The trend of allowing part of the building to be occupied while work is in progress poses great challenges to firefighters. Such a practice may be acceptable in a one- or two-family home, with several windows or doors leading from each occupancy, but it creates disproportionate life hazards in larger structures, particularly when the work is taking place on a floor below the occupied levels. Buildings under construction don't begin to generate a positive cash flow until the floors have been rented. Consequently, there is great pressure to get the tenants in and paying rent as soon as possible. Construction and occupancy patterns, however, are sometimes different.
