1/0 ADMINISTRATION 1 1/0 ADMINISTRATION 1/0-01.01 DEPARTMENT ORGANIZATION/ADMINISTRATION -01. VISION STATEMENT We, the Los Angeles Fire Department, are leaders in providing public safety and emergency services to the City of Los Angeles as part of a dynamic and organized regional response team. Our members, both sworn and civilian, treat one another as the LAFD's greatest and most valuable asset. The LAFD is grounded in its Core Values and is committed to creating a diverse workforce reflective of the community it serves with training, policies and procedures that are free from bias and discrimination. This vision drives us to be our best for one another, for our Department, and for the people of the City of Los Angeles. -02. MISSION STATEMENT.01 GENERAL It is the mission of the Los Angeles Fire Department to preserve life and property, promote public safety, and foster economic growth through leadership, management and actions, as an all-risk life safety response provider. -03. DEPARTMENT FOCUS.01 GENERAL The Department will focus its efforts on responding rapidly to emergencies, providing appropriate intervention and providing community education..02 The CORE VALUES that guide our behavior are SERVICE - above all else, we realize that we are here to meet the needs of the public. DEPARTMENT GOALS.01 GOAL NO. 1 Develop an organization to effectively administer and manage the resources of the Department..02 GOAL NO. 2 Develop a system for minimizing the impact of disasters and "other" emergencies on life and property..03 GOAL NO. 3 Provide an effective Emergency Medical Services System..04 GOAL NO. 4 Provide an effective Fire Prevention and Public Safety System. -10. OBJECTIVES AND ORGANIZATION.01 GENERAL The two major objectives of the Los Angeles Fire Department are to: A. Control and extinguish fires, rescue trapped victims, mitigate the impact of all natural disasters, mitigate hazardous materials and terrorist incidents, provide basic and advanced medical life support intervention and transportation to the appropriate medical facility, enforce all laws relating to the prevention or spread of fires, and remove that which is liable to cause such fires. 1/0 ADMINISTRATION 3 B. Provide public education in disaster preparedness and work with other agencies in planning for terrorism and disaster mitigation. This is accomplished through the efforts of the Board of Fire Commissioners, the Fire Chief, all Bureaus, Divisions, Battalions, Companies, Sections and Units of the Department. -25. BOARD OF FIRE COMMISSIONERS.01 GENERAL A civilian Board of Commissioners, consisting of five members, each appointed for five-year terms, is the “head of the Department.” Their appointments, and removal, are made by the Mayor subject to a majority vote of the Council. Each Commissioner is an officer of the City and must be a qualified elector of the City. A President and Vice-President of the Board are elected for one-year terms by the Board members during the last scheduled Fire Commission meeting in July. The Board's powers are exercised by order or resolution. In order for the Board to issue orders or resolutions, it must first adopt the proposal by a majority vote of its members and have it recorded in the minutes with the "ayes" and "noes" included. Such action is attested to by the signature of the President or Vice-President or two members of the Board and by the Commission Secretary..35 RESPONSIBILITY As “Head of the Department,” the Board has the power to: A. Supervise, control, regulate and manage the Department and to make and enforce all necessary and desirable rules and regulations. B. Establish a schedule of fees for training, equipment and facility rental and tuition for the training of members of outside agencies. C. Appoint a Commission Secretary and a Chief Accounting Employee. D. Hold a public meeting in a public office at least twice a month..65 COMMISSION SECRETARY The duties and responsibilities of the Commission Secretary are performed by the Commission Executive Assistant II assigned to the Board Office, located in Room 1840 of City Hall East. The duties of this assignment are: A. Keep official public records of the proceedings and transactions of the Board. B. Post and publish all orders, resolutions and notices as directed by the Board. C. Administer oaths and affirmations in proceedings pending before the Board. D. Prepare and post the agenda for the Board meetings. E. Record the minutes of the Board meetings. F. Perform such other duties imposed by the Board. G. Review incoming reports and makes recommendations to the Board. H. Supervise a Commission Executive Assistant I. 1/0 ADMINISTRATION 4.75 CHIEF ACCOUNTING EMPLOYEE The Chief Accounting Employee of the Fire Department is a Departmental Chief Accountant II who is appointed by the Board and is responsible to the Board. The