commander and Fire Marshal, and assisting in the formulation of Bureau policies. B. Providing liaison to other departments of City government, outside agencies, and trade and industrial organizations. C. Coordinating the various activities of subordinate officers assigned to the various Sections and Units of the Bureau. D. Conducting research and submitting completed staff studies to the Bureau Commander and preparing reports for distribution to Bureau personnel. E. Supervising the activities of those Sections and Units of the Bureau that report directly to the Assistant Fire Marshal. F. Responding as part of an Incident Management Team (IMT). 1/4 FIRE PREVENTION BUREAU 4 -07. LEGAL LIAISON UNIT.01 GENERAL Inspectors assigned to this Unit prepare unresolved violation cases for submission to the City Attorney's office for legal action. Other areas of responsibility include: A. Coordinate legal action and court cases regarding violations of the Fire Code and Title 19 & 24 California Code of Regulations (CCR). B. Assimilate evidence and information for use in legal action. C. Act as a Department liaison with the City Attorney's office, District Attorney's office and other Governmental Agencies. D. Serve on various committees, such as: Housing Task Force, Environmental Task Force, Hazardous Materials Task Force, Underground Tank Ad Hoc Committee. E. Enforce and regulate fireworks regulations with the State Fire Marshal and local agencies. F. Regulate and enforce Chief's Regulation #9. -08. RESEARCH UNIT.01 GENERAL This Units primary duties are to assist the Fire Marshals office and be its support staff. Other responsibilities include: A. Conducting research on the behavior, detection and extinguishment of fire. B. Testing devices submitted for Departmental approval. C. Analyzing evidence of fraudulent fire setting. D. Maintains Fire Code and writes Code interpretations, ordinances and amendments. E. Maintaining the Inspector's Manual. F. Maintaining the Fire Department Reference Library. G. Maintaining general information file, chemical file, and technical data file. H. Responding to emergency incidents when requested by Incident Commander. I. Occasionally representing or accompanying the Fire Marshal for presentations to the City Council, and Fire Commission. J. Prepare Fire Marshal’s office for press conferences. K. Responds as part of Incident Management Team (IMT). L. Represent the Fire Department on national and local code committees. M. Provide technical support to this Department, Department of Building and Safety, outside agencies, private consulting firms and the public. N. Legislative review, State and Federal. O. Conduct fire loss surveys for large loss fires. P. Projects and reports for Fire Marshal and Assistant Fire Marshal. Q. Maintain wellness center and lockers for special duty personnel assigned to City Hall East. R. Oversee the State Fire Marshal Fire Inspector Certification program and the New Inspector training program. 1/4 FIRE PREVENTION BUREAU 5 -09. INDUSTRIAL AND COMMERCIAL SECTION.01 GENERAL The Industrial and Commercial Section has inspection responsibility for complex and large industrial and commercial occupancies..03 RESPONSIBILITY The primary duties of personnel assigned to this Section include: A. Inspecting major industrial and commercial occupancies enforcing fire and life safety regulations. B. Authorizing the issuance of fire permits, under Division 4 of the Fire Code, following field inspections. C. Review and final approval of Division 5 Permits, which constitute authority for a specific action or project. D. Making inspections of new construction in conjunction with the Department of Building and Safety to assure compliance with approved plans in all industrial and commercial structures regulated by the Fire Department. E. Enforcing ordinances for the safe transportation of hazardous materials and safe blasting operations. F. Enforcing of ordinances covering brush and/or hazardous vegetation management. (See.70 Brush Clearance Unit of this Section.).40 LOCATION Seven units comprise this Section. Each Unit serves an assigned geographical area of the City with an office within the same area as follows: Brush Clearance Unit, 6262 Van Nuys Blvd. #451 Van Nuys, Ca. 91401 Central Industrial Unit, 200 North Main Street, CHE Room 1730 Los Angeles, Ca. 90012 West Industrial Unit, 7166 Manchester Blvd. #5 Westchester, Ca. 90045 Harbor Industrial Unit, 638 Beacon St. #350 San Pedro, Ca. 90731 Valley Industrial Unit, 6262 Van Nuys Blvd. #451 Van Nuys, Ca. 91401 High Rise Unit, 200 North Main Street, CHE Room 1720 Los Angeles, Ca. 90012 UST/HAZ MAT Unit, 200 N. Main St. CHE Room 1700 Los Angeles, Ca 90012.50 HIGH-RISE UNIT The High-Rise Unit is supervised by a Captain II and the primary responsibilities are: 1. Annual High-Rise Building Inspections A. Responsible for annually inspecting all High-Rise Buildings in the City. B. Investigate Complaints. C. Approve permits under Division 4 and 5. D. Review and witness Chiefs Regulation 4 tests. E. Review and approve emergency Evacuation plans. 2. Asbestos Abatement A. Inspect Asbestos Abatement sites for compliance with applicable Fire Code provisions. B. Maintain Liaison with other governmental agencies Re: Asbestos Abatement. C. Identify abatement sites, which are operating without proper permits. 