GENERAL.01 PURPOSE The purpose of this Chapter is to standardize written communications within the Los Angeles Fire Department..33 CLASSES All official written communications transmitted to members will be limited to and classified as one of the following: Rules and Regulations Manual of Operation Reference Material Special Orders Special Notices Departmental Bulletins Reports and Records.66 FAMILIARIZATION Members shall familiarize themselves with the contents of all official communications received. -10. ELECTRONIC COMMUNICATION (LAFD Information Portal).01 GENERAL The timely dissemination of written communication to all levels of the Department is a major component in increasing efficiency. The LAFD Information Portal allows for the dissemination of important notices and bulletins to the field units and various Administrative Sections of the Department. The Information Portal shall be the primary information conduit, along with Administrative Teletype notices. The Department mail distribution system may still be used at the Administrations discretion..20 FORMAT The “LAFD Information” icon has been placed on PC desktops of all work locations, including special duty assignments. Members can receive the following information previously sent via dispatch Teletype and/or Department mail by accessing the "LAFD Information Portal". The following information will be available: A. Daily communications: Letters from the Chief, Fire Chiefs Forum, Special Notices, Information Notices, Death Notices B. Work Location communications: Firewatch Newsletters, Timekeeping Documents, Bulletins (Weekly, Departmental, Training, Safety, Administrative, etc.) 0/3 WRITTEN COMMUNICATIONS 2.30 STATION PROCEDURES Commanding Officers and Supervisors shall ensure the following procedures take place daily: A. Click on the “LAFD Information” desktop icon to view articles. Week in Review Latest Notices (Summary of Special, Information Notices) Special Notices Information Notices B. Messages of discussion valuable to each command shall be printed for review at daily line-up. C. It is imperative that all supervisors access the “LAFD Information" desktop icon continuously throughout the day to ensure they have current knowledge of all transmitted communications. D. All Teletype messages considered urgent will continue to be sent through the existing audio/Teletype method in addition to the LAFD Information Portal..40 MANAGING INFORMATION Members from the Administrative Services Bureau, Management Information Section and the Planning Section will manage all saved information from the "LAFD Information" library. A. All notices and bulletins in the "LAFD Information" library will remain permanently as a historical record. B. After thirty days, all notices and bulletins will be deleted from view on the "LAFD Information" library, unless the specific notice or bulletin has been regenerated pending Administration approval. -17. LAFD LIBRARY.01 GENERAL A library of essential information and instructional material is located on the Information Portal and in each bureau, company and subdivision of the Department. The publications listed and those added in the future shall comprise the official library. Material in these libraries shall not be removed from quarters. Responsible officers shall cause the books and pamphlets to be kept up to date and available for use of members in quarters. They shall see that members promptly return books and pamphlets to the library after use. Periodically, publications, additions or amendments to the library will be issued. This material will either be incorporated in the LAFD Library, or will be issued as informational material which will not be replaced if lost. Notification will be made at time of issuance regarding the disposition of the material. A. RULES & REGULATIONS Set forth the rules and regulations governing members of the LAFD as established by the Board of Fire Commissioners. B. MANUAL OF OPERATION Sets forth the policies and procedures of the Department as directed by the Fire Chief (refer to Vol. 1, 0/1- 01.01). C. REFERENCE MATERIAL Reference material published by the LAFD and other agencies is intended to explain the "why" of procedures established in the Manual of Operation. Retain as long as valuable NOTE Commanders of Department subdivisions receiving requests or renewal of subscriptions for professional publications, surveys, offers of free books, etc., shall forward such requests to the Administrative Services Bureau. Lost library material shall be reported as stated in 8/3-64.01, but officers are not to expect any replacement of those items listed under "NFPA Periodicals." 0/3 WRITTEN COMMUNICATIONS 5.37 INTERNET ACCESS The Los Angeles Administrative Code, the Los Angeles Municipal Code, and the City Charter are accessible on the internet through the L.A. City home page quick link. Use City Charter, Rules & Codes..40 RECOGNIZED EMPLOYEE ORGANIZATIONS Recognized organizations will be provided with a copy of the Board of Rights Manual..51 INSPECTION OF LIBRARY Prior to Department-wide inspections, responsible officers shall check the library for its condition and completeness. (Refer to Vol. 2, 4/4-01.99) During Department-wide inspections, Chief Officers will observe the condition and completeness of all LAFD libraries and required Department books and records. They shall make other inspections as necessary, to determine that libraries, books, and records are properly maintained..68 ASSIGNMENT IDENTIFICATION Officers responsible for Department manuals assigned