Published with permission by WPBFD ***DRAFT*** Philosophy and Goals - 2 WPBFD Fire Services Manual GLOSSARY OF TERMS The following words and terms shall have these assigned meanings throughout the Policy Manual, unless it is apparent from the content that they have a different meaning: Adult: Any person 18-years of age or older. Administration: Includes both City and Fire administration members who are in positions of authority regarding hiring, transfer, suspension, promotion, discharge, assignment, reward, or discipline of other department members, direct other members' work, or having authority to adjust grievances. The exercise of authority may not be entirely routine or clerical in nature but requires the use of independent judgment. All Clear: The term indicating a search has been completed and no victims have been located. Area Command: An expansion of the incident command function primarily designed to manage a very large incident that may have multiple incident management teams assigned. The purpose of area command is to utilize resources in the most efficient manner during a disaster that involves similar incidents over a large area in relative close proximity Arrival: Indicates that a unit has arrived at a location. Automatic Aid: A pre-determined response agreement between agencies. Available: Indicates that a unit is able to respond to an incident. Backup Passport: Red passport made of rigid plastic. It is attached to the dash of the apparatus and left there as an emergency backup or replacement. It is used as a second method of identifying a company if a company has gone to work at the incident before transferring their primary passport to Command. This is essential backup for the accountability system and is designed to provide redundancy to keep the system in service. Base: A remote resource pool of units at a designated location. The Base at a high rise incident is a ground level staging area early in the incident. A major fire in a high rise building will require the Base to be expanded and to support large numbers of personnel. The nature of the urban/ suburban environment and the ability of an agency to rotate personnel back to stations may impact the manner in which the Base functions. Base should be located away from buildings to provide personnel safety from falling glass and debris. Battalion Chief (B/C): Chief Officer responsible for a given geographical area. BNICE: Acronym pertaining to the Biological, Nuclear, Incendiary, Chemical, or Explosive materials threats to first responders. BRANCH: That organizational level having functional, geographical, or jurisdictional responsibility for major parts of the incident operations. The Branch level is organizationally between Sections and Division/Groups in the Operations Section. Branches are identified by the use of Roman Numerals, by function, or jurisdictional name. Published with permission by WPBFD ***DRAFT*** Glossary of Terms - 3 WPBFD Fire Services Manual Glossary of Terms Brush: A unit which is capable of traversing rough terrain and carries its own water supply. This unit is best suited for ground cover fires in wooded areas or areas with poor access. C.A.N. Report: A situational report consisting of the current Conditions, Actions, and Needs of the incident. This can be used for several reports including, Arrival, Roof, Division/Group, and Branches. Casualty Collection Point (CCP): Location where patients are collected, triaged, and provided with initial medical care. CCP areas should be thoroughly cleared for secondary WMD devices and monitored for vapor clouds before moving patients or public safety personnel and equipment into the area. Chief Officer: West Palm Beach Fire Rescue Department Battalion Chief or higher rank, whether promoted or acting. City: West Palm Beach. Civilian: General employees and volunteers. Clear Text: Use of common terminology understandable by all. The intent of the use of clear-text for radio communications is to paint a clear picture and reduce confusion at incidents, particularly where different agencies are working together. Code 1: On the quiet response with no emergency lights and/or sirens. Code 3: An emergency response that utilizes emergency lights and sirens. Cold Zone (Support Zone): The area outside the warm zone (decontamination zone) where no hazards exist to victims or other personnel and where vehicle staging and treatment areas are located. Command: The act of directing, ordering and/or controlling resources by virtue of explicit legal, agency, or delegated authority. Command Staff: The Command Staff consists of the Public Information Officer, Safety Officer, and Liaison Officer who report directly to Command. Company: Personnel performing tasks specific to the apparatus they are assigned (e.g. Truck Company, Rescue Company). Company Officer: West Palm Beach Fire