3. Fire and Safety Education 1/4 FIRE PREVENTION BUREAU 6 A. The training and educating of personnel in high-rise industrial, commercial, institutional and government facilities. B. Directing and assisting the management of the above facilities in formulating a practical and workable civilian fire brigade and emergency organizational structure for self-protection..60 INDUSTRIAL AND COMMERCIAL UNITS The primary duties of personnel assigned to the Industrial and Commercial Units include: A. Inspection responsibility for all major industrial and commercial complexes over 40,000 square feet, occupancies having a Division 4 Permit for the use or storage of hazardous materials over the exempt amounts and the older high-rise buildings over 75 feet in height not having complex pumping systems. B. Inspect, authorize and issue fire permits under Division 4 of the Fire Code. C. Inspect and field approve Division 5 Permits for the installation of appliances, devices, equipment and systems. D. Issue concurrent permits with the Harbor Department to import/export dangerous cargo. E. Issue concurrent permits with the Harbor Department to conduct welding/cutting operations in the Port of Los Angeles. F. Enforce ordinances for the safe transportation of hazardous materials and safe blasting operations. G. Assist Building and Safety with on-site new construction inspections and assure compliance with approved plans in all industrial and commercial structures regulated by the Fire Department. H. Inspect all oil wells and their related facilities. I. Inspect all State-occupied buildings..70 BRUSH CLEARANCE UNIT The primary function is to enforce Section 57.21.07 of the Los Angeles Municipal Code concerning brush and/or hazardous vegetation. The duties include: A. Formulating plans, policies and procedures to facilitate enforcement of brush and grass clearance laws. B. Providing assistance and technical information to field personnel and to the public regarding the brush and grass clearance program. C. Generating the mass mailer information bulletin to make the public aware of brush clearance requirements. D. Developing and conducting training for fire station personnel and Brush Task force volunteers. E. Scheduling and accompanying the City geologist on field inspections when unstable geological conditions are suspected, and maintain a record of such inspections. F. Processing Code Section 57.21.07 violations through the City Attorney's office and representing the Fire Department at City Attorney hearings. G. Maintaining reference files providing a history of violations that have been referred for noncompliance. H. Researching title records to determine property ownership and address information. I. Representing the Department at public hearings before the City Council, Council Committees, Public Works Department and other governmental agencies in situations concerning brush and hazardous vegetation clearance. J. Developing and administering an annual contract for private vendors to complete brush clearance, and processing this document to the Department of General Services. K. Administering the processing of noncompliance parcels in the Very High Fire Hazard Severity Zone and improved properties in flatland areas of the City to qualified contractors for clearance of brush and hazardous 1/4 FIRE PREVENTION BUREAU 7 vegetation. L. Report to the Mayor, City Council, and Fire Commission. Maintaining liaison with other governmental agencies concerning clearance of hazardous vegetation on properties controlled by those agencies. M. Inspect and re inspect properties for violations of Section 57.21.07 N. Respond to citizen complaints. -10. PUBLIC SAFETY SECTION.01 GENERAL The Battalion Chief assigned as Commander of the Public Safety Section maintains regular business hours..05 RESPONSIBILITY The primary responsibility of the Public Safety Section is directed to those occupancies where safety to life is of paramount concern..10 PUBLIC ASSEMBLAGE UNIT The Public Assemblage Unit has the responsibility for inspecting public assemblage occupancies in the Metropolitan, West Los Angeles and Harbor areas of the City. The primary duties of these Units include: A. Enforcing fire and life safety regulation in public assemblage occupancies including restaurants, nightclubs, stadiums, theaters, large hotels and apartments (6 stories or more, non high rise ). and motion picture and T.V. studios. B. Reviewing plans for approval and inspecting trade shows, fireworks displays, circus tents, conventions, exhibits, street fairs or festivals, special effects displays and special gatherings coincident to visits of dignitaries. C. Conducting inspections of public assemblage occupancies, hotels and apartments during their construction. D. Establishing and enforcing occupancy load limitations in public assemblage occupancies. E. Maintaining a work force during evenings, weekends and holidays to provide safety enforcement at times when life hazards are normally most severe. F. Conduct meetings with other city, county, federal and private entities for fire/life safety issues at special events which may affect the public. These events may be but are not limited to: Award Shows, Presidential Security Team, Street Festivals, Cultural Celebrations, Pyrotechnic Displays, Movie Premiers, Auto Shows, Tents (over 450 sq. ft.), etc..11 SCHOOLS AND CHURCHES UNIT This Unit has inspection