All personnel normally engaged in firefighting, rescue, and EMS activities are assigned to the Bureau of Emergency Services. The majority of personnel are assigned to one of three platoons "A", "B", and "C". Each platoon is alternately on duty for 24-hour periods. For administrative purposes, the City is geographically divided into divisions. Each division is further divided into battalions, which are, comprised of a number of fire stations housing firefighting companies, ambulances, and specialized equipment. Companies, the basic firefighting and medical teams, are comprised of personnel, apparatus, and equipment suited for the tasks which they perform. -25. BUREAU COMMANDER.01 GENERAL The Deputy Chief assigned to this position reports directly to the Chief Deputy of Operations and maintains regular business hours..35 RESPONSIBILITY The primary responsibility of this assignment is to manage and administer the Bureau and includes: A. Responds to major emergencies. B. Commands an Incident Management Team. C. Interpretation and implementation of Department policy. D. Formulation and coordination of Bureau programs and policies. E. Conduct meetings with line officers for purposes of clarification of policy, problem solving, personnel assignments, operational changes, etc. F. Act as liaison to the California Office of Emergency Services representing our FEMA US&R Task Force. H. DISASTER PREPAREDNESS SECTION.01 GENERAL The Battalion Chief assigned as the Disaster Preparedness Commander reports to the Commander, Special Operations Division, and maintains regular business hours. Primary duties of the assignment include: A. Supervise and direct the activities of the Disaster Preparedness Officer, Urban Search and Rescue Unit, Community Emergency Response Team Unit, Disaster Awareness Training Unit and the Wildland Fuel Management Unit. B. Interface with members of the City’s Emergency Preparedness Department. C. Represent the Department relative to emergency preparedness at the local, State, and National Level. D. Oversee the Department’s Swift Water Rescue Program. E. Participate with representatives of the community involved in the Auxiliary Communications System (ACS) programs. F. Prepare reports, and make recommendations, relative to disaster mitigation, response, and recovery. G. Respond to major emergencies and participate as an on-call member of an Incident Management Team..20 URBAN SEARCH AND RESCUE UNIT The Urban Search and Rescue (US&R) Unit is assigned to the Disaster Preparedness Section. The Captain II assigned as the US&R Unit Commander maintains regular business hours. Primary duties of this assignment include: A. Plan, schedule, and direct US&R training activities. B. Respond to technical rescue incidents and serve as a Technical Specialist to the Incident Commander. C. Manage the LAFD and FEMA US&R Response Program. D. Represent the Department on a variety of committees relative to the continued development of the national US&R programs and standards. E. Supervise platoon duty members assigned to UR-88. F. Research and develop US&R training and performance standards. G. Apply for and manage Federal grant monies provided to support the FEMA US&R Task Force. H. Supervise the training of CERT. C. Represent the Department at civic functions and meetings regarding homeland preparedness. D. Oversee the CERT Coordinator Program. E. Stay abreast of proposed homeland preparedness initiatives and legislation. F. Conducts grant research and writes grant proposals..36 DISASTER AWARENESS TRAINING UNIT The Disaster Area Coordinator (DAC) is assigned to the Disaster Preparedness Section. The Captain I assigned as the DAC Unit Commander maintains regular business hours. Primary duties of this assignment include: A. Plans, organizes, coordinates and is responsible for the disaster awareness training. B. Develops and maintains contacts with City Council offices and other civic organizations. C. Identifies and contacts departments of City government, business, industry, or any large facility operation. D. Plans, develops, delivers, and supervises the disaster awareness training program. E. Prepare annual LAFD and Emergency Operations Organization budgets to support disaster preparedness projects. F. Provide training to LAFD members relative to DAC operations. G. Develop and implement community outreach programs. H. Make public appearances to inform the public, news media, and governmental dignitaries about disaster awareness programs..37 WILDLAND FUEL MANAGEMENT UNIT The Captain II assigned to the WFMU runs the day to day operations of the Heavy Equipment Company and is responsible for, and oversees the following activities: A. Coordinates the training for the operators and swampers. B. Responds as a Dozer Boss and Dozer Strike Team