POLICE FACILITIES - PARKING PROCEDURES - POLICE HEADQUARTERS CONFIDENTIAL INFORMATION: THIS POLICY IS CONFIDENTIAL IN ITS ENTIRETY. POLICY: It is the policy of the Omaha Police Department (OPD) to establish guidelines to control parking at OPD Headquarters and in surrounding areas. PROCEDURE: I. OPD Headquarters Parking Assignments A. Employees who are attempting to park their personal vehicles within the OPD parking lot will adhere to the following: 1. Deputy Chiefs/Directors are responsible for stall assignments within their Bureau. A chart of the allocated parking, matching stall numbers with employee assignments, is attached and made part of this Order. All reserved parking stalls are marked with a white placard. Non-reserved parking stalls have no numbering. All parking stalls may not be individually identified by signs or painted markings; parking assignments are identified on the attached chart. 2. Privately Owned Vehicles: Employees who are attempting to park their privately-owned vehicle (POV) within the police parking lot will use the stalls identified on the chart and the posted maps as “POV” and will adhere to the following: a. OPD employees intending to park in the OPD parking lot will enter only from Jackson Street or 14th Street. b. If a POV parking stall is available, the employee may park their vehicle immediately. c. If an unassigned parking stall is not available, the employee will immediately exit the parking lot and park their vehicle elsewhere. At no time will employees form a line to wait for a parking stall to be vacated. d. Any car found to be parked unattended in the aisles of the parking lot or in an unauthorized parking space will be subject to tow at the expense of the owner. e. The alley located between the south side of OPD Headquarters and Mid-City Jewelry and Loan on the northeast corner of 15th and Jackson Streets is a public alley. Parking is not allowed in this alley at any time. f. Stall number #115 is designated for volunteers working in the OPD Head-quarters Building. This parking is available on a “first come, first served” basis and does not include parking for interns working within the building. g. Employees parking a POV who intend to be parked longer than 24 hours will leave a set of keys with the Fleet and Facilities Coordinator. Example: Employees traveling out-of-town in a City vehicle while leaving their POV in the parking lot. 1 h. It is the responsibility of employees assigned to Handicap Parking stalls to make certain that their handicap sticker/plate is current. 3. Police Vehicles. a. Employees parking police vehicles will use the stalls assigned to their Bureau as indicated on the chart and diagram. The respective Deputy Chiefs/Director will implement stall assignments within each Bureau allocation. The Deputy Chiefs/Director will provide a list of those assignments to the Fleet and Facilities Coordinator that includes the Vehicle Number, VAN Number, and the license number. b. If an OPD vehicle is parked in an unauthorized area, it should be reported immediately to the proper Deputy Chief/Director or their designee. OPD vehicles will be parked in assigned stalls only and will not be parked in a stall assigned to another vehicle absent the consent of the assigned stall user. c. Only mid-sized (or smaller) vehicles will park on 15th Street in Stalls #181 through #192 in front of OPD Headquarters. Vehicles larger than mid-size are too long for the stalls and may potentially impede the roadway. Marked OPD cruisers are also too long for these stalls because of the push-bars. d. All curbside parking stalls directly surrounding and adjacent to the OPD Head- quarters block require back-in angle parking. II. Traffic Control A. Traffic entering the parking lot will do so from 14th Street or Jackson Street. If entering from Jackson Street, an immediate right turn through the first row of the parking lot will be made to circle around either to a parking stall or entrance to the garage. B. Traffic exiting the parking lot may do so either through the alley to 15th Street, or a turn southbound in the lot leading to Jackson Street. When exiting the garage, left turns to 14th Street or returning to the parking lot are not permitted. C. The drive running parallel to the police building and the alley between OPD Headquarters and Mid-City Jewelry and Loan runs one-way, west; therefore, vehicles exiting the garage must turn right. D. All other lanes of traffic run two ways. E. Employees will adhere to the traffic control signs (i.e., “No Parking,” “No Left Turn”) that have been posted throughout the lot. III. Sworn Employee Parking Placards A. Sworn employees assigned to work shifts at OPD Headquarters who do not have permanent, assigned parking stalls will be issued OPD parking placards. 1. The placards will enable employees to park at designated parking meters, but must be used only during employees’ working hours, and only on days when employees are actually working. 2. The numbered placards will be issued to individual officers by the Police Supply Unit upon receipt of a signed OPD Form 181 from a Deputy Chief or their designated Captain. The 2 placard must be displayed by hanging it on the rearview mirror of the sworn employee’s vehicle when in use. 3. No other items will be hung from the rearview mirror while the parking placard is displayed. 4. Placards will only be used to provide parking for sworn OPD employees during working hours and within the below described designated area. The placards will not be duplicated or loaned to family members, friends, or co-workers for their use. Placards will not be used for non-work-related activities in the downtown area. B. Sworn employees with OPD parking placards will be allowed to park their POV’s at any of the City’s parking meter stalls located as follows: 1. The east and west sides of 15th Street from Jackson Street to Leavenworth Street. 2. The east and west sides of 16th Street from Jackson Street to Jones Street. 3. The east side of 16th Street from Jones Street to Leavenworth Street. 4. The east and west sides of 17th Street from Jackson Street to Jones Street. 5. The north and south side of Jackson Street from 15th Street to 17th Street. 6. The north and south side of Jones Street from 15th Street to 16th Street. C. These parking areas are subject to revision should issues arise subsequent to implementation or if other arrangements of nearby off-street parking become feasible. D. Attempted use of the parking placard in lieu of meter payment is prohibited outside of the above designated area and may result in citation, internal discipline, or both. 3 STALL NO.