responsibility for public, private and parochial schools, universities, vocational, adult schools, colleges, large churches, childcare and adult day care occupancies. A. Enforcing fire and life safety regulations as they apply to schools and churches. B. Periodically making night inspections to assure safety in night schools and evening church functions. C. Providing liaison with public and private school districts and religious organizations. D. Make inspections and approve permits, as required by the Fire Code. E. Perform staff work on various projects involving fire protection laws and changes to the law. 1/4 FIRE PREVENTION BUREAU 8.12 INSTITUTIONS UNIT This Unit has inspection responsibility for hospitals, detention facilities, residential care facilities and health care facilities. The primary duties of the above Unit include: A. Enforcing fire and life safety regulations as they apply to institutional occupancies. B. Make inspections of new construction to assure compliance with the Uniform Building Code. C. Analyze and make recommendations on legislation affecting institutional occupancies. D. Liaison with the State Fire Marshal regarding institutional occupancies. E. Administer State mandated annual detention facilities' inspections. F. Perform pre-licensing inspections in community care facilities and residential care facilities..13 VALLEY PUBLIC SAFETY UNIT This Unit is a geographical subdivision of the Public Safety Section and is primarily responsible for the performance of all Public Safety Section functions within the San Fernando Valley. Additionally, one Inspector is responsible for large State owned facilities, which include the Museum of Science and Industry, and the Campuses of U.C.L.A., C.S.U.N., and C.S.U.L.A..14 FILM UNIT This Unit was created to handle the large amount of location filming in the City of Los Angeles. The duties of the Unit include: A. Regulating pyrotechnic special effects used in filming. B. Hiring and assigning Uniformed Fire Safety Officer (UFSO) and Certified Fire Safety Officer (CFSO) personnel to filming locations. C. Administer and conduct Spot-Check inspections. D. Inspecting existing film studios. E. Training members assigned to the Fire Prevention Bureau as UFSO’s. F. Administer the UFSO and CFSO certifications. G. Issue Division 5 permits for helicopter and large tent usage. H. Review and approve special event plans, for change of use plans at studios I. Perform walkthrough's as technical advisors at film locations and studios. J. Provide training to Entertainment Industry Development Corporation staff. K. Work in concert with Accounting to audit Uniform Fire Safety Officer program. L. Maintain an on call status and respond to all filming complaints and special effects issues in the City of Los Angeles. -11. TECHNICAL SECTION.01 GENERAL The Technical Section’s primary responsibilities include plan review for new construction projects, coordination and oversight for the Division 4 and 5 Fire Permit Programs, administers the Division 6 Certificate of fitness for the testing of fire protection equipment, plan review and evaluation for site access and fire hydrant placement, plan review for the installation, removal, or modification of underground tanks, administer and enforce State and local laws dealing with Disclosure of Hazardous Substances, Business Plans, the Risk Management and Prevention Program, and administers billing and accounts receivable for the Unified Program. 1/4 FIRE PREVENTION BUREAU 9.20 CUPA MANAGER The CUPA (Certified Unified Program Agency) Manager: A. Supervises the RMPP Specialist, Industrial Hygienist and Data Entry Management/Accounts Receivable personnel. B. Coordinates and directs implementation of fee collections ($7 million). C. Coordinates and oversees the formulation, establishment and maintenance of fee schedule. D. Conducts legislative review and analysis on legislation affecting CUPA Program. E. Interacts with other governmental entities over CUPA issues. F. Represents City in local, regional and State meetings relative to CUPA. G. Generates management reports on the CUPA program, including financial status, legislative analysis, and dispute resolution..25 CAL ARP UNIT This Unit administers and enforces the State law requiring businesses handling Acutely Hazardous Materials to prepare and submit a Risk Management and Prevention Program (RMPP). The primary duties of this Unit include the following: A. Identification of RMPP facilities. B. Reviewing technical engineering studies and off-site consequence modeling. C. Making recommendations to these facilities about system and process. D. Technical and engineering information resource..30 DATA MANAGEMENT UNIT This Unit provides staff support for the Technical Section. The primary duties of this Unit include the following: A. Data Entry. B. Maintenance of hard copy files and computer data base files. C. Process requests for information (R.F.I.) based on Community right to Know legislation. D. Billing and accounts receivable for the Unified Program. E. Review Business Plans for accuracy and effectiveness..40 ENVIRONMENTAL TASK FORCE The Environmental Task Force is supervised by a Captain II. The primary responsibility is supervision and direction of Unit Commanders of the following respective Units..41 UNDERGROUND TANK PLAN CHECK/ENVIRONMENTAL UNIT The Unit reviews plans for the installation, removal, or modification of underground tanks. Members also review reports concerning soil contamination and remediation processes. The primary duties of this Unit include the following: A. Review plans for the installation, removal, or modification of underground tanks and related piping systems. B. Process permit applications for the installation, removal, or modification of underground tanks and related piping systems. C. Review soil reports, site assessments, and remediation proposals, write response letters. D. Review underground tank leak detection/monitoring proposals, write response letters. 