Leader, and is the primary person who is responsible for overall safety at incidents when heavy equipment is being used both inside and outside the City. C. Coordinates the Emergency responses to all risk incidents, such as Brush Fires, Overhauls, Earthquakes, US&R Incidents, Floods and mudslides, and Haz Mat Spills. D. Coordinates the Towing of all apparatus, maintaining Fire Roads, maintaining Fire Breaks, hauling sand and sandbags, maintaining helispots, works with other City agencies to complete a variety of tasks, meets with other City agencies to pre-plan events for potential hazards within the City. 1/3 EMERGENCY SERVICES BUREAU 5.38 FIREFIGHTER/HEAVY EQUIPMENT OPERATOR A. Maintains records relating to construction, maintenance and training activities. B. Manages work projects and develops training programs for the Unit Commander. Schedules training on Dozers, Loaders, Transports, Dump Trucks, Motor Graders, Water Tenders, and Dozer Tenders. C. Off road driving training coordinator. D. Responds to Emergency incidents requiring the use and/or coordination of heavy equipment E. Responds to non-emergency incidents which include towing Apparatus, Fire road and fire break maintenance, maintaining helispots, and misc projects requiring the operation of heavy equipment..40 MANAGEMENT ANALYST II A. AIR OPERATIONS.01 GENERAL The Battalion Chief assigned as Air Operations Commander, reports to the Special Operations Division Commander, and maintains regular business hours. Primary duties of the assignment include: A. Administrative command over all activities involving Air Operations: safety, training, facilities, equipment, maintenance, helitac, and budget. B. Informing the command of, and requiring compliance with, Department orders, directives, and policies. C. Representing the Department at meetings, on committees, or at community events on issues pertaining to air operations. D. Responding to emergencies and supervising air operations activities when requested. E. Coordinating the activities with other agencies located at the City Air Operations Facilities. F. Supervising the crash/rescue company assigned to Van Nuys Airport..20 CAPTAIN II The Captain II maintains regular business hours and is responsible for the following primary duties: A. Schedules and maintains records of aircraft operations. B. Liaisons and coordinates activities with other Department units and other City, County, State and Federal agencies relating to air operations activities. C. Responds to emergencies, functions as air recon, air operations director and/or air support supervisor. D. Prepares required budget requests. E. Assists in the evaluation and development of technologies and equipment related to air operations activities. F. Initiates and assigns special projects relating to the issues pertaining to air operations. 1/3 EMERGENCY SERVICES BUREAU 6.25 CHIEF HELICOPTER PILOT V The Pilot V works regular business hours and responsible for the following primary duties: A. Oversight of flight operations, including monitoring the aeronautical proficiency of all Air Operations command pilots (PIC) and student pilots. B. Serves as the Air Operations Helicopter Pilot Training Officer. C. Evaluates current and proposed flight operations, aircraft, and flight missions to ensure an acceptable level of standardization is maintained. D. Coordinates activities of Lead Pilots (Pilot IV) relating to their duties in the areas of safety, maintenance, and facilities. E. When requested, responds to emergency air operations incidents. F. Certified to operate all L.A.F.D. helicopters..30 LEAD HELICOPTER PILOT IV Primary duties of the assignment include: A. Responsible for activities in one of the following areas: B. Safety Coordinator – duties include providing expertise on aviation safety matters, maintaining liaison with appropriate organizations, and gathering, researching and disseminating aviation safety material. C. Maintenance Coordinator – duties include tracking Air Operations flight hours, scheduling Air Operations fleet maintenance. D. Facilities Coordinator – duties include facilities safety inspections, tracking and ordering necessary supplies, and requesting facilities repairs. E. Certified to operate all LAFD helicopters..35 HELICOPTER PILOT Primary duties of the assignment include: A. Sole responsibility for the safe operation of a helicopter in flight. B. Performing operator’s maintenance of the helicopter and related equipment..40 FIREFIGHTER/PARAMEDICS (AEROMEDICAL TECHNICIAN) Primary duties of the assignment include: A. Provides, directs, and/or oversees patient care at the scene of EMS incidents during Air Ambulance transportation. B. Performs helitac duties associated with response to medical care of patients and at other times when these skills are required. 