ROMEOVILLE FIRE DEPARTMENT MANUAL 614 CATEGORY 600: GENERAL OPERATIONS POLICY NUMBER TITLE WAREHOUSE & LARGE AREA FIRE OPERATIONS EFFECTIVE 01/01/2013 AUTHORIZED Kent Adams, Fire Chief REVISED 04/27/2020 PURPOSE To set forth principles for companies to respond to incidents in Warehouse structures in a coordinated and systematic manner. DEFINITION The Romeoville Fire Department defines a warehouse as any building or structure over 25,000 square feet, that either houses stock or is retail in nature. PROCEDURE All members of the first arriving suppression (including pump operator), and truck companies shall be responsible for initiating the following efforts: rescue and removal of victims, locating/confining/extinguishment the fire. 1. While En-route (Review Pre-incident /Tactical information as available) Identify type/class of construction Identify lightweight/engineered materials/locations Depending on building type, review area/design/floor accessibility Identify area water supply Determine/locate F.D. connections for Standpipe/Sprinkler system Determine/identify location of special needs occupants or other concerns 2. Upon Arrival (Location/Extent of Fire/Number of People in the Building) Size up Announce plan of action (i.e. First Engine and Truck will marry up to go recon the location of the fire) Conduct a 360-degree survey (report to the Second Engine company how to the seat of the fire) Page 1 of 4 ROMEOVILLE FIRE DEPARTMENT MANUAL Reporting from the rear of the building is particularly critical if access for vehicles does not exist Determine any forcible entry concerns (Steel Man Doors & Roll-Up Doors) 3. Tactical Considerations Number of stories - Construction - Older-Conventional construction Modern-Tilt Slab, Metal Studs Lightweight Trusses/Wide Span Parallel Trusses Mansards, Canopies Metal Roof Deck Building Arrangement - Actual height of the building Number of occupied stories Size Objects on Roof Fire Protection System Firewalls Occupancy/Time of Day - Consider if the building is occupied all hours -Life Safety Large Range of Occupancy: Bakery to Hazard Materials Large Amount of Contents=Heavy Fire Load Stairwells-Fire Vs Rescue (use) Page 2 of 4 ROMEOVILLE FIRE DEPARTMENT MANUAL Fire size, Extent, & Location / BAG report - Where’s the fire BEEN? Where’s it AT? Where’s it GOING? Fire Involvement and Time for Contents/Building Initial Attack Line at Seat of Fire, 2nd Attack line to seat of the fire, 3rd line as a back up Roof Report All Clears After Fire Control Firefighter Safety at Large Structures - Access - Apply task math to determine rate of success or failure BC’s in divisions Air Management Cold Smoke Racking Hazard (Be aware of overhead loads) 3 Deep Model Shape of Building and Access problems / Distance from Street Choosing best entry point based off of fire location and fire travel considerations Apparatus placement may be difficult Building Control - Gather remaining keys from lock box (if available) along with elevator control Keys, if applicable Ensure elevator is placed in Phase 2 Fire Service control, if applicable Locate fire pump and ensure it is operating Ensure sprinkler system is functioning. Do not shut down the sprinkler system until all fire has been extinguished and overhaul is completed Establish a phone number of building maintenance for use when possible Control the gathering or flow of civilian traffic within the building Work with the building engineer to control all building systems including HVAC, suppression systems, and smoke control Page 3 of 4 ROMEOVILLE FIRE DEPARTMENT MANUAL - Work with Romeoville Police Department or building staff to secure all entrances and exits Consider the use of installed building communications (e.g., stairwell phone systems) where feasible 4. Incident Scene management Upon arrival, the Shift Commander shall assume command of the incident. Group/task assignments into Fire Attack/Search/Ventilation/Roof Record companies entering building Command shall request the MABAS Mobile Ventilation Unit (MVU) to respond upon transmission of the Box Alarm. Due to structures of this size, it is easy for fire companies to commit deep into the building. Use caution in extending farther than needed. These structures are commonly sub-divided. Common fire behavior may not apply in these building. Support Personnel - Includes Senior Staff, Fire Prevention Personnel, I-MAT response Group members Upon arrival, support personnel will assume a role directed by the incident commander Village of Romeoville Building Department shall be contacted Page 4 of 4