Rescue Department Lieutenant or Captain, promoted or acting who is responsible for and in charge of a crew of firefighters Company Unity: A term to indicate that a fire company shall remain together in a cohesive, identifiable working group, to ensure personnel accountability and safety. A Company Officer shall be responsible for the adequate supervision, control, communication and safety of the company Confined Space: Those areas which are not intended for continual occupancy, have limited means of ingress and egress, and have the potential for physical, chemical, or atmospheric engulfment. Published with permission by WPBFD ***DRAFT*** Glossary of Terms - 4 WPBFD Fire Services Manual Glossary of Terms Division: Firefighters from more than one company operating in a specific geographic area under the direction of a Division Supervisor; Organization level having responsibility for operations within a defined geographic area. The Division level is organizationally between the Strike Team and the Branch. Elapsed Time Notification: On any "Working Fire", the dispatcher will transmit an elapsed time notification. This will be done every 10 minutes from call received time. The dispatcher will notify Command until the incident is declared Under Control or Command requests to discontinue notifications. Emergency Breathing Support System (EBSS): A three (3) foot long "Buddy Breathing" hose stored on the right side of the waist belt of the SCBA. Emergency Traffic: A term used to clear designated channels used at an incident to allow for a firefighter emergency or an immediate change in tactical operations. EMS Captain: The Captain in charge of medical operations and quality control of patient care. Employee: Any person employed by the WPBFD Engine Company: Unit which provides fire suppression functions and Advanced Life Support. Extrication Group Supervisor: The person assigned by Command to coordinate personnel and other resources needed to extricate trapped victims. Fire Code: The Florida Fire Prevention Code as adopted by Rule 69A-60.001, F.A.C. et seq. and Rule 69A-3.012, F.A.C. Firefighter/Sworn or Appointed: Members, regardless of rank, who perform fire suppression duties as part of their primary duties as sworn or appointed members of the department and possess a current and valid Firefighter Certificate of Compliance, Special Certificate of Compliance, or Wildland Firefighter Certificate of Compliance, issued by the Division of State Fire Marshal (DSFM) (§ 633.408, Fla. Stat.). General Staff: The group of incident management personnel comprised of the Operations Section Chief, Planning Section Chief, Logistics Section Chief, and Finance/Administration Section Chief. Geographic Designation: The orientation of buildings, as well as exposure buildings, can be described by this system: The address side is "A", followed by "B", "C", and "D" in a clockwise manner. If there is more than one exposure occupancy affected on any one side, it will be described as "B-1, B-2" etc. This would be used in a strip mall or row house situation. Group: Firefighters from more than one company assigned to perform a specific task, but not necessarily in a specific location under the direction of a Group Supervisor; Groups are established to divide the incident into functional areas or operation. Groups are located between Branches (when activated) and Resources in the operations Section. Hazardous Device: A device which contains or is suspected to contain any of the following: a substance improvised or commercially manufactured to cause an explosion or has the potential Copyright Lexipol, LLC 2023/08/16, All Rights Reserved. Any chemical that has the potential to explode or when ignited can cause extreme heat or fire and possess a threat to public safety. Haz-Mat Assignment: E-2, R-2, and HM-2. A Haz-Mat Assignment will be requested/dispatched whenever there is an incident reported to involve Hazardous Materials. HM-2 may be requested as a single unit for controlling traffic or additional absorbent is needed. Health and Safety Officer (HSO): Member designated by the Fire Chief as responsible for the administration of health and safety related programs and policies for the department. The Fire Chief shall assume responsibility of the health and safety related policy and program administration if there is no designee. Hot Zone (Exclusionary Zone): The area immediately surrounding an incident that extends far enough to prevent the adverse effects from fire, hazardous materials release, or other dangers to personnel outside this zone. IDLH: Acronym for Immediately Dangerous to Life and Health. Incident Action Plan: A plan that contains S.M.A.R.T. objectives that reflects the incident strategy and specific control actions for the current or next operational period. Incident Command Post (ICP): The location where primary