1/3 EMERGENCY SERVICES BUREAU 7.45 AIR OPERATIONS OBJECTIVES The functions of air operations may be classified into two basic categories: A. Emergency Operations: 1. Providing tactical observation facilities, using video downlink, and forward-looking infrared devices. 2. Transporting personnel and equipment, laying hose lines over steep and rough terrain. 3. Making water drops during firefighting operations at brush and grass fires. 4. Performing search and rescue operations, transporting injured persons, and serving isolated personnel during emergencies. B. Non-emergency operations: 1. Fire prevention and pre-fire planning flights. 2. High hazard fire patrol. 3. Aerial observation, photography, and mapping surveys. 4. Transporting City officials and providing helicopter service for other City Departments. -38. ARSON/COUNTER TERRORISM SECTION.01 GENERAL The Arson/Counter-Terrorism Section (ACTS) is assigned to the Special Operations Section. The Battalion Chief assigned as the ACTS commander maintains regular business hours. Primary duties of this assignment include: 1. Responsible for the overall supervision and command of ACTS. 2. Evaluates data on the number of investigative cases assigned: arrests made, and convictions to determine the successes and effectiveness on the investigatory process. 3. Monitors investigator case load and, when necessary, assigns cases and reviews case reports for accuracy or additional avenues of investigation. 4. Identifies and coordinates training programs for Section personnel. 5. Develops, coordinates, and manages special programs and task forces. 6. Represents the Department at meetings with outside agencies, other governmental offices, as well as the public on arson-related issues..10 ACTS CAPTAINS Two Captains serve as administrative assistants to the Section Commander. It is their primary duty to: 1. Aid in planning, directing, and coordinating training programs for the Section. 2. Assume duties relative to subpoena research, time keeping, complaints, and public inquiries. 3. Coordinate Section and Department activities with related agencies. 4. Review incoming information and investigators’ reports for further action and establish priorities. 5. Investigate fires and testify in court. 1/3 EMERGENCY SERVICES BUREAU 8.20 SENIOR INVESTIGATOR / CASE MANAGEMENT COORDINATOR The primary duties of the Senior Investigator/Case Management Coordinator are the same as the investigators, including the following: 1. Assignment of investigations. 2. Evaluation of the progress and direction, and if necessary, guidance to the Investigator on all aspects of the case. 3. Review of investigations, to include recommending conclusion or additional work on the case..30 INVESTIGATORS The primary duties of the personnel assigned as investigators are defined as follows: 1. Investigate fire scenes to determine origin and cause. Includes the documentation of the scene through photographs, diagrams, evidence collection, and other investigative techniques. 2. Interrogate and/or interview suspects and witnesses in relation to fire incidents, apprehend persons responsible for criminal fires, prepare investigation reports and search warrants, and file criminal complaints with District Attorney’s Office or the City Attorney’s Office. 3. Assist prosecutors in preparing court cases, testify as an expert witness pertaining to fire origin and cause, and provide liaison with other departments, agencies and organizations. 4. Counsel and advise juveniles and parents in relation to youth fire setting, 5. Assist Incident Commanders with fire origin and cause determination at fire scenes or through training. -43. EMERGENCY SERVICES LIAISON OFFICER.01 GENERAL A Captain II serves as an administrative assistant to the Bureau Commander to help coordinate the activities performed by the Bureau. The Liaison Officer maintains regular business hours..35 RESPONSIBILITIES The duties of the Liaison Officer include: A. Assist in planning and coordinating Bureau programs. B. Responding to emergencies as dispatched and assuming command on scene as the first Assistant Chief until relieved. B. BATTALION COMMANDER.01 GENERAL Battalion Chiefs assigned as Battalion Commanders maintain platoon duty hours..50 RESPONSIBILITY The primary responsibility of this assignment is to manage and administer the affairs of the Battalion on a given platoon, which includes supervision and direction of the Station Commanders and the following: A. Responding to emergencies as dispatched, and when arriving as the first Chief Officer on scene, assumes command until relieved. B. Assuring that Station Commanders develop and maintain a high level of discipline and performance. C. Conducting pre-fire planning inspections of occupancies in the battalion