1/4 FIRE PREVENTION BUREAU 10 E. Maintain records concerning the remediation process on a site specific basis. F. Review legislation concerning underground tanks. G. Maintaining liaison for the Fire Department among County, State, and Federal agencies, to insure all regulations are addressed. H. Approval of equipment used in conjunction with underground tanks. I. Conducts on site investigations for proposed Abandon In Place projects..42 UNDERGROUND STORAGE TANK ENFORCEMENT UNIT The Underground Storage Tank Enforcement Unit exists to bring all underground tanks into compliance with State mandated law. The primary duties of this Unit include the following: A. Inspecting all underground storage tank facilities annually for compliance with applicable regulations as mandated by state law. B. Inspecting the installation, abandonment, monitoring, add to or alteration of underground storage tanks. Inspect the installation of soil and groundwater remediation equipment. C. Verifying the issuance of Division 14, Unified Program Facility Permits for facilities with underground storage tanks. The operational costs of the unit are fully funded and supported by the Division 14 fees it collects. D. Collecting information for the Underground Storage Tank Computer Database. E. Investigating unauthorized releases from underground storage tanks. Collect and distribute information related to the release of underground storage tanks to the appropriate governmental agencies. F. Responding to hazardous materials incidents to assist in the abatement of hazardous substances originating from underground tanks. G. Receiving records and reports regarding state mandated maintenance of underground storage tank facilities. H. Verifying state mandated certifications of Designated Underground Storage Tank Operators, Service Technicians and Installers..43 HAZARDOUS MATERIALS UNIT The Hazardous Materials Unit areas are assigned geographically into the North, Central and South Units. The primary duties of these Units include the following: A. Inspection of new hazardous materials handlers for compliance with Division Eight of the Fire Code. B. Conducting inspections of existing occupancies to ensure compliance with the State Health and Safety Code Business Plan requirements. 1/4 FIRE PREVENTION BUREAU 11.60 CONSTRUCTION SERVICES TASK FORCE The Construction Service Task Force is supervised by a Captain II. The primary responsibility is supervision and direction of Unit Commanders of the following respective Units..61 HYDRANTS AND ACCESS UNIT This Unit reviews plans to evaluate site access and hydrant placement. The primary duties include the following: A. Determine the need for Fire Department access to all structures buildings, and premises throughout the City. B. Review existing and proposed public streets, private streets, and fire lanes for adequate width, turn-a-rounds, grade, parking restrictions, overhead clearances secondary ingress and egress, load capacity, turning radii, and secured entrances to ensure that response times are not unnecessarily delayed for any of the above reasons. C. Review all street closures, withdrawals from public use and vacation actions. D. Act as liaison with the City Planning Department to review and make recommendations relating to all land use cases in the City. These include Environmental Impact Reports, Tract Maps, Parcel Maps, and Site Plan Reviews. E. Appear before City Council, Council Committees, Board of Zoning Appeals, and Planning Commission to determine building activity impact upon fire fighting, rescue, access, fire prevention, emergency medical services, and availability of water supplies. F. Act as Liaison with the Department of Water and Power for the installation, upgrade, and relocation of all public fire hydrants. G. Manage the Fire Hydrant Installation and Main Replacement Fund and the Water Revenue Capital Improvements Fund to fund new hydrant installations and upgrade. H. Coordinate the Annual Hydrant Testing Program to ensure that damaged hydrants are reported and repaired. I. Handle special hydrant problems such as vandal proof hydrants and spanners, the Hit Hydrant Program, illegal use, blocked hydrants and parking problems. J. Determine that adequate fire flow (the quantity of water necessary for Fire Protection) exists in all areas of the City relative to the type of land development served. K. Remain on call for fires involving inadequate and special water supply problems. Act as liaison with the Department of Water and Power supervisors to divert water from other systems into needed areas. L. Review all Los Angeles Unified School District public school construction and remodeling plans for access roads, fire hydrants and gate entrances..62 