command functions are executed. Incident Command System (ICS): The combination of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure with responsibility for the management of assigned resources to effectively accomplish stated objectives pertaining to an incident. Incident Management Team: An "All-Hazard Incident Management Team" (AHIMT) is a comprehensive resource (a team) to either enhance ongoing operations through provision of infrastructure support, or when requested, transition to an incident management function to include all components/functions of a Command and General Staff. Incident Objectives: Statements of guidance and direction that are specific, measurable, attainable, results oriented, timely, (S.M.A.R.T.) and necessary for the selection of appropriate strategies, and the tactical direction of resources. Initial Rapid Intervention Crew (IRIC):Two personnel who remain outside the hazard area during the initial stages of an incident. The IRIC shall be responsible for constant awareness of the number and identity of personnel operating in the hazardous area, location, function, and time of entry. The IRIC shall remain in radio, visual, or voice communications with personnel in the hazard area. The IRIC may be assigned an additional role such as Command, pump operator, Safety Officer, etc. However, they must be able to immediately provide assistance to any firefighter working at the incident. Inner Circle Survey: Function performed at a motor vehicle crash to determine the number and condition of patients, any hazards in the vicinity of the vehicle(s), stability of the vehicle(s), if extrication is needed, status of airbags (if present), and if it is a hybrid vehicle. Published with permission by WPBFD ***DRAFT*** Glossary of Terms - 6 WPBFD Fire Services Manual Glossary of Terms Ladder /Truck Company: These companies perform aerial ladder functions, carry specialized forcible entry equipment, and provide Advanced Life Support. Level I Accountability: The level of Accountability which begins at the start of each day with the placement of personnel accountability tags on the Unit Identification Passport (UIP) of the apparatus to which they are assigned. Level II Accountability: This is the level of accountability used when multiple companies are operating in a hazardous area. Level III Accountability: The level of Accountability which will be implemented at hazardous material incidents, high-rise fires, below grade rescue operations, and large or complex emergency incidents where large numbers of personnel are operating with SCBA in a hazardous environment. Limited Access Highway: A roadway which has restricted or limited points of entry and exit. Loss Stopped: Term indicating that damage caused by fire and fire suppression efforts including salvage and overhaul has stopped. Manual: The WPBFD policy manual May: Indicates a permissive, discretionary, or conditional action May Day: Term used for emergency transmission of a firefighter needing immediate assistance Member: Any person employed or appointed by the department, including: Sworn or appointed firefighters Civilians Volunteers MDC: Mobile Data Computers (previously known as MDT – Mobile Data terminals). Used to communicate supplemental incident information from dispatch as well as allow unit input for status changes. Mobile Command: First arriving officer choosing to combine action with command (Investigation, Quick-Attack, etc.). Move-Up: Indicates that a unit is available, but will now be in a different first-due area. The "MoveUp" unit now has responsibility for that new area. Mutual Aid: Assistance rendered or given between agencies through a legal reciprocal agreement. Non-Technical Evacuations: Those evacuations that are, generally speaking, less than 40 degrees of incline. Published with permission by WPBFD ***DRAFT*** Glossary of Terms - 7 WPBFD Fire Services Manual Glossary of Terms Order: A verbal or written instruction issued by a superior Outer Circle Survey: The assigned function at a motor vehicle crash to determine any hazards outside the immediate vicinity of the vehicle(s) (utilities, fluid leaks, power lines, etc.), identify other vehicles involved, and search for victims that may have been removed or ejected from the vehicle(s). Out-of-Service: Indicates that the unit is not capable of responding to incidents. PASSPORT Accountability System (PAS): A point of entry accountability system of helmet shields, name tags, passports, and status boards to account for companies and individuals. U.C.A.N. Report: To be used in the event of a MAYDAY situation. Radio transmission shall includeUnit designation (rank and name), Conditions, Actions, Needs. Unit Identification Passport (UIP): A Velcro and plastic card that identifies a company. It is used to attach the name tags of firefighters. There is a primary