district; supervising the fire station fire prevention program. D. Familiarity with the battalion district regarding the location of hydrants, mains, reservoirs, streets, etc. E. Initiating and participating in meetings with civic and business organizations, and otherwise actively promoting good public and community relations. F. Evaluating and recommending emergency procedures for specialized fire problems in the Battalion. G. Coordinating the Physical Fitness Program in the Battalion. -70. EMS DISTRICT CAPTAIN.01 GENERAL The EMS District Captains are assigned to Division Commanders within the Emergency Services Bureau. The Captains are licensed paramedics assigned to EMS Districts and maintain platoon-duty hours..50 RESPONSIBILITIES The primary responsibilities of this assignment is to assist the Division and Battalion Commanders manage EMS activities and to supervise emergency medical operations. Other responsibilities include: A. Respond to emergencies as dispatched to provide medical supervision. B. Identify training needs, develop training programs, and provide in-service training for all field personnel in EMS procedures. C. Assist the Battalion Commanders with inspections of EMS apparatus, EMS equipment and supplies to ensure compliance with Department, County, State and Federal regulations. D. Evaluate the performance of personnel in administering EMS to ensure compliance with applicable policies, procedures and standards of performance. E. Maintain liaison with hospital Medical Directors, Emergency Department Managers and Pre-hospital Care Coordinators. 1/3 EMERGENCY SERVICES BUREAU 11 F. As directed, respond to hospitals to ensure proper medical care and attention is provided when Department members are injured. Complete the necessary investigations. -80. STATION PERSONNEL.01 GENERAL Personnel assigned to fire stations have varied class and pay grade titles. Other titles may be required for command functions. One person may have more than one command title..10 TASK FORCE COMMANDER - CAPTAIN II Primary duties include: A. Commanding a Task Force Station. B. The first arriving Task Force Commander at an emergency will assume command from officers of lower rank until properly relieved..15 STATION COMMANDER A Captain II, or a Captain I is assigned as a Station Commander. The Station Commander is in charge of a fire station, assigned personnel and apparatus. The primary duties and responsibilities include: A. Responding with the station complement and directing their activities at emergencies. When first on scene, is responsible for all phases of command until properly relieved. B. Assigning all station personnel to the companies within the station in accordance with Department policy. C. Maintenance of the station and assigned equipment and apparatus. D. Planning, scheduling, and directing station fire prevention, pre-fire planning, public and community relations. E. Training and informing personnel within the command to assure effective operations; and requiring compliance with Department orders, directives and policies. F. Maintaining records and forwarding necessary reports..17 COMPANY COMMANDER A Captain II, or a Captain I is assigned as a Company Commander. Primary duties include: A. Responding with a company and directing its activities at emergencies. When first on scene, the Company Commander is responsible for all phases of command until properly relieved. B. Assisting the Station Commander in routine duties and responsibilities. C. Taking command of the station complement at emergencies, as directed..20 ENGINEER Primary duties include: A. Driving apparatus and operating large capacity pumps in firefighting operations; if apparatus is not used, assisting in other fire fighting duties; operating propulsion engines and pumps of major fire boats. Preventive maintenance on apparatus and equipment; fire prevention activities; instructing station members in hydraulics, theory and operation of apparatus. 1/3 EMERGENCY SERVICES BUREAU 12.30 APPARATUS OPERATOR Primary duties include: A. Driving and maintaining assigned apparatus; operating aerial ladders and small capacity pumps; if apparatus is not used, assisting in other fire fighting duties. B. Preventive maintenance on apparatus and equipment; instructing other members in the theory and operation of apparatus; fire prevention activities; assisting in maintenance of quarters and equipment..40 FIREBOAT PILOT Subordinate to a Captain, primary duties include: A. Being responsible for the safe navigation of a large fireboat; assisting in fire fighting when not involved in boat operations. B. Assisting in maintenance of the fireboat and equipment; participating in fire prevention activities in the Harbor area..50 FIREBOAT MATE Subordinate to a Captain, primary duties include: A.