BUILDING STANDARDS UNIT The primary duties of this Unit are as follows: A. Interpret and enforce applicable standards of the Fire Code, Title 19, Uniform Building Code, City, and National codes concerning new construction and remodeling. B. Review plans submitted for permits and prepare correction notices. Provide information service to the public and City officials regarding safety requirements. C. Consult with architects, engineers and builders regarding all facets of construction and fire safety. D. Conduct preliminary review of plans submitted by architects, developers, the Building Department and members of the general public. Such reviews are conducted in an effort to alleviate problems and respond to technical questions which are of major concern to those individuals submitting plans prior to final plan review. 1/4 FIRE PREVENTION BUREAU 12 E. Guide members of the Fire Department and the Department of Building and Safety in matters of building regulations from the viewpoint of firefighters. F. Assist the public, developers and builders in formal plan check review, correction and processing of appeals for code modifications. G. Investigate and approve alternate methods of construction and building materials that are proposed for use in lieu of code requirements. H. Require that protective equipment be provided in specific instances to augment lacking construction features. Evaluate the proper use of fire protective devices and equipment when required by law. Review plans for the following: Fire Alarm Systems Automatic Sprinklers Standpipe Locations Water Supply Availability I. Chiefs Regulation No. 4 Certification Program a. Process all applications for Chiefs Regulation No. 4 Certificate of Fitness. b. Conduct Chiefs Regulation No. 4 Certification Tests including: (1) Written Test (2) Oral Interview (3) Field Performance (4) Grade/Review Test Results a. Maintain list of certified testers. b. Periodically witness certified testers to ensure accuracy and proper test procedures. J. New Construction a. Test and approve in conjunction with the Department of Building and Safety all fire/life safety systems in the High-Rise Buildings under construction. b. Test and approve fire/life safety systems on the tenant improvement projects in all High-Rise Buildings. c. Participate in Fire Code Revision Committee. 1. Sprinkler Retrofit d. Survey all existing High-Rise office buildings for compliance with Ordinance No. 163836. e. Test and approve (in conjunction with the Department of Building and Safety) fire pumps, sprinkler systems-emergency power systems and fire life safety systems in retrofitted buildings. f. Test and approve fire/life safety systems for tenant improvement projects in retrofitted buildings..63 ENGINEERING UNIT The primary duties of this Unit include the following: A. Review plans and specifications in order to issue Division 5 Permits for the installation or modification of systems that store, process, or use hazardous materials. B. Review plans and specifications on industrial processing equipment and issue General Approvals on such equipment. C. Investigate and recommend to the Technical Section Commander alternate methods of compliance with the Los Angeles City Fire Code, National Fire Code and other appropriate regulatory provisions enforced by the 1/4 FIRE PREVENTION BUREAU 13 Engineering Unit. D. Perform Legislative Review and Analysis on matters which fall under the responsibility of the Engineering Unit. E. Coordinate and oversee the Division 4 Fire Permit program and Liaison with the City Clerk's Office. F. Liaison for the Fire Department with Federal, State, Regional, County and City agencies on matters which fall under the responsibility of the Engineering Unit. G. Provide technical and engineering assistance to industry and the Fire Department on matters which fall under the responsibility of the Engineering Unit. H. Review requests for landing any aircraft at other than an airport, heliport, or helistop, within the City limits. I. Receive notifications from contractors, which indicate the location, date and chemicals used at fumigation sites within the City and notify O.C.D. when fumigation is done without a tarpaulin. J. Interface with the Risk Management and Prevention Program Unit on engineering issues, which are being reviewed for industry..65 FIRE AND SAFETY EDUCATION UNIT The Fire and Safety Education Unit (F&SEU) is assigned to the Fire Prevention Bureau. The Captain I assigned as the F&SEU Commander maintains regular business hours. Primary duties of this assignment include: A. Supervise the subordinates of this unit that are responsible for training and educating citizens that work in industrial, commercial, institutional, and governmental facilities. B. Direct and assist the management of the above facilities in formulating fire life safety procedures. C. Make speeches, television and radio appearances; represent the Department before civic, social, and service groups. D. Direct the Heart Attack Rescue Training (HART) Program. E. Participate as part of the on-call rotational staff for Incident Management Teams. F. Chairperson for the Fire and Life Safety Subcommittee of the Emergency Operations Organization. G. Liaison with outside agencies; participate on American Red Cross, American Heart Association, and Building Owners’ Management Association Committees.