and back-up passport- distinguished by color and/or construction. The passport is used to account for companies and to identify individuals. Personnel Accountability Reports (PAR): Accountability reports of firefighters and companies assigned to an incident. Primary Fire Damage: Damage caused by the products of combustion. Primary Passport: The white and black primary passport is printed with the company's identification numbers. It is used for accountability of units and personnel during an incident. Primary Search: The initial, rapid, thorough search to determine the presence of victims. Property Conservation: Those activities directed at stopping or minimizing loss to property from the effects of fire or firefighting activities. Public Service Call: A non-emergency call requiring a suppression unit for power lines down, elevator rescue, public assist, wash down, etc. Rank: The title of the classification held or assigned i.e firefighter, driver, lieutenant, captain, battalion chief, division chief, assistant chief, fire chief. Rapid Intervention Crew (RIC): A crew or company designated to stand-by in a state of readiness to perform a rescue effort of firefighters. A RIC shall be a minimum of three (3) personnel with appropriate tools and equipment. RECEOVS: Incident priorities during structure fires. The acronym for: Rescue, Exposure, Confinement, Extinguishment, Overhaul, Ventilation, and Salvage. Rescue: A unit which is capable of providing Advanced Cardiac Life Support and transportation to health care facilities. These units also serve in fire suppression activities and may be assigned a variety of tasks. Risk Management: Attempts made to identify and control the risks that we face as we do our jobs. Published with permission by WPBFD ***DRAFT*** Glossary of Terms - 8 WPBFD Fire Services Manual Glossary of Terms Rope Rescue: Any rescue attempt that requires rope and related equipment to safely gain access and remove patients from hazardous geographic areas with limited access, such as high rise buildings and above or below grade structures by means of a rope system. Safety Officer (SO): Monitors and assesses safety hazards or unsafe situations. The SO is part of Command Staff and reports directly to Command. Secondary Fire Damage: Damage caused by rescue, firefighting, salvage and overhaul, and/ or other property conservation activities. Secondary Search: A meticulously thorough search performed to ensure that no victims were missed during the primary search. The secondary search shall be conducted by a different group of firefighters than those who conducted the primary search. Section: The organization level having functional responsibility for primary segments of incident management (Operations, Planning, Logistics, Finance/Administration). The Section level is organizationally between Branch and Command. Shall or will: Indicates a mandatory action. Should: Indicates a generally required or expected action. Size-Up: An evaluation of problems and conditions that affect the outcome of an incident. A sizeup includes a 360 of the incident. A 13 point size-up includes: C - construction O - occupancy A - apparatus and personnel L - life hazard W - water supply A - auxiliary appliances S - street conditions W - weather E - exposures A - area L - location and extent of fire T - time of day H - height of the building Copyright Lexipol, LLC 2023/08/16, All Rights Reserved. The Span of Control is typically three to seven individuals or companies, with five being the optimum. This span of control is variable depending on the type of incident. Squad: A unit which is capable of providing fire suppression tasks and Advanced Cardiac Life Support. This unit also responds to technical rescue incidents that require specific, advanced training, specialized tools and equipment. Technical Rescues include but are not limited to heavy extrications, confined space entry, high-angle rope rescue, trench rescue, and building collapse. Staging: A designated location for firefighters and equipment either ready for deployment or rehabilitation. In high-rise fires, this is the area generally located two (2) floors below the fire floor. Status Board: A plastic board with velcro strips used by Incident Commanders, Group Supervisors, or Division Supervisors to hold the UIP's and PAT's to track companies within their direct span of control. Strike Team: This is a set number of resources of the same kind and type with an established minimum number of personnel. Strike Teams will always have a leader and will have a common communication among resource elements. Supervisor: The term "supervisor" includes any person (step-up officer, lieutenant, captain, or battalion chief) given responsibility for the direction of the work of others. Tactics: Deploying and directing resources on an incident to accomplish the objectives