Charter requires that no money shall be drawn from any fund of the Fire Department except upon warrant authenticated by the Chief Accounting Employee of the Fire Department. Refer to Vol. 1, 1/2-20.01, for duties and responsibilities..85 EQUAL EMPLOYMENT OPPORTUNITY DIRECTOR The EEO Director is a Senior Personnel Analyst II who is appointed by the Board and is responsible to the Board. The duties of this assignment are: A. As directed by the board, works with the Fire Chief to achieve organizational support for equal opportunity and inclusion at all levels in the Fire Department. B. At the direction of the Board, heightens awareness of equity issues and assists in supporting equal employment opportunity by providing analysis, recommendations, training or research, and by assisting and participating in the development of Department practices and procedures related to equal employment opportunity. C. Under the direction of the Board of Fire Commissioners monitors the review of a variety of matters dealing with discrimination, sexual harassment, and the work environment. D. On behalf of the Board, monitors recruitment, hiring and promotion practices for civilian and uniformed personnel to ensure the strategies promote equal employment opportunity. E. Supervises the staff of the Fire Commission EEO Office (Assistant Director) and monitors the progress of equal employment opportunity projects undertaken by the Commission staff and as directed by the Board, assists Department staff assigned to equal employment opportunity matters. F. At the direction of the Board, works on policy matters that require research and analysis, recommendations, or other action. The incumbent is also responsible for completing special projects or other administrative tasks as directed by the President of the Board..86 INDEPENDENT ASSESSOR The Independent Assessor is appointed by the Board of Fire Commissioners and is responsible to the Board of Fire Commissioners.The Independent Assessor shall have the same access to Fire Department information as the Board of Fire Commissioners. The Independent Assessor shall have the power and duty to: A. Under rules established by the Board of Fire Commissioners, audit, assess and review the Fire Department's handling of complaints of misconduct committed by employees, sworn or civilian, of the Fire Department B. Conduct any audit or assessment requested by majority vote of the board C. Initiate any assessment or audit of the Fire Department or any portion of the Fire Department with prior notice to the Board of Fire Commissioners, and subject to the authority of the board by majority vote to direct the Independent Assessor not to commence or continue an assessment or audit D. Keep the board informed of the status of all pending assessments and audits E. Appoint, discharge, discipline, transfer and issue instructions to employees under his or her direction 1/0 ADMINISTRATION 5.87 MANAGEMENT ANALYST A. Conducts research and fiscal analysis for audits and assessments performed by the Independent Assessor. B. Prepares documentation of reports and records for all pending assessments and audits. C. Coordinates all audits and assessments with the Board of Fire Commissioners. -50. FIRE CHIEF.01 GENERAL The Fire Chief is the Chief Administrative Officer of the Fire Department. The Fire Chief has the powers and duties enumerated in Charter Section 522 and is responsible for administering the Fire Department in accordance with Article V of the City Charter..50 RESPONSIBILITY The Fire Chief has the power and duty to: A. Appoint, discharge, suspend, transfer, or issue instructions to members (civilian and uniformed) of the Department (other than the Secretary of the Board of Fire Commissioners and the Chief Accounting Employee of the Department) in the line of their duties, subject to the civil service provisions of the charter. B. Expend the funds of the Fire Department in accordance with the provisions of the budget appropriations or of appropriations made subsequent to the budget. C. Recommend to the Board an Annual Departmental Budget covering the anticipated revenues and expenditures of the Department. D. Certify expenditures of the Department to the Chief Accounting Employee. E. File with the Board at least once a month a written report on the activities of the Department. F. Exercise such further powers in the administration of the Fire Department as may be conferred upon the Fire Chief by the Board. -60. CHIEF OF STAFF.01 GENERAL The Assistant Chief assigned as the Chief of Staff maintains regular business hours..35 RESPONSIBILITY The primary responsibility of this assignment is to serve as an Executive Assistant to the Fire Chief and includes: A. Exercising the Fire Chief’s delegated authority to direct and coordinate preparation, through bureau channels, of technical inter-bureau projects and staff studies. B. Participating on an executive level as a member of the Fire Chief's staff at command conferences for purposes of determination and evaluation of facts, and exchange of information of actions, problem solutions, and policy formulation. C. Developing policies and directives issued by the Administrative Office. D. Preparing reports and correspondence pertinent to Department operations and procedures. E. Coordinating in-depth studies and research to assist the Fire Chief in the planning and achieving of short and long range goals. F. Reviewing and approving of routine reports, forwarding unusual items to the Fire Chief. 