Functions of the Nyaya Panchayat The nyaya panchayat tries petty civil and criminal cases. The rival groups themselves explain their cases to the members of the panchayat. They try to settle the disputes among themselves. It can only impose small fines. It cannot send people to jail. The main purpose is to provide justice, cheaply and quickly. If any side is not satisfied with the decision of the nyaya panchayat, they can appeal to the district court or the high court. There are certain problems which are too difficult for the village panchayats to handle. In such cases, they need to work in cooperation with other villages. For example, it is not possible for every village to have a large hospital or a high school. so several villages are grouped together to form a block and village panchayats are grouped to form a block samiti or panchayat samiti. A panchayat samiti usually looks after the needs of a hundred villages. Functions of the Block Samiti It supervises the working of the village panchayats in that block. It arranges funds from the government for block development programmes. It prepares the community development programme for its area, in various fields such as irrigation, distribution of seeds, fertilizers, education and health facilities, and other welfare functions such as the supply of drinking water, sanitation and cleanliness and financial assistance to village panchayats. ZILA PARISHADS The zila parishad or district board heads the panchayati raj system. It functions at the district level in all states. Functions of the Zila Parishad It supervises the working of the block samitis and the panchayats in the districts. It advises the state governmenton the working of the panchayati raj system. It approves the budget of the block samitis and distributes funds among them. It supervises the working of (i) the community development projects formed by the block samitis, and (ii) the development projects under the central government (5 year plans). It monitors the agricultural production of that area and undertakes minor irrigation projects. It builds, maintains and inspects primary and secondary schools, hospitals, dispensaries and primary health centres. It establishesand maintainscooperatives and promotes industries and art and craft. It acts as a link between the panchayat samitis and the state government. Thus, we see that the panchayati raj system encourages democratic awareness in the villages. It enables people to actually take part in the governance of the country. It encourages cooperation as well as self-sufficiency. State government representatives, such as the block development officers and district collectors, work in cooperation with panchayati raj organizations. In this way, there is cooperation among the people, the experts and officers of the country. Panchayati raj system is the system under which the local self-government at the village level functions. The gram sabha or village assembly consists of all the adult members of the village. The gram panchayat consists of a numberof senior members of the village elected by the gram sabha. The nyaya panchayat consists of elected members who settle disputes among people in the villages. The Block Samiti consists of a group of village panchayats. The Zila Parishad functionsat the district level in all states and heads the panchayati raj system.