designated by current incident strategy. Talk Permit Tone: This is a group of medium pitched tones heard just after pressing the Pushto-Talk (PTT) button on the portable radio, verifying the system is accepting transmissions. If the sender speaks prior to the completion of the tones, nothing said prior to the tones will be heard by the receiver. Task Force: A combination of units working together for a specific assignment, with common communications and a leader (e.g. 2 Engines, 1 Ladder, 1 Rescue, and 1 Incident Commander). Technical Evacuation: Evacuations greater than 40 degrees inclination or on such rough terrain that the evacuation requires specific technical rescue training. Technical Rescue Assignment: SQ-5 and one rescue from Station 5. Personnel assigned to the second rescue at Station 5 may respond as TRT-5 at the Station Captain's discretion depending on the call type (e.g. Structural Collapse, Trench Rescue, Confined Space Rescue, etc.). Terrorist Incident: An intentional violent act or an act dangerous to human life, in violation of criminal laws of the United States or any segment, meant to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives. Published with permission by WPBFD ***DRAFT*** Glossary of Terms - 10 WPBFD Fire Services Manual Glossary of Terms Unified Command: In ICS, Unified Command is a unified team effort which allows all agencies with responsibility for the incident to establish a common set of incident objectives and strategies. This is accomplished without losing or abdicating agency authority, responsibility, or accountability. Unit: A single apparatus to which personnel are assigned to perform the function of that apparatus. The officer assigned to the unit handles all communication for the unit. Unit Position: Call ID for portable radios are assigned to the individual positions on the unit (excluding the officer position) (e.g. Engine 1 Driver, Engine 2 Firefighter, Rescue 5 Firefighter, Rescue 2 Driver). Vent - Enter - Isolate - Search (V.E.I.S): A method to search for and remove any victims from a fire area inaccessible to the search team. It involves gaining access to desired floor level, forcing entry to the area often by breaking a window, thereby venting the immediate area, isolating the room and then conducting a search for occupants. Warm Zone (Decontamination Zone): The area adjacent to the hot (exclusionary) and cold (support) zones where no immediate hazards are present and where medical and tool staging can be established. The area where decon is located during a hazardous materials incident. Weapon of Mass Destruction (WMD): Any explosive, incendiary, poison gas, bomb, military ordinance, or weapon containing or designed to release disease organisms, chemical, or radioactive materials. Working Fire: The term "Working Fire" indicates a situation which will require the commitment of all responding units. This advises Dispatch that all companies will be engaged in tactical activities and will be held at the scene for an extended period of time that may expand to multiple alarms. We will build these strong teams by being transparent and providing honest feedback. Our commitment to a safe work environment requires trust and cooperation which includes the ability to be wrong, to fail, and to be accountable for our mistakes. We will show who we are by our actions and our commitment to each other. We will create a culture of Trust. We understand that our attitudes effect the firefighters around us and we must work together to create a positive work environment. Our leaders will give their time, energy, and knowledge. We will develop our emotional intelligence by being self-aware, empathetic, and respectful of ourselves and others. The Manual is a statement of the current policies, rules and guidelines of this department. All members are expected to conform to the provisions of this manual. 100.2 POLICY Except where otherwise expressly stated, the provisions of this manual shall be considered guidelines. It is recognized that fire and rescue work is not always predictable and circumstances may arise that warrant departure from these guidelines. It is the intent of this manual to be viewed using an objective standard, taking into consideration the sound discretion entrusted to the members of this department under the circumstances reasonably available at the time of any incident. 