1/0 ADMINISTRATION 6 -70. PLANNING SECTION - SECTION COMMANDER.01 GENERAL The Battalion Chief assigned as Section Commander maintains regular business hours..50 RESPONSIBILITY The primary responsibility of this assignment is to supervise and direct the activities of this Section. Other responsibilities include: A. Assigning and coordinating research and planning studies. B. Reviewing and analyzing completed plans and staff studies and incorporating recommendations. C. Assisting in the formulation of goals and objectives and establishing the necessary controls for their achievement. D. Performing duties or special projects as directed. E. Supervising the revision and updating of Department manuals. F. Responding to major emergencies when on call as a member of the Incident Management Team. G. Representing the Fire Chief at City Council Committees, and various governmental agency meetings as directed. H. Participating in staff conferences as a member of the Fire Chief's Staff. -75. PLANNING SECTION - PERSONNEL.01 GENERAL The Captains assigned to this Section maintain regular business hours and their duties include: A. Conducting in-depth studies of Department objectives as an aid to the Fire Chief in decision making. B. Reviewing specific problems and providing advance planning studies on areas of importance to the Department. C. Conducting interviews and making observations in field and administrative activities, as directed. D. Facilitating and coordinating automatic aid and mutual aid agreements with other fire service agencies. E. Revising and updating Department manuals. F. Providing liaison officer for the City’s LA STAT program. G. Provide inter-agency liaison officers to other City and County departments representing the Fire Chief at various commission and governmental agencies as directed. H. Responding to major emergency incidents or fire department headquarters as a member of the Fire Chief’s staff as directed. 1/0 ADMINISTRATION 7 -80. COMMUNITY LIAISON OFFICER.01 GENERAL The Battalion Chief assigned as the Community Liaison Officer maintains regular business hours. The Community Liaison Officer reports to the Chief of Staff..10 RESPONSIBILITY The primary responsibility of this assignment is to maintain liaison between citizens of the community, the media, and the administrative office. Other responsibilities include: A. Supervising and directing the activities of the Community Service Unit. B. Participating in staff conferences as a member of the Fire Chief’s executive staff. C. Represent the Fire Chief as directed before various community and business organizations and governmental agencies. D. Responding to emergency incidents when on call as a member of the Incident Management Team. E. Responding to major emergencies to assist the Incident Commander in assessing the impact of the incident on the community and the media. -85. COMMUNITY SERVICE UNIT.01 GENERAL The Captain assigned as Commander of this Unit maintains regular business hours. This Unit’s primary duty is the dissemination of fire prevention and educational information to the public and the news media. The Unit consists of a Public Information Officer (P.I.O.) who works regular hours at Headquarters, and Public Service Officers (P.S.O.) who work platoon duty at Metro. The duties of the Unit include: A. Representing the Department to the press, radio, and television as part of an on-going media program to create greater public awareness toward fire safety. B. Provide liaison between the electronic and written media and members regarding Departmental policies and operations, other than general fire prevention. This Unit obtains Administrative approval and coordinates Department resources in accommodating media requests. C. Responding to news worthy incidents as part of the Incident Commander’s staff to assist in the media information function. One Public Information Officer is “on call” at all times. D. Compiling material for the Weekly Bulletin. E. Prepare commendations and letters of appreciation. F. Compiling weekly emergency statistical data for the Fire Commission. G. Notification to City officials of major emergencies and unusual Fire Department related incidents.