to their command shall cause them to be properly identified. Unless otherwise marked, they shall be identified on the inside of the front cover by the application of a gummed label with the Department subdivision's title printed in ink..85 REPLACEMENT OF Follow the procedures shown in Vol. 4, 8/3-64.00. -34. SPECIAL ORDERS.01 DEFINED A Special Order is a directive issued by the Fire Chief for the administration of Department affairs..33 CONTENT Special Orders may contain policy, directives or procedures which have been previously issued in the Weekly Bulletin, or they may be the initial distribution of material to be included in the Manual of Operation. All special orders will be distributed via the LAFD Information Portal..66 ACTION REQUIRED A. These orders will be filed in Vol. 1, 0/7-00.00 of the Manual of Operation. B. Annually these orders will be generated and updated by the Planning Section. -51. SPECIAL NOTICES.01 DEFINITION AND APPLICATION A Notice issued by an authoritative Departmental source for the guidance and instruction of members, (i.e., announcements, orders, instruction of policy) which must reach the members as soon as possible. It may be transmitted primarily by the LAFD Information Portal or via Metro utilizing the Administrative Teletype System (4 bell notification audio alarm) when deemed appropriate. When the information contained in a Special Notice, Departmental Bulletin or Administrative Bulletin is to be a permanent policy, directive or procedural revision; the appropriate reference will be included in the Manual of Operations without delay and the notice will be self-canceling. Maximum retention of a Special Notice will be 30 days, unless the notice is regenerated due to pending Administration approval for inclusion into the Manual of 0/3 WRITTEN COMMUNICATIONS 6 Operations. Departmental and Administrative Bulletins are retained indefinitely unless superseded by an updated Bulletin, included into The Manuel of Operations, or canceled by the author. -68. BULLETINS.01 GENERAL Normally bulletins contain items of temporary usefulness. They are informative in nature and may be used to give some background to manual changes and orders..50 CLASSIFICATION OF BULLETINS "Bulletins" shall be classed as one of the following: A. WEEKLY BULLETIN A bulletin issued weekly to all members by the office of Administration (Retain one year in Bulletins Manual). Permanent policy, directives or procedures contained in this bulletin will be included without delay in the Manual of Operation. The Weekly Bulletin shall not be used to publicize, promote, or otherwise coordinate Department - related events which are deemed to discriminate on the basis of race, religion, national origin, sex, age, physical handicap or sexual preference. Weekly Bulletins can be found on the LAFD Information Portal and LAFD.org site. B. ADMINISTRATION BULLETIN A bulletin issued to all members by the Administrative Office. Administration Bulletins can be found on the LAFD Information Portal under the Administration Bulletin Tab, the bulletin shall be retained until usefulness has passed. C. DEPARTMENTAL BULLETIN A bulletin which may originate from any Bureau but is routed through and approved by the Emergency Operations or Administrative Operations Office. Departmental Bulletins shall be retained until usefulness has passed. No less than 60 days prior to the expiration date of a bulletin, the Operations office shall review the intent of the information to determine if all or part should be included in the Manual of Operation. Bulletins with no expiration date will be retained indefinitely or included in another Department information source as noted on index page. Departmental Bulletins can be found on the LAFD Information Portal under the Departmental Bulletin Tab. D. INFORMATION BULLETIN A bulletin issued to all members and/or the public containing general information which may be of interest to members. Need not be retained. E. SAFETY BULLETIN A bulletin to all members setting forth recommended safe practices pertaining to various subjects. Filed in Book 75, Accident Prevention and Safety Manual. Retain until canceled. F. TRAINING BULLETIN A bulletin to all members issued by the In-Service Training Section. Filed in Bulletins Manual, Book 23. Retain until canceled. 0/3 WRITTEN COMMUNICATIONS 7 -85. REPORTS & RECORDS.01 APPLICATION All reports and records are standardized. Each time a report or record is required, members should assume that a special procedure is involved and refer to the "Reports and Records" Category, 9/0-00.00 for detailed instruction and guidance pertinent to the report or record. -90. DAILY JOURNAL.01 PROCEDURE The journal is the official daily record of the Los Angeles Fire Department. A. Concerned officers shall be responsible for all journal entries. 1. Responsible officers shall make entries regarding individual activities and operations. 2. Responsible members shall make entries in the additional journals, i.e., Rescue Ambulance and Heavy Rescue. B. The entire journal (first through last page) shall be used to record a concise, comprehensive daily history of pertinent information relative to the operations of the command. No other records shall be maintained in any portion thereof. C. Upon reporting for duty, responsible officers or members shall familiarize themselves with journal entries made during their period of absence. D. The journal contains patient health information. Journals shall be secured and not left unattended on desks or tables at any time.