100.2.1 DISCLAIMER The provisions contained in the Policy Manual are not intended to create an employment contract nor any employment rights or entitlements. The policies contained within this manual are for the internal use of the WPBFD and shall not be construed to create a higher standard or duty of care for civil or criminal liability against the City, its officials or members. Violations of any provision of any policy contained within this manual shall only form the basis for department administrative action, training or discipline. The WPBFD reserves the right to revise any policy content, in whole or in part. 100.2.2 SEVERABILITY In the event that any term or provision of this Policy Manual is declared illegal, invalid or unenforceable by any court or any federal or state government agency, the remaining terms and provisions that are not affected shall remain in full force and effect. If any provision of the Policy Manual is found to be in conflict with a local, state or federal law, City policy or collective bargaining agreement, such law, City policy or collective bargaining agreement shall take precedence over that provision of the Policy Manual. In the event that any of the terms or provisions of the Policy Manual are determined to conflict with any portion of a collective bargaining agreement, the Department will seek to resolve the conflict. 100.3 AUTHORITY The Fire Chief shall be considered the ultimate authority for the content and adoption of the provisions of this manual and shall ensure compliance with all applicable federal, state and local laws. The Fire Chief or the authorized designee is authorized to issue Departmental Directives, which shall modify those provisions of the manual to which they pertain. Published with permission by WPBFD ***DRAFT*** Policy Manual - 19 WPBFD Fire Services Manual Policy Manual 100.4 DEFINITIONS The following words and terms shall have these assigned meanings throughout the Policy Manual, unless it is apparent from the content that they have a different meaning: Adult - Any person 18 years of age or older. City - The City of West Palm Beach. Civilian - General Employees and volunteers. Department/WPBFD - The West Palm Beach Fire Department. Company Officer- Individual responsible for, and in charge of, a crew of firefighters. Employee - Any person employed by the Department. Fire Code - The Florida Fire Prevention Code as adopted by Rule 69A-60.001, F.A.C. et seq. and Rule 69A-3.012, F.A.C. Firefighter/Sworn or appointed - Members, regardless of rank, who perform fire suppression duties as part of their primary duties as sworn, appointed, or elected members of the WPBFD and possess a current and valid Firefighter Certificate of Compliance, Special Certificate of Compliance, Wildland Firefighter Certificate of Compliance, issued by the Division of State Fire Marshal (DSFM) (§ 633.408, Fla. Stat.). Health and Safety Officer - Members designated by the Fire Chief as responsible for the administration of health and safety-related programs and policies for the WPBFD. The Fire Chief shall assume responsibility for health and safety-related policy and program administration if there is no designee. Manual - The WPBFD Policy Manual. May - Indicates a permissive, discretionary, or conditional action. Member - Any person employed or appointed by the WPBFD, including: • Sworn or appointed firefighters • Civilian • Volunteers On-duty - Member status during the period when actually engaged in the performance of their assigned duties. Order - A written or verbal instruction issued by a superior. Rank - The title of the classification held by a firefighter. See Position Descriptions Shall or will - Indicates a mandatory action. Published with permission by WPBFD ***DRAFT*** Policy Manual - 20 WPBFD Fire Services Manual Policy Manual Supervisor - A member in a position of authority regarding hiring, transfer, suspension, promotion, discharge, assignment, reward, or discipline of other department members, direct other members' work, or having the authority to adjust grievances. The supervisory exercise of authority may not be merely routine or clerical in nature but requires the use of independent judgment. The term "supervisor" may also include any person (e.g., firefighter-in-charge, lead, senior member, or Driver Engineer) given responsibility for the direction of the work of others without regard to a formal job title, rank, or compensation. 100.5 DISTRIBUTION OF THE POLICY MANUAL An electronic version will be made available to all members on the department network for viewing and printing. No changes shall be made to the manual without authorization from the Fire Chief or the authorized designee. Each member shall acknowledge that they have been provided access to, and has had the opportunity to review, the Policy Manual and Departmental Directives. Members shall seek clarification as needed from an appropriate supervisor for any provisions that they do not fully understand. 100.6 PERIODIC REVIEW OF THE POLICY MANUAL The Fire Chief will ensure that the Policy Manual is periodically reviewed and updated as necessary. 100.7 REVISIONS TO POLICIES All revisions to the Policy Manual will be provided to each member on or before the date the policy becomes effective. Each member will be required to acknowledge that they have reviewed the revisions and shall seek clarification from an appropriate supervisor as needed. Members are responsible for keeping informed of all Policy Manual revisions. Company Officers will ensure that members under their command are aware of any Policy Manual revision. All department members suggesting revision of the contents of the Policy Manual shall forward their written suggestions to their supervisors, who will consider the recommendations and forward them through the chain of command. Published with permission by WPBFD ***DRAFT*** Policy Manual - 21 WPBFD Policy 101 Fire Services Manual Fire Service Authority 101.1 PURPOSE AND SCOPE The purpose of this policy is to affirm the legal authority of the WPBFD and the individual members pursuant to Florida and local law (Art. VIII, § 2, Fla. Const.; § 125.01, Fla. Stat. and City Code § 2-176,177; Ch 26; Ch 38; § 86-4,5, 224). 101.2 POLICY It is the policy of the WPBFD to limit its members to only exercise the authority granted to them by law. While the WPBFD recognizes the authority of members granted to them, members are encouraged to use sound discretion in the exercise of their authority, and this department does not tolerate abuse of authority. 101.3 ORGANIZATIONAL POWERS This department is authorized by Florida and local law to perform fire suppression and related services including, but not limited to: • Fire suppression. • Emergency Medical Services (EMS). • Fire prevention and fire code enforcement. • Fire cause and origin investigation. • Hazardous Materials Response. • Water Rescue Response. • Technical Rescue Response. 101.4 FIREFIGHTER POWERS Firefighters are sworn or appointed members of this department and are authorized to exercise the following authority pursuant to applicable Florida and local law: • Participate in a wide range of emergency and rescue activities, including EMS, extrication and heavy rescue. • Perform fire suppression duties, including the suppression of structural, aircraft, marine, wildland and other types of fires. • Investigate the cause and origin of fires. • Collect and preserve evidence when a fire is of a suspicious origin. • Perform specialty services, including hazardous materials response, technical rescue, water rescue and additional services as authorized by the Fire Chief. • Provide fire code enforcement inspection and plan review services. Published with permission by WPBFD ***DRAFT*** Fire Service Authority - 22 WPBFD Fire Services Manual Fire Service Authority • Provide public education and fire prevention activities and services. 101.5 CONSTITUTIONAL REQUIREMENTS When exercising their authority, members shall observe and comply with every person’s clearly established rights under the United States and Florida Constitutions. 101.6 SUPERVISORY AUTHORITY Any chief officer or step-up Battalion Chief may relieve a member under their command from duty when, in their judgment, an offense committed is sufficiently serious to warrant immediate action. A report of such action shall be made immediately through the appropriate channels to the Assistant Chief of Operations, followed by written documentation of the charges, in accordance with department procedures and Florida law (§ 112.82, Fla. Published with permission by WPBFD ***DRAFT*** Fire Service Authority - 23 Policy 102 WPBFD Fire Services Manual Fire Chief 102.1 PURPOSE AND SCOPE This policy identifies the education, experience, or certifications desired as well as the Florida certifications required for the Fire Chief. 102.2 POLICY It is the policy of the WPBFD to have a highly qualified Fire Chief. 102.3 FIRE CHIEF The Fire Chief minimum requirements are dictated by Human Resources, the City Administrator, Commission, and the Mayor. 102.4 CERTIFIED FIRE CHIEF The Fire Chief of the WPBFD shall meet the requirements for certification pursuant to Florida law (§ 633.408, Fla. Stat.). If the Fire Chief does not possess a Special Certificate of Compliance when hired, the certificate must be obtained within one year of beginning employment (§ 633.412, Fla. Stat.; § 633.408, Fla. Stat.). The Fire Chief shall not act as a commanding officer or otherwise act in a position dictating incident outcomes or objectives before a Special Certificate of Compliance is obtained (§ 633.408, Fla. Stat.). Only a Special Certificate of Compliance authorizes an individual to serve as an administrative and command head of a fire service provider (§ 633.408, Fla. Stat). Published with permission by WPBFD ***DRAFT*** Fire Chief - 24 Policy 103 WPBFD Fire Services Manual Oath of Office 103.1 PURPOSE AND SCOPE The purpose of this policy is to ensure that oaths, when appropriate, are administered to department members pursuant to Florida law. 103.2 POLICY It is the policy of the WPBFD that, when appropriate and pursuant to Florida law, department members affirm the oath of their office as an expression of commitment to the constitutional rights of those served by the Department and the dedication of its members to their duties (§ 876.05, Fla. This policy also provides guidance regarding the department's reporting process through the chain of command. 200.2 POLICY It is the policy of the WPBFD to organize its resources in a manner that allows for effective and efficient service delivery to the public. To ensure effective organizational communication, members should generally adhere to the established chain of command unless there is a good faith and reasonable basis for utilizing an alternate channel of communication. 200.3 BRANCHES The Fire Chief is responsible for managing the WPBFD. The following branches make up the WPBFD and are directed by the Fire Chief and led by Assistant Chiefs: • Administration • Operations • Emergency Management 200.3.1 ADMINISTRATION This branch is led by the Assistant Chief of Administration and provides administrative support to the Fire Chief; acts as liaison with the Department of Human Resources as it relates to member behavior and discipline and reviews, prepares and presents staff reports to the Department, the City staff and City officials. It is their responsibility to prepare and maintain a current organizational chart. They oversee the response to all fire, rescue, and medical aid calls for service and staffs various emergency response apparatus and support units. They also oversee the interface with Dispatchincluding alarm assignments. 200.3.3 EMERGENCY MANAGEMENT This branch is led by the Assistant Chief of Emergency Management (Emergency Manager). This branch is responsible for hazard prevention, mitigation, preparedness, response, and recovery. Fire Fiscal Services is responsible for: preparing bi-weekly payroll; processing accounts payable invoices; creating requisitions for purchase orders; monitoring, reviewing, and submitting monthly procurement card statements; preparing billings for false fire alarms, special events, and hazardous materials (HAZMAT) incidents; conducting follow-up on unpaid fire inspection and special event invoices, post payments for fire inspection invoices; monitor, transmit documentation and assist overflow patients of the City's emergency medical services billing provider, prepare the annual report/intergovernmental transfer for the two supplemental Medicaid programs; prepare monthly financial reports and any other reports as needed; monitor grants and prepare quarterly draw downs to include FEMA SAFER, AFG, PBC; process reimbursement requests for hurricanes and disasters (e.g., fires, earthquakes, building collapses); assist in the preparation of the Fire Department's annual budget and monitor throughout the fiscal year. 200.4.2 FACILITIES MANAGEMENT Facilities management is recognized as the tools and services that support the functionality, safety and sustainability of buildings grounds, equipment and infrastructure. (b) Maintaining and tracking durable equipment, and building systems maintenance requirements. (c) Scheduling preventive maintenance. (d) Developing, monitoring, and reviewing service contracts. (e) Coordinating contractor activities. (f) Conducting building condition assessments. (g) Making recommendations through the budget process or for the inclusion of maintenance/capital improvement projects. (h) Serving as a direct contact for all maintenance/project requests. 200.4.3 LOGISTICS A staff captain is in charge of Logistics. The Logistics Captain coordinates with fleet maintenance for scheduling and tracking of maintenance of vehicles and equipment. Responsibilities include maintaining inventories of fire and EMS supplies, including bunker gear, SCBA, tools, and equipment. Other responsibilities include coordination and delivery of supplies and equipment, procurement through vendors, equipment record maintenance, and the forward and reverse flow of equipment and apparatus from supply companies to front line personnel. The Fire Prevention Division's mission is to engage in investigation, education, prevention, mitigation of fire incidents or accidents, and plan reviews. The Fire Prevention Division performs inspections of businesses and occupancies as mandated by applicable law. In addition, the Division may be the lead agency or act as a support service in the investigation of all major fires occurring within the jurisdiction of the WPBFD. 200.4.5 FIRE SUPPRESSION Fire Suppression is divided into three platoons. Each platoon has two battalion chiefs responsible for the day-to-day operations and emergency response during that 24-hour shift. Battalion Chief 1 is responsible for the east side and Battalion Chief 5 is responsible for the west side. 200.4.6 EMERGENCY MEDICAL SERVICES (EMS) The EMS Chief is in charge of the Emergency Medical Services Division.
